CITY COUNCIL
MINUTES
February 15, 1972
INITIATION:
1, The regular meeting of the City Council was called to order at
7:35 p.m. by Mayor Gilbertson.
2, The invocation was given by Rev. Roger Sawyer, First United
Methodist Church, 5957 N. Golden West, Temple City.
3. The Pledge of Allegiance to the Flag was led by Mayor Gilbertson.
4. ROLL CALL:
PRESENT: Councilmen- Briggs, Harker, Merritt, Tyrell, Gilbertson
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin, Planning
Director Dragicevich, Administrative Assistant Biel,
Engineering Assistant Linares.
Councilman Tyrell took an opportunity to acknowledge with regret the
passing of Supervisor Bonelli on February 14, 1972, in as much as he
had been the sole member of the Board to give recognition to our City
and many cities. As a gentleman, scholar, fine statesman and good
friend to us and other cities he represented, the City should offer
appropriate recognition to a fine man. Councilman Merritt led the Council
and audience in a moment of silent prayer.
5. APPROVAL OF MINUTES:
Councilman Harker called attention to Item 16, Paragraph A,
should read, potluck dinner held recently at Live Oak Park
for the Sister City organization. Also that the small attendance
was indicative of one problem faced by the Sister City Committee.
Also Item 16, Paragraph C. regarding SB 325 dealing with
Gasoline Sales Tax, should read,and it is estimated that the bill
can yield up to $375 million over a 5 -year period. And that
pressure will be brought to bear to get cities to pledge their
funds resulting from the bill to use with federal funds.
Following the corrections, the minutes were approved on motion
of Councilman Tyrell, seconded by Councilman Briggs and
unanimously carried.
At this point, Mayor Gilbertson paid recognition to the Girl Scouts
of America, Sierra Madre Council, Mrs. Robert MacDonald, Community
Association Chairman was present .. and accepted the Certificate of
Appreciation on behalf of the Girl Scouts. Mrs, MacDonald then
presented to the Council a brief outline of the different phases
of the scouting program for girls in Temple City.
UNFINISHED BUSINESS:
6. PUBLIC HEARING: 7:30 p.m. Re. Extension of Interim Ordinance.
No. 71 -340 (Rosemead Boulevard),
City Manager Koski presented background information on Ordina nc-e•
No. 71 -340 relating to a moratorium on buildings and occupancy
permits in a certain sector of the city, Rosemead Boulevard,
designated as Redevelopment Project Area No 1, which would
expire March 5, 1972.
The City Council took action at their meeting on January 18,
1972 to set public hearing by the Council for February 15, 1972,
for which due notice had been given.

Mayor Gilbertson declared the Public Hearing open and invited
those present who wished to speak on the matter to come forward.
No one spoke in favor or against.
Councilman Harker moved to close the Public Hearing, seconded
by Councilman Briggs and unanimously carried,
City Attorney Martin presented Ordinance No. 72 -343 entitled AN
ORDINANCE OF THE CITY OF TEMPLE CITY EXTENDING INTERIM ORDINANCE
NO. 71-340 for adoption as an urgency ordinance, extending the
moratorium for -,one year until February 15, 1973. It was moved
by Councilman Harker, seconded by Councilman Tyrell to waive further
reading and adopt. The motion carried unanimously.
7. AMENDMENT TO MUNICIPAL CODE - UNDERGROUNDING UTILITIES:
City Manager Koski presented background information regarding
the undergrounding of utilities which had been referred back
to the Planning Commission by the City Council at the January 18,
1972 meeting.
The Planning Commission adheres to their previous recommendation
in regard to single family dwelling units and made a slight
change in their previous recommendation relative to Minor
Zone Modification filing fees.
Since the Public Hearing was closed the matter was now before
Council for consideration of Planning Commission Resolution
71- 442PC.
City Attorney Martin requested the matter be deferred until
the next meeting to allow time for his review of the material
and to make suggestions as to how this is to be handled.
It was moved by Councilman Harker, seconded by Councilman Merritt
that the matter of undergrounding of utilities be deferred. The
motion carried unanimously.
8. ORDINANCE NO. 72 -343: 2nd read. Re. Amendment to Temple City
Municipal Code pertaining to Overnight Parking Permits.
City Attorney Martin presented Ordinance No. 72 -343 entitled
AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTIONS
3326 AND 3332 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO
ALL -NIGHT PARKING PERMITS, relative to reduction in fees for
portion of the calendar year. Councilman Merritt moved to
waive further reading and adopt, seconded by Councilman Briggs
and carried unanimously.
9. REPORT FROM PLANNING COMMISSION REFERRAL: - Zone Reclassification
- McClintock, south of Grand Avenue.
City Manager Koski presented background information on the
possibility of a zone reclassification on McClintock, south
of Grand Avenue to the City boundaries, which had been
referred to the Planning Commission by the Council at the
January 19, 1972 meeting.
The Planning Commission recommendation stated no basis was found
for consideration of a higher residential zone classification at
the present time. It was moved by Councilman Briggs, seconded
by Councilman Harker and carried unanimously to receive and file
the recommendation from the Planning Commission.
Councilman Tyrell expressed concern for a need to study the
area, perhaps in a larger portion of that part of the city for
redevelopment. It was the consensus of the City Council to
discuss the area further with the Planning Commission at .a
future study session.

