RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES
CONTRACT FOR ENGINEERING SERVICES WITH T&M
ASSOCIATES - PREP ARA nON OF THE MUNICIPAL
STORMW ATER MANAGEMENT PROGRAM
WHEREAS, the Borough of Carteret is in need of professional engineering
services for the preparation of a Municipal Stonnwater Management Program;
and
WHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the
requisite skill and expertise for said services; and
WHEREAS, T&M Associates has submitted a proposal to provide said
engineering services at a total cost not to exceed $14,400.00; and
WHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough ofCarteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for professional
engineering services for the preparation of a Municipal
Stonnwater Management at a total cost not to exceed
$14,400.00 at the rate set forth in T&M's existing contract
with the Borough is hereby approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional
services contract.
4. ' That a copy of this resolution be forwarded to the
Borough's Purchasing Department and T &M Associates.
Adopted this 2nd day of June, 2005 and
certified as a true copy of the original
on June 3, 2005.

Tier A Municipal Stormwater Statewide Basic Requirements
Dear Mr. DuPont:
As you are aware, the State of New Jersey recently adopted two sets of stormwater rules to address
pollutants entering our waters through municipal storm sewer systems owned and operated by local,
county, state and federal government agencies. The first set of rules, the Stormwater Management Rules
(N.J.ke. 7:8), provides guidelines for the development of regional and municipal stormwater
management plans and establishes stonnwater management design and performance standards for new
development and redevelopment. The second set of rules, the Phase II New Jersey Pollutant Discharge
Elimination System (NJPDES) Stonnwater Regulation Program Rules, address the reduction of pollutants
associated with existing stormwater runoff Under this rule, all municipalities in the State were issued
pennits that established Statewide Basic Requirements (SBR's) to be implemented by each municipality
in adherence to the New Jersey Department of Environmental Protection (NJDEP's) schedule. A
summary of these requirements is attached hereto. The Borough has received its stonnwater permit with
an effective date of April 1,2004.
As part of the permit process, a grant request for financial aid to implement the SBR's was also
submitted. On June 11,2004, the Borough received a grant from the NJDEP in the amount of $14, 11 0.00.
The grant calls for 75% of the funds to be released upon execution of the grant agreement (10,582.50) and
the remainder to be released upon certification documenting the completion of activities provided for in
the grant scope of services.
As requested, we have also submitted an application for 2005 funding, anticipated to be similar to the
2004 grant. This would result in total funding of $28,220.00.
T&M Associates met witl1 Mayor Daniel J. Reiman and you, to discuss how and whom should be
responsible to implement the SBR's, as well as the schedule of completion required by the NJDEP. After
this review, due to the extensive engineering and planning nature of the requirements, it was suggested
that we prepare a scope of services to perform the work required, In addition, it was detennined that in
order to have the least financial impact on the Borough, the work should be broken down into those tasks
that should have been completed by April 2005 and those required in subsequent months and years.
Due to the fact that the April 2005 deadline has past, we will expedite completion of the required project
tasks. Upon authorization ofthe Phase 1 scope of work, we will provide a project schedule.

Scheduling of the work can be broken into two phases. Phase I will include the preparation of the
stormwater pollution prevention plan (Task 1), stonnwater management plan (Task 2), maintenance yard
operations (Task 3), stormwater program guidance (Task 4) and submittal of the Annual Report and
Certification (Task 5). The completion date for Phase I was April 1, 2005. The fee associaIed with Phase
1 is $14,000.
It is understood that Tasks 3 and 4 will be conducted by the Borough staff.
Phase II will include the preparation of the improper disposal of waste ordinances (Task 6) and the illicit
connection elimination program and outfall mapping (Task 7). The completion dates for Phase II are as
follows:

The fee associated with Phase II is $13,500.
Although completion of some of the components in Task 7 have long lead times (extending as far out as
2009), the best approach is to combine them into a single component. For example, outfall field location
and mapping can be accomplished at the same time as the inspections for illicit connections and outfall
pipe scouring. Therefore, we suggest completing Task 7 within 12 months of authorization.

