REGULAR COUNCIL MEETING, AUGUST 2, 2021
CALL TO ORDER
Mayor Carrie Tergin called the August 2, 2021 City Council meeting to order at 6:00 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer*, Vogt,
and Ward
Absent: Wiseman
*Participated via WebEx
A quorum was present.
ADOPTION OF THE AGENDA
A motion was made by Councilmember Vogt and seconded by Councilmember Lester to
adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Mayor Tergin read an update provided by Chezney Schulte and Kristi Campbell from
the Cole County Health Department.
b. Mayor Carrie Tergin presented the World Breastfeeding Week Proclamation to
Melinda Ridenhour with the Cole County Health Department .
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council Committee announcements:
• Budget Committee - There will be a Budget Committee meeting on Thursday,
August 5th at 5:30 p.m., and the committee will continue to meet every Monday and
Thursday in August at 5:30 p.m., with the exception of Monday, August 16th, as
there is a City Council meeting scheduled that evening.

• Administration Committee – There will not be an Administration Committee on
Wednesday, August 4th.
• Public Works & Planning Committee – There will be a Public Works & Planning
Committee meeting on Thursday, August 12th at 7:30 a.m.
• Planning & Protective Service Director Sonny Sanders announced the City’s
application for up to a $2,000,000 grant from the Missouri Department of Economic
Development for the Community Block Development Grant COVID-19 program.
Citizens and councilmembers are asked to participate in the “State CBDG CV
Community Needs Assessment” survey on the City’s website before August 15th to
fulfill the public involvement requirement.
• Councilmember Lester announced that the Trails Less Traveled Challenge
occurred on July 30th.
• Councilmember Fitzwater complimented the Jefferson City Jaycees and Cole
County for the Jefferson City Jaycees Fair event held between July 26th and 31st.
Mayor Tergin made the following announcements:
• The Moonlight Bike Ride occurred on July 30th between 2:00 a.m. and 4:00 a.m.
• This weekend is the Missouri Bicentennial weekend. All event information can be
found at missouri2021.org.
• The Gold Star Families Monument Dedication will be held on August 7th at 11:00
a.m.
• The Bicentennial Bridge Dedication and Chess Board Preview is scheduled for
August 9th at 2:00 p.m.
• August 10th is Statehood Day. At 9:00 a.m., there will be a Bicentennial ceremony,
the reveal of the Missouri Bicentennial stamp, and a naturalization ceremony. The
Lieutenant Governor Kehoe will be hosting a tree dedication at 1:30 p.m. The Ice
Cream Social will be also held at 2:00 p.m. at Central Dairy.
• August 3rd is election day. The only item on the ballot is Proposition 1: The Ca pital
Improvements Sales Tax Renewal. Information can be found at
improvejeffcity.com.
• Madeline from the News Tribune wanted to make us aware of the Good Samaritan
Awards are accepting nominations through August 6th. Winners will be recognized
and announced on Saturday, August 28th at the Inside the Walls Concert.
• Mayor Tergin, Councilmember Kemna, and City staff attended a bike study tour in
Northwest Arkansas in July.
• The City, a United Way Pacesetter Team, has started fundraising. Pledge cards
have been distributed to City Council. The City is also hosting a penny war. The
top three Department Directors with the most donations will play the game “Pie in
the Face”.

LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance.

d. Declaring Certain City-Owned Personal Property Surplus and Authorizing the
Disposition by Sale through Enterprise
Councilmember Ward motioned and Councilmember Vogt seconded the motion to
approve the above items on the Consent Agenda. The motion passed unanimously.

NOVEMBER 1, 2021 TO OCTOBER 31, 2022, AND APPROPRIATING MONEY IN THE
CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT

MICRO SURFACING PROJECT.

Public Works Operations Director Britt Smith presented the resolution.
Councilmember Fitzwater motioned to adopt RS2021-10. Councilmember Kemna
seconded the motion.

Mayor Tergin stated, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she
would entertain a motion to go into Closed Session to discuss the following:
1) Attorney-Client Communications [Sec. 610.021(1)]
A motion was made by Councilmember Spicer to go into Closed Session for the above-
stated reason, seconded by Councilmember Vogt and approved by the following roll-call
vote at 6:37 P.M.:

Ward
Nay: None

RECONVENE IN OPEN SESSION
Following the Closed Session, the Council reconvened in Open Session at 7:47 P.M. with
