Special Meeting of Town Commission of

Held on: March 19, 1957.

Mayor Lindsay called the meeting to order and then expressed
his appreciation to the Commissioners for their diligent work
and cooperation whi k serving on the Commission. He then requested
the Town Clerk to proceed with the report of the election and
swearing in of Commissioners.
The Town Clerk read the names of the persons receiving
the highest number of votes in the General Election held on
March 5, 1957. They were:
L. Seton Lindsay, Stewart B. Iglehart, William F. Koch,Jr.,
Curtis H.Dodson and Henry V. Pope.
The Town Clerk stated that these men had been declared by
the Town Commission to be duly elected Town Commissioners; to
serve as such for three years as required by the Charter Act of
the Town. The oath of office was administered to each of said
newly elected Commissioners by Town Clerk, J. Raleigh Fountain
in his official capacity as a Notary Public duly authorized to
administer oaths in the State of Florida.
Commissioner Iglehart nominated L. Seton Lindsay for
Mayor; William F. Koch, Jr, seconded the nomination. Mr. Lindsay
was thereupon elected Mayor by a unanimous vote.
Mr. Koch nominated Mr. Iglehart for the office of Vice -
Mayor; Mr. Pope seconded and Mr. Iglehart was elected Vice -
Mayor by a unanimous vote.
Mayor Lindsay nominated Mr. Dodson for the position of
Town Clerk. Mr. Koch seconded and Mr. Dodson was elected Town
Clerk by a unanimous vote of the Commissioners.
Mayor Lindsay recommended the appointment of J. Raleigh
Fountain as Deputy Town Clerk. After a second by Mr. Pope, Mr.
Fountain was appointed unanimously.

Mayor Lindsay appointed Mr. Harry A. Johnston and Mr. Henry
F. Lilienthal, Town Attorneys. The Commissioners approved their
appointment by a unanimous vote.
Mayor Lindsay and the other Commissioners discussed the
Police situation. It was decided that Mr. Earl Mayfield would
be asked to serve as patrolman through the month of April, but
that J. R.Fountain should make certain that Mr. Mayfield
understood that his employment would terminate April 30th.
Mayor Lindsay made a motion that the Town of Gulf Stream
adopt the pay rate schedule of police officers used by the City of
Delray Beach as near as practical with Roy Cowart being classified
in the same bracket as Delray Assistant Chief, and further that
Mr. Melton Partin continue to receive $300.00 per month until
Oaf 1, 1957 or until such time as the Commissioners deem it
necessary to raise Mr. Partints salary. Mr. Koch seconded the
motion and it carried unanimously.
Mayor Lindsay made a motion that the Commissioners hold
the regular monthly meeting on the second Saturday of each month
commencing on Saturday, April 13, 1957 at 10 o'clock A. M. and
that the meeting be held at the Town Hall in Gulf Stream,
Florida unless otherwise decided. Mr. Dodson seconded and the
motion passed unanimously.
Mr. Koch recommended that Mayor Lindsay and himself meet
and prepare a letter to be mailed to the City of Delray Beach
recommending that Gulf Stream be permitted to purchase water
from the City of Delray Beach in the event an emergency arises.
There being no fut:her business the commissioners adjourned.

March 19, 20, and 21, 1957.
The Town Commission of Gulf Stream, Florida, on March 19 and
from day to day thereafter until and through March 21, 1957 between
the hours of 10 o'clock A. M. and 12 :01 P. M., met at the Town
Hall of Gulf Stream, Florida as a Board of Equalizers, to hear
and consider any and all complaints of tax payers, and to receive
and equalize values of real estate and improved property on the
Town +s Tax Assessment roll as of January 1, 1957.
The Town Clerk presented to the Board of Equalizers, a notice
of Resolution #465 calling attention to the date and time of the
Board of Equalization Meeting. Said notice was posted on the
Town bulletin board on March 11, 1957 and remained thereon in
plain sight until April -1, 1957.
The Board ordered a copy of the said notice attached to
their minutes and to be made a part thereof by this reference.
The Town's Tax Assessment Roll was presented to the Commission-
ers sitting as a Board of Equalizers. The following summation of
valuations was disclosed.
Total value of all Real Estate and Improvements as
recorded on the Town's Tax Assessment Roll on
January 1, 1957 t 2.123.512.00
Homestead and Widows Exemptions 166,750.00
Property Held Under Town Tax
Sale Certificates NONE
Total Taxable Valuation of Real
Estate and Improvements 1,956,762.00
The Town Commission sitting as a Board of Equalizers, after
reviewing the Tax Roll and the Assessed Valuations as shown thereon,
passed by a unanimous vote the following Resolution:
RESOLUTION #466
WHEREAS, the Town Commission sitting as a Board of Equalizers
at the Gulf Stream Town Hall, from March 19, 1957 through and in-
cluding March 21, 1957 between the hours of 10 A. M. and 12 }O1 P.M.
each day and adjourning from day to day, did hear all complaints
by the Taxpayers of the Town of Gulf Stream, Florida, relative to
the valuations placed on the respective pieces of property by the
Tax Assessor of the Town of Gulf Stream, Florida on the 1957 Tax
Board of Equalizers Meeting

Roll and do hereby state, affirm and agree that the said valua-
tions are fair, reasonable and just and do hereby RESOLVE that
the said Tax Assessment and Valuation Roll as recorded by the
Town Tax Assessor as of January 1, 1957, be hereby approved
and adopted. It is hereby recorded, also, that no tax payer
appeared before this Board of Equalizers during the times and
dates scheduled for hearing complaints.
The following Resolution was passed unanimously.
RESOLUTION #467
BE IT RESOLVED that the 1957 Tax Roll, as has on March
21, 1957 been revised and equalized, be returned to the Tax
Assessor and that the Tax Assessor is hereby instructed and
directed by the Town Commissioners to fix values on the said
assessment roll, and we do hereby declare the said values
to be equalized. The said values shall not be altered or
changed except where there is a decreaj6e in value adopted by
Palm Beach County.
