James David Hired as Leesburg’s Next Planning and Zoning
Director
David, currently the Acting Director of Planning and Zoning for Loudoun County,
will start with the Town on June 27, 2022.
Leesburg, VA (April 19, 2022) – Leesburg Town Manager Kaj
Dentler announced today that James David has been hired as
the Town’s Director of Planning and Zoning. David is replacing
longtime director Susan Berry-Hill, who retired on March 31.
“I am pleased to announce the selection of James David as our
next Planning and Zoning Director,” Dentler said. “Mr. David
has big shoes to fill following the retirement of Susan Berry-
Hill, but he has my full confidence as he clearly distinguished
himself throughout the recruitment process. His background
and experiences will serve Leesburg well as we launch several
key initiatives of the Town Council, including a comprehensive
rewrite of our zoning ordinance and the development of capital intensity factors. His
technological experience will also be invaluable as the Town transitions to a new land
management information system.”
David is currently the Acting Director of Loudoun County’s Department of Planning and Zoning,
a position he has held since November 2021. He originally joined Loudoun County as the
Manager of Strategic Initiatives for the Department of Economic Development in January 2016
before moving to the Department of Planning and Zoning in February 2019. Previously, he held
a series of progressively responsible positions with the City of San Luis Obispo, California, in the
Community Development Department and the Office of the City Manager.
David holds a bachelor's degree in Anthropology from the University of Michigan and a master’s
degree in City and Regional Planning from California Polytechnic State University. Originally
from Northern Virginia, he and his family live in Loudoun County.
