HomeMy Public PortalAbout2021-05-20 minutes City of Jefferson Police Personnel Board Minutes-May 20, 2021 12:00 p.m. The meeting was called to order at 12:01 p.m. Ten persons were present as follows BOARD MEMBERS PRESENT (6) STAFF PRESENT (4) Kemp Shoun (Chair) Chief Roger Schroeder Bill Burton (Secretary) Lt. Jeff Stiefermann Stephanie Scruggs Lt. Dave Williams Dan Klindt Sarah Trittler, HR Pete Fleischmann Paul DuPuis Approval of April 1, 2021 minutes Moved by DuPuis; seconded by Burton that the minutes from the April 1, 2021 Board Meeting be approved. Motion carried. New Business Chief Schroeder and Lt Williams discussed their virtual appearance before the City Council Administrative Committee regarding the Board’s proposed changes to Rule 5 of the Rules and Regulations. Chief Schroeder stated that after he and Lt Williams presented the proposed changes the Administrative Committee voted to take no action regarding those changes and Chair Wiseman stated the matter would not be brought before the City Council. Board member DuPuis stated that he had researched the Rules and Regulations followed by the Jefferson City Fire Department and found those Rules and Regulations to read as follows: In addition, examination announcements shall be advertised externally when the pool of internal candidates for the position being tested may not be adequate to fill anticipated vacancies. After some discussion Klindt moved that the Fire Department language be incorporated into the Police Department Rule 5 as previously voted upon by the Board, forwarded to the Jefferson City Legal Department with the suggestion that the amended Rule 5 changes be brought before the City Council Public Safety Committee for approval. Motion seconded by Scruggs. Motion passed. Lt. Williams provided an update on the Jefferson City Police Department website as it relates to the announcement of job openings and testing dates. He stated that testing for Police Officers will next be held on September 17 and 18, 2021 and testing for Communication Operators will be next held on September 16 and 17, 2021. Lt. Stiefermann provided information on the latest round of testing stating that on May 13 and 14, 2021 there were 16 applicants for the Communication Operator position, 3 tested and 1 passed. On May 14 and 15, 2021 there were 27 applicants for Police Officer, 12 tested and 8 passed. Lt. Stiefermann advised the Board that as he prepares background information concerning those that pass the written test for the Board’s consideration he is limited in the information he can obtain because he does not have a Release of Information form signed by the applicant. After discussion it was moved by Klindt and seconded by Scruggs that all applicants who take the written test will be asked to sign a Release of Information form at the time of the written test. Motion passed. Lt. Stiefermann stated that at the present time there are 2 newly hired Police Officers in P.O.S.T. training; there are currently 5 Police Officer vacancies; no Communication Operator vacancies; there is an opening for a part-time Property Room Technician; Dr. Schaller, D.V.M. has been hired and is in position and that a Veterinary Assistant will be starting work soon. Begin Closed Session (see closed session for details) Motion Fleischmann and second by DuPuis for the Police Personnel Board to go into closed session at 12:30 p.m. pursuant to RSMo.610.021 of the revised Statutes of Missouri; the motion passed. Roll call was as follows: Bill Burton – yes Stephanie Scruggs – yes Pete Fleischmann – yes Kemp Shoun – yes Dan Klindt – yes Paul DuPuis - yes End Closed Session Motion by Klindt and second by Fleischmann for the Police Personnel Board to come out of closed session at 12:50 p.m. pursuant to RSMo.610.021 of the revised Statutes of Missouri; the motion passed. Roll call was as follows: Bill Burton – yes Stephanie Scruggs – yes Pete Fleischmann – yes Kemp Shoun – yes Dan Klindt – yes Paul DuPuis - yes Next meeting date- July 1, 2021 Adjourn Motion by Fleischmann and second by Klindt for adjournment.