Tier A Municipal Slormwater Slalewide Basic Requirements
A. SCOPE OF SERVICES
1.0
PREPARA TION OF A STORMWA TER POLLUTION PREVENTION PLAN
1.1
Stormwater Pollution Prevention Plan (SPPP). Along with the Borough we will prepare an
SPPP plan that includes the identification of an SPPP Team responsible for implementing the
various components of the SPPP plan. Where appropriate, record keeping logs, maintenance
and inspection schedules or other documentation shall be included,
The Borough shall be responsible to provide copies of any existing or new record keeping logs,
maintenance or inspection schedules or other documentation prepared by the Borough for the
implementation of any of the Statewide Basic Requirements. Periodic updating of the SPPP
plan will be required by the Borough and is not included as part of this scope.
1.2
Stormwater Facility Inventory. We will conduct an inventory at the Borough maintenance
facility, in order to identify equipment, machinery or material which may be a potential source
of stormwater runoff contamination.
2.0
PREPARA TlON OF THE STORMWA TER MANAGEMENT PLAN
2.1
Stormwater Management Plan. We will prepare a stormwater management plan utilizing the
sample stormwater management plan included in the NJDEP's "Best Management Practices
Manual". The Plan, at a minimum, shall:
1. Describe how the plan will achieve the goals of stormwater management planning.
2. Include maps showing water bodies, municipal boundaries, regional location, existing land
use, hydrologic units and wetlands.
3. Show groundwater recharge areas and wellhead protection areas based on maps
prepared by the NJDEP.
4. Describe how the municipal stormwater management plan incorporates design and
performance standards adopted as a part of a regional stormwater management plan or
water quality management plan and is in accordance with N.JAC. 7:8-5;
5. Describe how adequate long-term operation as well as preventative and corrective
maintenance of the selected stormwater management measures will be in accordance with
N.J.A,C.7:8-58;
6. Describe how the pian is in accordance with the Safety Standards for Stormwater
Management Basins in N.JAC. 7:8-6;
7. Describe how the municipal stormwater management plan is coordinated with the soil
conservation district and coastal area facilities review act.
B. Document that there is total of less than one square mile of vacant or agricultural lands.
This will preclude the Borough of Carteret from evaluating their complete master plan,
official map and development regulations. Additionally, the Borough would be exempt

from conducting a build out analysis based upon zoning for the entire municipality and for
each drainage area (if more than one).
a, Documentation shall include an existing land use map at an appropriate scale to
display the iand uses within the municipality. Such a map shall display the
following land uses where appropriate: residential (which may be divided into
single family, two-to-four family, and other multi-family), commercial, industrial,
agricuitural, parkland, other public uses, semipublic uses, and vacant land. The
existing land use information from the most recent parcel based iand use map
prepared by the municipality will be updated.
9. Provide a mitigation plan. Presently, municipalities do not have jurisdiction to waive
NJDEP storm water regulations. To establish a municipality's jurisdiction to grant a
variance or exemption from the stormwater design and performance standards, a
mitigation plan must be deveioped to provide the criteria for granting the variance or
exemption. The mitigation plan will include general mitigation criteria, and list any
mitigation projects already identified by the Borough. Providing detailed mitigation project
options is not included as part of this scope.
GIS shapefiles, provided by the NJDEP, will be utilized for all mapping and analysis in
preparation of the stormwater management plan. All maps and databases prepared for the
plan will be compiled in an ArcGIS format with a layer that indicates:
· Municipal boundaries;
· Wetlands;
· Waterways;
· Regional location;
· Well head protection areas;
· Existing land use; and
· Groundwater recharge areas,
2.2 Project Management
We will designate a project manager for the preparation of the stormwater management plan.
The project manager will be responsible for coordinating the work effort and will serve as the
principal contact with the Borough. A licensed engineer and planner experienced in
stormwater management and master plans will be also be designated to prepare and address
the planning and technical aspects of the SMP.
2.3 Meetings and Hearings
We will attend four (4) meetings with the Borough to develop the deiiverables and the work
products to complete the stormwater management plan. The following meeting schedule is
proposed:

