September 29, 1986
Mayor Koch stated that this special meeting was held in compliance
with state law. The meeting was called to order at 5:01 p.m.

Also present: Town Manager William Gwynn, Town Clerk Barbara Gwynn, Chief

As Proof of Publication of this meeting, Mr. Gwynn produced a September 25, 1986
copy of the News of Delray providing evidence as required for this meeting.
Mr. Gwynn stated that everyone has received a copy of the proposed Budget and
all changes have been incorporated into it. Mr. Gwynn read Town of Gulf Stream
Resolution #86 -6:
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM,
PALM BEACH COUNTY, FLORIDA, PROVIDING FOR ADOPTION OF A BUDGET
FOR THE TOWN'S FISCAL YEAR COMMENCING OCTOBER 1, 1986, AND ENDING
ON SEPTEMBER 30, 1987, AND APPROPRIATING THE NET REVENUE OF THE
WATER FUND TO THE GENERAL FUND FOR THE FISCAL YEAR M2,1ENCING
OCTOBER 1, 1986, AND ENDING ON SEPTEMBER 30, 1987.
On discussion on the motion, Commissioner Dixson said:
"It is my desire that the record include my remarks. It is my
intention to vote in favor of the Resolution, which I
reluctantly do. But, on the other hand, I want to make it
clear, and I don't want it to be implied, that I am agreeing
with the Commission in its failure to provide salary
increases that this Commissioner recommended and also, the
hiring of additional three patrolmen in addition to the one
provided for in the budget. I do remind you at the same time
that, using the average of those commmities we used as a
comparable base for the salary increases that were discussed,

and now projecting that base on an average of eight municipalities,
those municipalities present an average of $27,773.38 covering the
salaries of the police department while ours, as you know, with
increases provided for in the budget, will now arrive at the point
of $24,664.
I do want the record to contain my remarks because I don't want my
vote, my affirmative vote, to be misconstrued. Also, I want to be
certain at this time that there is a unanimous vote in favor of
the budget ".
On motion duly made and seconded the Commission unanimously voted approval
of Resolution #86 -6.
Mr. Gwynn read Town of Gulf Stream Resolution #86 -7 entitled:
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM,
PALM BEACH COUNTY, FLORIDA, ESTABLISHING A 4.5412 MILL TAX LEVY
AGAINST THE ASSESSED VALUATIONS OF ALL TAXABLE REAL AND PERSONAL
PROPERTIES WITHIN THE CORPORATE LIMITS OF SAID TOWN OF GULF
STREAM, FOR THE YEAR 1986.
On motion duly made and seconded the Commission unanimously voted approval
of Resolution #86 -7.
Mr. Gwynn read Town of Gulf Stream Resolution #86 -8 entitled:
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM,
PALM BEACH COUNTY, FLORIDA, ESTABLISHING A 1.5307 MILL VOTED
DEBT SERVICE TAX LEVY AGAINST THE ASSESSED VALUATIONS OF ALL
TAXABLE REAL AND PERSONAL PROPERTIES WITHIN THE CORPORATE LIMITS
OF SAID TOWN OF GULF STREAM, FOR THE YEAR 1986.
On motion duly made and seconded the Commission unanimously voted approval
of Resolution #86 -8.
Mayor Koch noted for the record that at this Public Hearing on the Budget
an opportunity is given to anyone to speak but that there is no one present.
Mayor Koch announced that the next regular meeting of the Commission will
be held on Friday, October 3, 1986 at 9 a.m.
There being no further business to cone before the Commission, the meeting
was adjourned on motion at 5:12 p.m.

The Musicana Dinner Theatre,

four presentations, which will in-

The Caldwell Theatre Company
has begun 12 -week sessions of dra-
ma classes for children ages 8
through 12 and teen -agers 13
through 19 at the Caldwell studio in
the Boca Raton Mall. Classes are
available for beginning, intermedi-
ate and advanced students and in-
clude instruction in the fundamen-
tals of acting, makeup and
stagecraft. Class will meet once a
week.
