Town of Leesburg Seeks Location for First Private Property

Wall submissions are due by Friday, April 15, 2022.
Leesburg, VA (April 6, 2022) – The Town of Leesburg is seeking private commercial property
owners who are interested in participating in the Private Property Mural Pilot Program.
Properties must be capable of accommodating a mural set to the proposed theme, “Celebrating
Music in Leesburg”. Identifying a wall is the first step of the Private Property Mural Pilot
Program, which was approved by the Leesburg Town Council on March 8.
Eligible properties must be commercial properties located outside of the H-1 Old and Historic
District. Participation in the pilot program is voluntary and will be subject to a written
agreement to be developed by the Town, consistent with the guidelines adopted as part of the
pilot program.
The purpose of this solicitation is to allow private property owners to enter into an agreement
with the Town which, if selected for the final location of the mural, commits their designated
building façade for a potential mural. Murals are not meant to serve as an advertisement of any
business but are anticipated in celebration of the identified theme.
All submissions are due by Friday, April 15 and must include wall measurements and location
details, a brief written description of the proposed location, how it would accommodate a
mural, and the benefits of having a mural in such a location. Images of the wall should be
included and the owner of the property must consent to location.
Submissions will be reviewed by an ad-hoc committee of Town staff and representatives of
other relevant commission members. Ultimately, the submitting business and, where different,
the property owner of the selected building, will be a part of the final mural selection process
and have veto power regarding the final mural design.

In July 2021, the Leesburg Town Council approved the creation of a pilot program to allow
murals to voluntarily be created on certain private commercial properties, subject to certain
terms and conditions. An ad-hoc committee, made up of business owners, relevant commission
members, and Town staff, was formed to assess the program and make a final report with
recommendations to the council regarding the impacts, costs, and benefits of the pilot program
on the community. In January 2022, a presentation was made to Council and the program was
approved and officially launched on March 8, 2022.