2.3,1 Meeting 1: Kickoff Meeting (Planning Board Subcommittee)
The project team will have an initial meeting with the Planning Board to address the
project approach, schedule and issues as follows:
· Obtain all relevant data, reports, maps and other baseline information, Identified
items to date include: Any digital tax lot line base mapping or mapping created as
part of the master plan process, copies of any existing stormwater management
plans, natural resource inventories, environmental assessments and other data:
· Refine and confirm the work plan and schedule; and
· Identify preliminary administrative, policy and technical issues.
2.3.2 Meeting 2: Plan Presentation (Planning Board Subcommittee)
For the second meeting, T&M will prepare a draft stormwater management plan that
includes the content described earlier in this proposal. Ten (10) draft copies of the
Plan will be provided to the Planning Board for review and comment. Based upon the
comments received from the Planning Board, we will refine the Plan and prepare a
final draft plan.
2.3,3 Meeting 3: Pre-submittal (County Review Agency)
Early in the process, the Planning Board Subcommittee and our project management
team will meet with the County Planning Board to identify county stormwater planning
efforts and agenda. This meeting will be utilized as the basis for preparing a plan that
is consistent with any county or regional stormwater management objectives.
2.3.4 Meeting 4 . Plan Adoption
We will submit, a draft plan to the County Planning Board as required by the County
Planning Act and develop/conduct a presentation of the plan at a public hearing prior
to adoption, The Planning Board will be responsible for posting public notices in the
newspaper(s) of record, Response to comments from the County Planning Board or
as a result of the public hearing, which will require a written response or additional
meetings, is not included as part of this scope of work.
2.4 Exclusions
The following services are not included in the scope of services for the preparation of the
stormwater management plan:
. Inclusion of a full build-out analysis.

· Preparation of the stormwater control ordinance(s) for inclusion in the Stormwater
Management Plan and subsequent adoption by the governing body (ordinance(s) to be
adopted within 12 months of adoplion of the stormwater management plan).
· Submittal of the adopted plan and ordinance to the County review agency (due upon
adoption of the stormwater control ordinance(s)).
· Submittal of the adopted plan and ordinance(s) to the NJDEP and notification of such
approval to the Soil Conservation District and the State Soil Conservation Committee (due
within 30 days of approval of the adopted plan and ordinance by the county review
agency).
· Amendment of the stormwater management plan and/or ordinance(s) in order to comply
with any future regional plans if and when adopted by the NJDEP, the County Planning
Board or other agencies having jurisdiction.
2.5 Transcripts
The Borough will be responsible for compiling transcripts of the public hearings,

MAINTENANCE YARD OPERATIONS (BY OTHERS)
3.1
Temporary Storage Requirements. The Borough must perform an inspection of the existing
de-icing material and sand storage facilities operated by the Borough will be performed and
submit a letter report outlining recommendations for temporary storage requirements in
accordance with NJDEP's Stormwater Regulations.
3.2
Standard Operating Procedures. The Borough must review the existing Borough
maintenance yard operations and/or procedures to ensure compliance with NJDEP
Stormwater Regulations, Based on the review, updates of the existing standard operating
procedures for fueling operations, vehicle maintenance and good housekeeping practices in
accordance with NJDEP's Stormwater Regulations will be developed.
4.0
PREPARA TlON OF THE STORMWA TER GUIDANCE PROGRAM (BY OTHERS)
Under the new Tier A Municipal Stormwater General Permit, there are several SBRs that may
be implemented by Borough personneL
4.1 Local Public Education Program. The Borough must develop and implement a program to
educate the general public on stormwater contamination, The program should include general
guidelines for the coordination of an annual mailing of an NJDEP provided educational
brochure and an annual educational event and/or other activities required or recommended by
the NJDEP Stormwater Regulations.
4.2, Storm Inlet Labeling, The Borough must implement a labeling program to be performed by
volunteer groups where possible. This should include recommended procedures, label
selection and information on product availability.

Street Sweeping. The Borough must review its street sweeping program, This includes
general guidelines in identifying streets to include in the program, and the preparation of
record keeping form templates as required by the NJDEP Stormwater Regulations.

Stormwater Facility Maintenance. The Borough must review its storm water facility
maintenance program. This includes general guidelines in identifying structures requiring
regular inspection and routine maintenance, developing a cleaning schedule and preparation
of recordkeeping form templates as required by the NJDEP Stormwater Regulations,

Road Erosion Prevention. The Borough must develop a road erosion control maintenance
program. This includes general guidelines for the inspection of Borough operated streets and
highways, identifying and stabilizing road erosion and typical repair details in accordance with
the Standards for Soil Erosion and Sediment Control (N.JAC. 2:90-1).

