A PROCLAMATION
WHEREAS: One Florida resident in 200 is estimated to carry
double genes that cause accumulation of excessive
iron resulting in disease of the liver, heart,
sex glands, pancreas and the joints with ultimate
fatality if untreated; and
WHEREAS: our state's carrier rate of the single hemochromatosis
gene is estimated to be 26 in 200; and
WHEREAS: many doctors and their patients are not aware of
this high incidence;
NOW, THEREFORE, I, William F. Koch, Mayor of the Town of Gulf Stream,
Florida, do hereby proclaim September 21, 1986
IRON OVERLOAD DISEASES AWARENESS DAY
in Florida and urge all citizens to participate
in protecting their health by informing themselves
of this common but underdiagnosed disease.

8. A simple relatively inexpensive blood test can give
early indication of iron levels. The tests must be
proper iron tests, not hemoglobin value or red cell coup
Proper iron tests are Total Iron Binding Capacity (TIBC)
together with serum iron. A good followup test is serurr
ferritin.
9. If LOW iron is found, it is essential to investigate
the cause, which may be cancer, internal bleeding or
chronic infection. it is dangerous to take iron without
knowing the reason for the iron deficiency.
10. Once iron overload is discovered, it is imperative
to unload the excess iron as fast as possible by very
frequent bleedings. The treatment is as simple as donal
blood at the blood bank. The only way iron can leave tt
body is by blood loss. All relatives must also be chec}

A Disease
You could rust to death.
Iron prosperous blood is the grub.

one in 200 people severely, and one in
eight mildly, causes the body to store
iron, clogging organs.
Hemochromalusis Is a good news,
bad news disease because it is easily

Just kidding — sort of. The fact is
"giving blood" up to three times a
week in severe cases is, in fact, the
prescribed treatment. Roberta
Crawford, a sufferer, is fighting the
blood disorder on the publicity front,
first by giving it a name that clanks:
"iron overload," and second by look-
ing up "gonads" in the dictionary.
That's what the retired local jour-
nalist was doing when I stopped by
the Iron Overload Diseases AssaMia-
tion. Inc. offices in West Palm Reach.
She founded the association five
years ago after rescuing her liver

said.
"I already knew," I offered help-
fully.
"What 1 mean," she said, "is That

man's attention, so to speak."

Citing her own bout with iron over -
,"ad, she soul that, years ago when

her liver, and when her condition was

If this sounds a trifle medieval, let
us pause for remarks from Dr. Wil.
liam Crosby of the Veteran's Admin.
istration Medical Center in Washing-
ton, VC., who spoke at a recent
medical symposium:
"The treatment of hemochromalo-
sis by repealed phleholunly (blood
letting) has everything to cmnmend
it. It is specific, harmless and inex-
pensive. It is logical. Tile removal
from the body of a rapidly regenerat-
ing, iron-rich tissue, blood, drains
iron from the iron - sodden organ
where the unmanageable excess has
been stored away."
Crosby adds: "There is no exere.
tory channel for unneeded iron; the

RESOLUTION #86 -4
RESOLUTION BY THE TOWN OF GULF STREAM
OPPOSING THE DISPOSAL OF BEACH QUALITY
SAND AT AN OFFSHORE SITE WITHIN PALM
BEACH COUNTY
WHEREAS, the U.S. Army Corps of Engineers has need from time
to time to perform maintenance dredging from waters within Palm
Beach County; and
WHEREAS, the Corps is authorized to investigate offshore
ocean sites for the disposal of dredged material and has on many
occasions used these sites for depositing of beach quality sand;
and
WHEREAS, the Corps is currently requesting proposals to conduct
field surveys to provide for designation of an alternative disposal
site offshore Palm Beach Harbor; and
WHEREAS, it is recognized that navigability of inlets must be
maintained to promote commercial and recreational uses of coastal
waters, it is further recognized that inlets alter the natural
drift of beach - quality sand resources; and
WHEREAS, recent state legislation requires all maintenance
dredging of beach - quality sand to be placed on downdrift beaches
at no cost to the State; and
WHEREAS, beach erosion has become a serious menace to the
economy and general welfare of the people, Florida Statute 161.088
has declared it to be a necessary governmental responsibility to
properly manage and protect Florida's beaches from erosion; and
WHEREAS, the beaches within Palm Beach County have experienced
severe erosion and are in desperate need of beach quality sand;
and
WHEREAS, a disposal site south of the Lake Worth Inlet within
the shoreline of the Town of Palm Beach has been identified as a
suitable and preferable site for the depositing of beach quality
sand;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN OF GULF STREAM
THAT:
SECTION 1. The foregoing recitals are hereby affirmed
and ratified.
SECTION 2. The U.S. Army Corps of Engineers be put on
notice that the Town of Gulf Stream is
opposed to depositing of beach quality
sand offshore.
SECTION 3. That all coastal Municipalities and Inlet
Districts within the County, the Board of
County Commissioners, the County's
Legislative Delegation, Congressional
Representatives of the County and the
Governor be notified of the Council's
action.
SECTION 4. All coastal Municipalities and Inlet
Districts be encouraged to adopt a similar
resolution and forward them to appropriate
parties.
This Resolution shall take effect immediately upon adoption.