NEW BUSINESS:
10. STORM DRAIN PROJECT NO. 9606: Plans and Specifications: Lower
Azusa Rd. from Ryland to Baldwin, and between Camellia and Agnes;
and on Ellis Lane from Lower Azusa to the Eaton Wash.
City Manager Koski presented a request from the Los Angeles County
Flood Control District regarding Project No. 9606, and the plans
and specifications on Lower Azusa Rd, from Ryland to Baldwin,
and between Camellia and Agnes; and on Ellis Lane from Lower
Azusa to the Eaton Wash.
It was moved by Councilman Tyrell, seconded by Councilman Merritt
and carried unanimously to; a) approve plans and specifications,
b) authorize the Flood Control District to proceed with the
construction as described therein, and c) grant permission to
the District to occupy and use public streets in the City of
Temple City to construct, operate and maintain said improvements.
11. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of February 2, 1972:
A. Rosemead Boulevard at Callita Street - Additional Traffic
Control Modifications.
The City Council received a recommendation from the Traffic
Commission relative to traffic control modifications on
Rosemead Boulevard at Callita consisting of centerline striping
on Sultana Avenue and on Callita Street with stop and stop bar
pavement markings; and left turn pockets on Rosemead Boulevard
at Callita Street, as stated in memorandum of February 8, 1972
and attached diagram.
It was moved by Councilman Tyrell, seconded by Councilman
Briggs to approve the recommendation of the Traffic Commission
in principal only, not to design. The City Council did not
approve the alignment of the centerline striping on Sultana
as indicated on the diagram with memorandum of February 8, 1972.
The Council requested that further study be made of this
particular intersection to determine if some type of island
might eliminate the conflict of traffic movements on Sultana
at Callita and Rosemead. It was requested that this matter
be studied by the Traffic Engineer and Engineering Assistant
with report and subsequent recommendation to the City Council
at the earliest date.
Approval was given to the need for left turn pockets on Rosemead
at Callita, as noted in memorandum from Engineering Assistant
dated February 11, 1972, a close cooperation was requested by
the Council for Bob Linares, Civil Engineering Assistant, to maintain
a very close liaison with the Department of Highways and expedite
a study by that agency, conclude their investigation of this
intersection with subsequent removal of the median between Emperor
and Callita and to a sufficient distance north of the intersection
to accomplish double centerline striping necessary to delineate
the left turn pockets.
B. Lower Azusa Road at Baldwin Avenue - Left Turn Pockets:
The City Council received the recommendation from the Traffic
Commission relative to left turn pockets on Lower Azusa Road
at both approaches to Baldwin Avenue. This work would be
accomplished following completion of Project No. 9606 of the
1970 Storm Drain Bond issue. It was so moved by Councilman
Briggs, seconded by Councilman Merritt and carried unanimously.

C. Encinita Avenue, north of Las Tunas Drive - speed limit sign:
The City Council received the recommendation from the Traffic
Commission relative to need for a speed limit sign for more
effective enforcement. It was moved by Councilman Tyrell,
seconded by Councilman Briggs and carried unanimously to authorize
placing a 25 mile per hour speed limit sign on the east side of
Encinita Avenue, north of Las Tunas Drive.
12. RECOMMENDATION FROM YOUTH COMMISSION - Meeting of February 9, 1972:
The City Council received a recommendation from the Youth
Commission regarding attendance at a "Youth In Action Conference"
in Ontario, on March 28 and 29, 1972. Four Commissioners,
Mosser, Sunell, Gaffrey and Johnson indicated a desire to
attend and a staff representative would also be in attendance.
It was moved by Councilman Harker, seconded by Councilman Tyrell
and carried unanimously to approve request for 4 Youth Commissioners
to attend the "Youth in Action Conference" in Ontario on March 28
and 29, 1972 together with a staff representative and to authorize
payment of expenses.
13. RESOLUTION NO. 72 -1175: Setting Voting Precincts for General
Municipal Election on April 11, 1972
It was moved by Councilman Merritt, seconded by Councilman
Briggs, and carried unanimously to adopt Resolution No. 72 -1175
entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, ESTABLISHING VOTING PRECINCTS FOR GENERAL
MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, THE llth
DAY OF APRIL, 1972, FOR THE ELECTION OF CERTAIN OFFICERS OF
SAID CITY AS REQUIRED BY THE PROVISIONS OF THE CHARTER OF THE
CITY OF TEMPLE CITY.
14. EMPLOYMENT OF PERSONNEL:
A. Resolution No. 72 -1176: Employment of Park Maintenance Man,
P.E.P.
It was moved by Councilman Tyrell, seconded by Councilman Harker
and carried unanimously to adopt Resolution No. 72 -1176 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
APPOINTING PERSONNEL UNDER EMERGENCY EMPLOYMENT ACT OF 1971.
B. Resolution No. 72 -1177: Employment of Temporary Recreation
Personnel.
It was moved by Councilman Tyrell, seconded by Councilman Harker
and carried unanimously to adopt Resolution No. 72 -1177 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
APPOINTING TEMPORARY PERSONNEL.
15. RESOLUTION NO. 72 -1187: WARRANTS & DEMANDS, Demand Nos. 5334
thru 5433, in the amount of $29,093.43.
It was moved by Councilman Harker, seconded by Councilman Briggs
and carried unanimously to adopt Resolution No. 72 -1178 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $29,093.43, DEMAND NOS.
5334 THRU 5433.
16. COMMUNICATIONS:
City Manager Koski presented a communication received from
Supervisor Bonelli regarding support of legislation for property
tax relief. It was moved by Councilman Tyrell, seconded by
Councilman Briggs and carried unanimously to approve in principal.

17. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Rev. Roger Sawyer, First United Methodist Church located at
the southwest corner of Golden West at Woodruff presented to
the City Council a petition signed by members and friends of
the church requesting the installation of a four -way stop at
the intersection of Golden West and Woodruff, due to the number
of accidents that have occurred at the particular location over
an extended period of time. They also expressed concern over
the excessive speed cars travel on Golden West.
At the request of the City Council the Sheriff's Department will
be directed to place additional enforcement on Golden West
in attempting to control excessive speed.
It was the consensus of the Council to refer to the Traffic
Commission for a recommendation which would alleviate the
continuing vehicle conflict at that intersection. It was
pointed out that the four crosswalks at the intersection gave
the false impression of a four -way stop. It was also pointed
out that for drivers stopped on Woodruff it was exceedingly difficult
to see approaching vehicles in either direction on Golden West due
to the vehicles parked at the curb, particularly southerly.
Restricting parking on the west side of Golden West, south from
the intersection to the first driveway might provide the needed
sight clearance. It was the general consensus of the Council that
this intersection has unique characteristics which have contributed
to an excessive number of accidents and that corrective action
is absolutely essential. An early recommendation from the Traffic
Commission was requested.
18. MATTERS FROM CITY OFFICIALS:
A. City Manager Koski presented a request from the Chamber
of Commerce for additional funds. It was moved by
Councilman Tyrell, seconded by Councilman Briggs to
approve the request and appropriate additional funds in
the' amount of $1720 from the General Fund and amend the
adopted budget accordingly. The motion carried unanimously.
B. City Manager Koski presented background information on the
car wash at 9011 Olive Street which had been received by
the Planning Commission, outlining an unsightly appearance
and poor maintenance of the area.
On February 8, the Planning Commission checked into the
progress of the required improvements relating to the
property. Inspection revealed that the corrective measures
as outlined in the memorandum of February 15, 1972 . had not
been met.
It was moved by Councilman Tyrell, seconded by Councilman
Harker and carried unanimously that the Superintendent of
Streets send a notice to the property owners of the car
wash ordering the work to be done during the specified time
as provided in the Streets and Highways Code and advise if the
work is not accomplished the City will undertake the work and
bill the owner for the cost incurred.
C. City Manager Koski presented a survey made of pharmacies in
the City to ascertain emergency service hours, to update
the Civil Defense information. The City Council requested
the staff to contact the pharmacies with the intent to
coordinate through the Sheriff's Department pharmacy service
on a rotating basis among the pharmacies until 11:00 p.m.
or later if possible. The staff report to be presented
at the March 7, 1972 meeting of the City Council.

D. Councilman Merritt stated concern over the number of
automobiles he finds parked on lawns in the City. This
will be discussed with the Sheriff's Department and
enforcement of the Temple City Muricipal Code provisions
initiated immediately.
E. Councilman Briggs asked what material would be covered at
the "Youth in Action Conference ". A schedule of the program
was provided for his perusal.
F. Mayor Gilbertson gave a brief report on the SCAG meeting
he had attended as the alternate representative. The
vote had been 48 -23 in favor of the executive committee
position, which would include legislative action giving
SCAG the position of a taxing authority. Since there are
147 cities involved in SCAG a letter would be sent to
each city seeking opinion of this action.
G. Mayor Gilbertson stated Senator Richardson had introduced
the proposed legislation, which would abolish the present
requirement calling for signatures from 65 per cent of the
voters in the proposed new county and 50 per cent of the
voters in the affected county before an election could even
be held on the question. If approved the bill would call
for signatures of only 10 per cent of the voters of a new
county and none from the affected county before the question
could be put to a vote of the people.
H. Mayor Gilbertson questioned the services from the San Gabriel
Valley Humane Society on the enforcement of dog leash laws.
Staff to report at next meeting of theCity Council on March 7.
It was moved by Councilman Tyrell, seconded by Councilman
Briggs that the City send a resolution to Mrs. Bonelli
commending Supervisor Bonelli for his assistance and service
to the City and the County.
19. ADJOURNMENT:
It was moved by Councilman Briggs, seconded by Councilman Tyrell
to adjourn to a study session. The motion carried unanimously
and the meeting adjourned at 8:45 p.m.
The-next regular meeting of the City Council will be held
Tuesday, March 7, 1972 at 7:30 p.m. in the Council Chambers
of the City Hall.