Employee Training. The Borough must establish general guidelines and recommendations for
the development of an annual employee training program.
5.0
PREPARA TlON OF THE ANNUAL REPORT AND CERTlFICA TlON
We will prepare the initial NJDEP's Annual Report and Certification Form utilizing data
obtained from the latest revised SPPP plan. The Annual Report will summarize the status of
compliance and implementation of each Tier A Municipal Stormwater General Permit statewide
basic requirement. Submittal of the report will be by the Borough's Municipal Stormwater
Program Coordinator.
6.0 PREPARATION OF THE IMPROPER DISPOSAL OF WASTE ORDINANCES/YARD WASTE
COLLECTION PROGRAM
6.1 Improper Disposal of Waste Ordinances/Yard Waste Collection Program. We will
evaluate the existing waste disposal related ordinances and the yard waste collection program
for compliance with the NJDEP's Stormwater Regulations, A letter report will be submitted to
the Borough for review outlining modifications needed, if any, to the existing waste related
ordinances, Draft sample ordinances will also be provided for review, Preparation and
adoption of said ordinances will be the responsibility of the Borough.
7.0 PREPARATION OF THE ILLICIT CONNECTION ELIMINATION & OUTFALL PIPE
SCOURING REMEDIATION PROGRAMS AND OUTFALL MAPPING
7.1 Illicit Connection Ordinance. Along with the Borough Attorney, we will prepare a
draft ordinance for adoption by the governing body prohibiting illicit connections into
the Borough's storm sewer system in compliance with the NJDEP Stormwater
Regulations, The Borough's governing body will be responsible for the review and
adoption of this ordinance.

7.2 Illicit Connection Elimination Program. We will develop a program in accordance
with NJDEP requirements to initiate the inspection of each outfall for the detection and
elimination of potential illicit connections. The program will include an inspection
schedule and procedures for the detection, documentation, investigation and
elimination of potential illicit connections, Once developed, we will conduct the initial
physical inspections of each outfall and preparation of the NJDEP provided inspection
report. A letter report identifying outfalls which show evidence (dry weather flow) of
possible illicit connections will be prepared and submitted to the Borough for review.
The analysis and follow up investigations to identify potential illicit discharges is not
included as part of this scope,
7.3 Outfall Pipe Scouring Remediation Program. We will develop a program in
accordance with NJDEP requirements to initiate the inspection of each outfall for
evidence of scouring and/or erosion, This program will include an inspection schedule
and procedures for the detection, remediation and routine maintenance of outfall pipe
stream scouring and/or erosion, Once developed, we will conduct the initial visual
inspections of each outfall in conjunction with the illicit connection inspection, A letter
report identifying areas of scouring and/or erosion will be prepared and submitted to
the Borough for review. Evaluation and preparation of detailed repair
recommendations are not included as part of this proposal.
7.4 Outfall Pipe Mapping. We will conduct an evaluation of existing stormwater system
mapping, including any mapping done under the Sewage Infrastructure Improvement
Act (SIIA) to identify the locations of the Borough operated outfalls. Locations of new
outfalls will be obtained utilizing existing development plans (to be provided by the
Borough) approved after the latest revision date of the existing SIIA map, Each outfall
location will be field verified during the illicit connection and outfall pipe scouring
inspections utilizing a Global Positioning System (GPS) and mapped on the state
plane coordinate system, Maps will be plotted on digital aerials and include an alpha-
numeric designation system for each Borough operated outfall and identify the surface
water bodies receiving discharges.

Under the implementation schedule prepared by the NJDEP, completion of the illicit connection and

dry weather flow and evidence of scouring and/or erosion must begin by October 1, 2005. The outfall
map must be 50% complete byApril1, 2007 and 100% complete by April 1 ,2009.