RESOLUTION 06 -5
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, FLORIDA, REQUESTING JUSTICE
FROM THE PALM BEACH COUNTY COMMISSION WHEN AND
IF THE RECOMMENDATIONS OF THE ROAD PATROL STUDY
COMMITTEE ARE INSTITUTED; FOR AN EFFECTIVE DATE
AND OTHER PURPOSES. '
WHEREAS, approximately 40% of the residents of Palm Beach
County live within the boundaries of one (1) of the thirty —seven
(37) municipalities of Palm Beach County; -and
WHEREAS, 40% of the residents of Palm Beach County are now
paying for the type of police service recommended for the unincorpo-
rated parts of Palm Beach County through Town levied taxes; and
WHEREAS, it would be grossly unfair to ask 402 of the
residents of Palm Beach County to pay additional taxes to Palm Beach
County for this level of service for the residents of the unincorpo-
rated parts of Palm Beach County; and
WHEREAS, The Town Commission of the Town of Gulf Stream,
Florida, on behalf of its 1502 residents, feel that all residents
of Palm Beach County should have the level of police service for
which they are willing to pay; and
WHEREAS, the Town Commission of the Town of Gulf Stream,
Florida, feels that it is appropriate to address this issue before
it appears on the tax bill of Town residents as County taxes.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION OF THE
TOWN OF GULF STREAM, FLORIDA, THAT:
Section 1. All residents of Palm Beach County should be
given the level of police service for which they are willing to pay.
Section 2. All residents of the Town of Gulf Stream should
not be taxed in order to provide police service, comparable to the
service they receive, to the residents of the unincorporated sections
of Palm Beach County.
Section 3. The use of a municipal service taxing unit, or
a County utility tax for unincorporated areas only, or some other
form of taxation which shall be billed to residents outside the limits
of the thirty —seven (37) municipalities should be used to provide the
proposed level of police service.
Section 4. The Town Clerk is directed to send copies of
this resolution to each member of the Palm Beach County Commission.
Section 5. The Town Clerk is directed to send copies of
this Resolution to the Mayors of the 36 other municipalities in
Palm Beach County.
Section 6. This Resolution shall take effect immediately
upon adoption.

GARBAGE COLLECTION CONTRACT
between
THE TOWN OF GULFSTREAM
and
COUNTY SANITATION, INC.
ARTICLES OF AGREEMENT, made and entered into this day
of September, A.D. 1986 by and between the TOWN OF GULFSTREAM, a
municipal corporation, organized and existing under the laws of the
State of Florida, hereinafter called the TOWN, and COUNTY SANITATION,
INC., a Florida corporation, hereinafter called the CONTRACTOR.
WITNESSETH: The TOWN and the CONTRACTOR, for the consideration
stated herein agree as follows:
1. The TOWN hereby grants unto the CONTRACTOR the sole and
exclusive right to collect garbage and construction waste, upon the
terms and conditions as hereinafter stated, in the Town of Gulfstream,
Florida, for a period of five (5) years from October 1, A.D. 1986 to
September 30, A.D. 1991, with mutually agreeable five year options
thereafter.
2. Garbage is defined as all household or commercial refuse such
as kitchen accumulations of animal, fruit or vegetable matter and
other refuse items such as tin cans, bottles and glass, paper and boxes
and other containers of foodstuffs, and'such other refuse that may ac-
cumulate in the ordinary household or commercial establishment. Con-
struction waste is defined as all waste materials generated by contrac-
tors which require bulk rolloff containers.
3. The CONTRACTOR agrees to collect all garbage placed in recep-
tacles or garbage cans for the period set out in paragraph 1 hereof,
said garbage to be collected two (2) times each and every week. The
garbage shall be collected in strict accordance with all ordinances of
the TOWN and applicable statutes.
4. The CONTRACTOR shall do every reasonable act to provide a
service of high quality.

5. The CONTRACTOR agrees to repair or replace all property,
public or private, altered or damaged by him, his agents or employees,

in the performance of his contract in as good condition as it was
before being altered or damaged.
6. The CONTRACTOR shall provide all instrumentalities, equip-
ment and tools, employ and have the exclusive control of all persons
to be engaged in or about the work which is the subject matter of
this contract, and prescribe and control the means and methods of
doing such work. The CONTRACTOR will provide for the full and ade-
quate maintenance and replacement of his equipment as the need arises,
so that his equipment will be orderly and efficient in their operations
under this contract. The type vehicle to be used by the CONTRACTOR for
the collection and transportation of the garbage shall be the enclosed
body packer type truck. The CONTRACTOR agrees to supply a sufficient
number of said enclosed body packer type trucks in order to properly
accomplish the collection and disposal of the garbage of the people of
the TOWN with reasonable dispatch, without undue delay and sufficient
to properly accomplish the collection and disposal of all said garbage.
7. The TOWN reserves the right to observe the operation of the
CONTRACTOR at all times to satisfy the TOWN that suitable and adequate
service is being given.
8. The CONTRACTOR will provide a performance bond of $1,000.00
to the TOWN, or make suitable cash deposit to the TOWN in lieu thereof,
to gaurantee faithful performance of this contract.
9. The CONTRACTOR will provide public liability and property dam-
age insurance in an amount of at least $100/300,000 liability and
$10,000 property damage, to indemnify and save harmless the TOWN from
any liability, claim or action that may arise out of any act of the
CONTRACTOR in the performance of any of the terms of this agreement.
It is stipulated and agreed that the liability of the CONTRACTOR'S
security deposit or bond, or his insurance shall not be affected by an
extension of the time of the completion of said work which may be
granted by the action of the TOWN Commission of the TOWN, or the chang-
ing of provisions of this contract, or the subletting of a par's of this
contract. In any event the CONTRACTOR will hold the TOWN harmless and
protect the TOWN from any and all liability under this contract.

