Town Council Adopts Legacy Leesburg Town Plan

Leesburg, VA (March 28, 2022) – On Tuesday, March 22, the Leesburg Town Council adopted
the Legacy Leesburg Town Plan, which will play an important role in guiding future
development within the Town.
Virginia State Code requires each locality to adopt a comprehensive plan that details long-range
recommendations for the physical development of the locality and to review and update that
plan regularly. Leesburg’s previous Town Plan was adopted in 2012.
While a comprehensive plan is a state code requirement, the Legacy Leesburg Town Plan is
intended to do much more. The process of the new Town Plan began in summer 2019 with an
unprecedented public outreach effort where residents provided their input on what they would
like to see for the Town’s future. Two key themes that emerged from this outreach were
character preservation and access to new amenities.
“Overall, the public input received resulted in development of what is now being called a
‘character-based plan’,” said Planning and Zoning Director Susan Berry-Hill. “It revolves around
five guiding principles, a map showing four different land use initiatives, and a map showing
desired character areas in the Town.”
Following development of the initial draft of the plan, the Town’s Planning Commission spent
nearly a year reviewing and refining the Legacy Leesburg Town Plan before forwarding it to the
Town Council for approval.
The next step is the implementation of the Legacy Leesburg Town Plan. One of the first
implementation items will be a comprehensive rewrite of the Town’s Zoning Ordinance,
expected to begin this fall. Town staff is working on developing educational materials and a
Legacy Leesburg Town Plan orientation session to bring members of the development
community up to speed on how the Town Plan will be used to review legislative land use
applications. Details regarding this session will be forthcoming.