SUMMARY
MUNICIPAL STORMWATER GENERAL PERMIT - STATEWIDE BASIC REQUIREMENTS:
Under the Phase II NJPDES Stormwater Regulation Program Rules, all municipalities in the State were
issued permits that established the following Statewide Basic Requirements (SBRs) to be implemented by
each Municipality in adherence to the New Jersey Department of Environmental Protection's (NJDEP's)
implementation schedule.
Task 1:
Stormwater Pollution Prevention Plan
The Stormwater Pollution Prevention Plan (SPPP) is a written plan that describes the municipality's
approach to the implementation of the various components of a municipality's overall stormwater program
to reduce the discharge of pollutants from storm sewer systems and to protect water quality, The SPPP
provides a place for record keeping and documents the progress of the implementation of each of the
following components:
· Public Notice · Street Sweeping
, Local Public Education · Storm Drain Inlet Retrofitting
· Storm Drain I nlet Labeling · Road Erosion Control Maintenance
· Illicit Connection Elimination · Stormwater Facility Maintenance
· Outfall Pipe Mapping · Outfall Pipe Stream Scouring Remediation
· Ordinances · De-icing Material and Sand Storage
· Yard Waste Collection Program/Ordinance · Standard Operating Procedures
· New Development and Redevelopment · Employee Training
Program
For each of the requirements noted above, the SPPP plan will describe the method of implementation, and
include the following: detailed record keeping (as required), implementation schedules consistent with
permit requirements (including interim milestones), special diagrams (as required by the permit), a list of
any sharing of responsibilities and description of measures implemented and maintenance and inspection
schedules (as appropriate).
Task 2:
Stormwater Management Plan
In accordance with the recently adopted NJDEP stormwater regulations, municipalities are required to
'valuate the municipal master plan, land use and zoning ordinances to implement best management
'þ.actices (BMP's). Additionally, municipalities are required to submit stormwater management plans to the
county for review and approval.
The new stormwater regulations also place strict limitations on project exemptions. Until municipalities
approve a stormwater management plan and corresponding ordinances, they are not authorized to waive
requirements of the new stormwater rules and regulations. Until municipalities pass a stormwater
management ordinance meeting state requirements, NJDEP will incorporate a stormwater management

_ ~omponent into the review and approval of permits associated with wetlands, stream encroachment,
CAFRA or waterfront permits.
The Stormwater Management Plan addresses stormwater-related water quality, groundwater recharge and
water quantity impacts of major development1. To the maximum extent possible, the Storm water
Management plan must conform to any adopted regional stormwater plan. The Plan must:
1. Describe how the plan will achieve the goals of stormwater management planning.
2. Include maps showing water bodies, municipal boundaries, regional location, existing land use,
hydrologic units and wetlands,
3. Show groundwater recharge areas and wellhead protection areas based on maps prepared by the
NJDEP.
4. Describe how the municipal stormwater management plan incorporates design and performance
standards adopted as a part of a regional stormwater management plan or water quality management
plan and is in accordance with N.JA.C. 7:8-5;
5. Describe how adequate long-term operation as well as preventative and corrective maintenance of the
selected stormwater management measures will be in accordance with N.JAC. 7:8-5.8;
'3. Describe how the plan is in accordance with the Safety Standards for Stormwater Management Basins
in N.JAC. 7:8-6;
7, Describe how the municipal stormwater management plan is coordinated with the soil conservation
district, coastal area facilities review act (CAFRA) and any adopted regional stormwater management
plans by a stormwater management planning agency related to the river basins or areas into which the
municipality drains;
8. Document that there is a combined total of less than one square mile of vacant or agricultural lands.
By documenting this municipalities are exempt from evaluating the complete master plan, official map
and development regulations. Additionally, each municipality would be exempt from conducting a
buildout analysis based upon zoning for the entire municipality and for each drainage area (if more than
one),
a. Documentation shall include an existing land use map at an appropriate scale to display the land
uses within the municipality. Such a map shall display the following land uses where appropriate:
residential (which may be divided into single family, two-to-four family, and other multi-family),
commercial, industrial, agricultural, parkland, other public uses, semipublic uses" and vacant
land.
9. Provide a mitigation plan. Presently, municipalities do not have jurisdiction to waive NJDEP
stormwater regulations. To establish a municipality's jurisdiction to grant a variance or exemption from
the stormwater design and performance standards, a mitigation plan must be developed to provide the
criteria for granting the variance or exemption.
Task 3:
Maintenance Yard Operations
Under this task, municipalities must minimize and/or eliminate the amounts of pollutants entering the
waterways from maintenance yard operations owned or operated by the municipality. As per NJDEP

