RESOLUTION NO. 90 -2968
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY ADOPTING A SALARY SCHEDULE AND
PAY PLAN FOR FISCAL YEAR 1990 -91.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. General Provisions
A. The schedule of pay ranges and steps listed in Table I
constitutes the compensation plan applicable to all
classes of positions listed in Table II and shall be
effective July 1, 1990.
B. For purposes of computing the salary of full time
employees, at the time of original appointment or
termination only, and working less than a full pay
period, the following formula of computations shall be
used.
Total days worked, divided by the total working days in
the month, times the monthly rate of pay.
C. Employees other than department heads and administra-
tion personnel who are authorized to work more than a
regular 40 -hour week shall be compensated for overtime
at time and one -half.
Executive, administrative, and professional level
positions shall not be compensated for overtime. For
purpose of this section, executive, administrative, and
professional level positions are the following:
1. City Manager
2. Community Development Director
3. Parks and Recreation Director
4. Public Works Coordinator
5. Field Services Coordinator
6. Park Maintenance Superintendent
Grounds, and Parkway Trees
7. Assistant to the City Manager
8. Associate Planner
9. Assistant Planner
10. Parks and Recreation Supervisor
11. Finance Director
SECTION 2. Employee Optional Benefit Plan
Buildings,
A. The Employee Optional Benefit Plan for full time em-
ployees was increased from $600 per fiscal year to $840
per fiscal year effective July 1, 1990 through June 30,
1991 and is hereby approved and on file in the City
Clerk's office.

SECTION 3. Cost of Living Increase
A. A cost of living increase of 5% is hereby provided for
all full time and temporary employees based upon the
Consumer Price Index.
B. Revise the Schedule of Salary Rates to eliminate ineq-
uities between pay ranges and steps by providing a
uniform 2 -1/2% increase between Steps A, B, and C and a
2 -1/2% increase between each incremental range.
SECTION 4. Administration of the Compensation Plan
A. The salary schedule for the respective classes of
positions as set forth in Tables I and II, with such
amendments as may be adopted by the City Council from
time to time by ordinance or resolution, shall have the
force and effect and shall be interpreted and applied
as follows:
B. The salaries or rates of compensation prescribed are
fixed on the basis of full -time service.
C. The employee shall be eligible for recommendation to
receive the step with range for the class to which his
position is allocated as determined by the following
conditions:
1. Six months or less of continuous service - 1st
step.
2. More than six months (but less than 1 -1/2 years)
of continuous service - 2nd step.
3. More than 1 -1/2 years of continuous service - 3rd
step.
D. No advance in pay shall be automatic upon completion of
the period of service outlined hereinabove, and all
increases shall be made on the basis of merit as estab-
lished by the employee's work performance. Increases
in pay shall be withheld in cases of inferior work,
lack of application, indifferent attitude or excessive
absenteeism. The pay of any employee may be reduced to
a lower step within the established pay range by the
City Manager where the quality and manner of work
performance do not justify the pay being received.
SECTION 5. Temporary Employees
A. The following Table is adopted as the salary schedule
and classification of temporary employees, effective
July 1, 1990.

B. The salary schedule for the respective classes of
positions as set forth in Table III, with such amend-
ments as may be adopted by the City Council from time
to time by ordinance or resolution shall have the force
and effect and shall be interpreted and applied as
follows:
C. The salaries or rates of compensation prescribed are
fixed on the basis of an hourly rate for temporary
employee positions.
D. The employee, excluding Crossing Guards, shall be
eligible for recommendation to receive the step within
range, where a range exists, for the class to which his
position is allocated as determined by the following
conditions:
1. 500 Hours or less of continuous service - 1st step
2. Thereafter, a one -step increase in salary for
completion of each 500 hours or one year of con-
tinuous service to the maximum step.
E. The employee who is a Crossing Guard, shall be eligible
for recommendation to receive the step within range,
where a range exists, for the class to which his range
to which his position is allocated as determined by the
following conditions:
1. 250 hours or more of continuous service - 2nd
step.
2. 500 hours or more of continuous service - 3rd
step.

G. No advance in pay shall be automatic upon completion of
the period of service outlined hereinabove, and all
increases shall be made on the basis of merit as estab-

SECTION 6. The City Clerk shall certify to the adoption of
this Resolution.