10. It is expressly agreed and understood that the CONTRACTOR
is in all respects an independent contractor as to the work, notwith-
standing in certain respects the CONTRACTOR is bound to follow the
directions of designated TOWN officials, and that the CONTRACTOR is
in no respect an agent, servant or employee of the TOWN.
11. It is further understood and agreed by and between the
parties that if the CONTRACTOR fails or refuses to pay any claims for
wages, salaries, materials, supplies, equipment used in connecticn
with and in performance of this contract, or for any claim or claims
arising out of damage in the handling of any receptacles or property
of any owner or tenant in the TOWN, the TOWN may, on being satisfied
on the correctness of said charges, deduct the same from the next
payment or payments to become due said CONTRACTOR and pay the same to
the claimant.
12. The contract or any portion thereof shall not be sublet
except with the written consent of the TOWN. No such consent shall
be construed as making the TOWN a party to such sub - contract or sub-
jecting said TOWN to liability of any kind to any sub - contractor. No
sub - contractor shall under any circumstances relieve the CONTRACTOR
of his liability and obligation under his contract, and all transactions
with the TOWN acting through the CONTRACTOR. Sub - contractors will be
recognized and dealt with only as workmen and representatives of the
CONTRACTOR and as such shall be subject to the same requirements as to
character and competence as the CONTRACTOR.
13. The CONTRACTOR agrees to dispose of all said garbage so col-
lected by him in a manner which complies with all applicable sanitary
rules, regulations, laws and ordinances involved, Town, County and
State.
14. Rates:
a
(A) For the garbage collection services of two (2) times
per week as stated in paragraph 3, the TOWN agrees to
pay the CONTRACTOR each month for the collection and
disposal of said garbage at the rate of $10.25 per
residential unit. The total payable units shall be
adjusted on October 1st and April 1st of each year to

reflect the total certificates of occupancy 4.ssued.
(B) Rates for commercial establishments such as restau-
rants, private clubs, etc. and construction contrac-
tors shall be determined by the CONTRACTOR in provid-
ing these specialized services. In the event of a
disagreement, the rates so determined shall be reviewed
by the Town Manager as to the equity of such rates and
the final service and rate set by the Town Manager for
that establishment. The CONTRACTOR shall bill the es-
tablishment directly.
(C) In the event a containerized residential account requires
more than two (2) times per week garbage collection ser-
vice, the rate for the additional collections shall be
determined by the CONTRACTOR and payment shall be made
direct to the CONTRACTOR by the containerized account.
(D) Any increase in the disposal rates, presently $21.00 per
ton, establish,�d by the Palm Beach County Waste Authority
shall be automatically adjusted, effective on the date of
such increase by increasing the residential unit rate
proportionately. Any increase thereof shall be paid to-
gether with the next monthly payment being due from the
TOWN to the CONTRACTOR under the Agreement of the parties.
(E) The residential unit rate shall be adjusted annually,
upward or downward, to reflect changes in the cost of
doing business, as measured by fluctuations in the Con-
sumer Price Index (CPI) published by the U.S. Department
of Labor, Bureau of Labor Statistics for the Atlanta
Southeast Regional area. At the beginning of the contract
year beginning October 1, 1986 and on the same date of
each year thereafter, the rate per residential unit shall
be increased or decreased by the percentage amount equal
to the net percentage change in the Consumer Price Index
computed as follows:
The net change shall be the difference between
the said Consumer Price Index from the month

of June, 1986 to the month of June, 198; for
the year beginning October 1, 1986. Subsequent
years shall be adjusted annually based upon the
net change for the preceding twelve (12) month
period, June to June. The CPI increase for the
year 1985 to 1986 has been waived.
15. The Town shall have the right to cancel this agreement if
the CONTRACTOR fails or refuses to perform his part of this contract
upon giving ten (10) days written notice to the CONTRACTOR. If there
are complaints that are to be corrected, the TOWN shall first notify
the CONTRACTOR of such complaint or complaints, whereupon the CONTRACTOR
shall make every reasonable effort to correct the matter, and if the
CONTRACTOR refuses to do so, then such written notice shall be given by
the TOWN to the CONTRACTOR and this contract shall become null and void.
IN WITNESS WHEREOF the parties hereto have set their hands and
seals on the day and year first above written.