_3tormwater Regulations, this is accomplished through the development and implementation of the
following:
1. Construction of a permanent structure for the storage of salt or other de-icing materials.
2. Implementation of temporary storage requirements until a permanent structure is available.
3. Development and implementation of standard operating procedures for fueling operations, vehicle
maintenance and good housekeeping practices.
Task 4:
Stormwater Program Guidance
Under the NJDEP Stormwater Regulations, municipalities are also required to implement the following
programs:
1.
Local Public Education - Development and implementation of a local public education program to
educate residents and businesses on the following topics: stormwater/nonpoint source pollution, inlet
labeling, fertilizer/pesticides, waste disposal, pet waste, litter, improper disposal of wastes, wildlife
feeding and yard waste. The local public education program must include the annual mailing of an
NJDEP provided stormwater informational brochure and coordination of an annual event where
educational materials are distributed to the public,
Storm Drain Inlet Labeling - Development of a program to label all municipally operated storm drain
inlets located along municipal streets with sidewalks, within plazas, parking areas or maintenance
yards. The program, at a minimum, must include a schedule and long-term label maintenance plan.
Street Sweeping - Development and implementation of a program to sweep all municipally owned or
operated curbed streets with storm drains and posted speed limits of 35 mph or less in predominantly
commercial areas on a monthly basis. Appropriate records must be maintained.
Storm Drain Inlet Retrofitting - Existing storm drain inlets in direct contact with any repaving,
repairing, reconstruction or alteration of facilities owned and operated by the municipality must be
retrofitted or replaced.
Stormwater Facility Maintenance - Development and implementation of a program for cleaning and
maintenance of all stormwater facilities operated by the municipality. This includes, but is not limited
to: catch basins, detention basins, filter strips, riparian buffers, infiltration trenches, sand filters,
constructed wetlands, wet basins, bioretention system, low flow bypasses and stormwater
conveyances. All catch basins must be inspected and cleaned on an annual basis.
Road Erosion Control Maintenance - Development and implementation of a maintenance program to
identify and repair erosion along streets operated by the municipality. All repairs must be made in
accordanca with the Standards for Soil Erosion and Sediment Control (N.JA.~ 2:90-1). The
program shall also include regular inspection and maintenance of the stability of shoulders,
embankments, ditches and soils along these streets. , .
Em loyee Training _ Development and implementation of an annual employee training program to

summarizes the status of compliance with the Tier A Municipal General Stormwater Permit and the status
of implementation of each statewide basic requirements,
Task 6:
Improper Disposal of Waste
The Improper Disposal of Waste requirement focuses on the development of the following
ordinances/program to enforce the proper disposal of wastes such as pet waste, litter, yard waste, etc. to
reduce the discharge of pollutants into a municipality's receiving waters:
1. Pet Waste Ordinance
2. Litter Ordinance
3. Improper Disposal of Waste Ordinance
4. Wildlife Feeding Ordinance
5. Yard Waste OrdinancelYard Waste Collection Program
Task 7: Illicit Connection Elimination/Outfall Pipe Scouring Remediation
'. ?rograms and Outfall Mapping
Each municipality must adopt and enforce an ordinance to prohibit illicit connections into the storm sewer
system and develop and implement a program to detect and eliminate illicit connections. At a minimum,
the program must include an initial physical inspection of each outfall and preparation of an outfall
inspection report for each. Outfalls found to have dry weather flow must be further investigated in
accordance with NJDEP's procedures for detecting, investigating and eliminating illicit connections. All
illicit connections identified must be eliminated within 6 months of discovery. Upon completion of the initial
outfall inspection, the municipality must maintain an ongoing program to detect and eliminate illicit
connections. Municipalities must also develop a map indicating the location of each outfall operated by the
municipality which discharge within their surface water body jurisdiction. Mapping must indicate the
location of the surface water bodies receiving discharges from those outfalls and include an alpha-numeric
designation for each outfall.
In addition, municipalities must develop a program to detect and control any active localized stream and
stream bank scouring located within the vicinity of municipally operated outfalls. Areas found to be eroding
must be prioritized based on the extent of erosion and repairs must be scheduled and completed on an
ongoing basis. All repairs must be made in accordance with the Standards for Soil Erosion and Sediment
'''mtrol (N.JAC, 2:90-1).
