Meeting called to order at 9 a.m. by Mayor William F. Koch, who presided
at the meeting.

Code Enforcement Officer
After clarification of a pay scale attachment, the Commission approved the
Minutes of the November 14, 1986 meeting on motion duly made and seconded.
3. Financial Reoort
Mr. Gwynn will mail the Financial Report to the Commissioners during the
next week. The Auditors Report will be delivered to the Commissioners as
soon as received. A representative of the Auditor will be present at the
January meeting.
4. Police Report
Chief Greer reported on the activities of his department during the previous
month noting that no burglary was committed in the Town during that period.
Project Report
Mr. Gwynn spoke on the dedication of the government center planned for later
this day as the culmination of two and one -half years work and noting that
everything is in place except for some very minor details.

Code Enforcement Report
Mr. Sessa reported three new homes completed in the past month and
three new homes started. Four renovations are under way.
Planning and Zoning Report
Mr. Mayor said there was nothing to report.

Mr. Gwynn read the titles of the above Ordinances to the assembly. On
motion duly made and seconded both Ordinances were approved by the
Town Commission. Copy of both Ordinances are attached hereto and made
a permanent part of these Minutes.

AND SERVICE TO THE TOWN IN PROVIDING A PROGRAM ID
MAINTAIN THE BEAUTY AND STATURE FOR WHICH THE TOWN
OF GULF STREAM HAS BECOME KN19W.

FOR THEIR SERVICE TO THE TOWN ON BEHALF OF THE TOWN
ADDIINISTRATION AND TOWN RESIDENTS.

unanimously by the Commission on motion duly made and seconded.

7. Drainage - Gulf Stream Road - Gulf Stream Properties
Residents of the area presented their concerns and suggestions to the
Commission. Earl Harvel, Sr., drainage consultant, will meet with the
Engineer of Record, Mr. Butkus, to determine the extent of the problem.
The Commission, on receipt of their report, will have a meeting and work
it all out.
8. On a question by Commissioner Cross, Mrs. Gwynn stated that Florida Power
and Light will notify the Town of any future installation of security
lights and the shielding of same. The light in question has been turned
off.
9. The Commission selected the Town of Gulf Stream Flag with the emerald
green background and congratulated the artist on its excellence. The
Commission on motion duly made and seconded approved the Town Seal. Mr.
Little, the artist, hopes to have the Seal ready by the next meeting.
13. There being no further business to come before the Commission the
meeting was adjourned at 9:40 A.M.

Dear Ms. Gwynn:
We have investigated the means of draining the above referenced
problem area on Gulf Stream Road.
Three means of drainage improvement have been considered.
The first method considered was French Drains. A french drain
would be a 24 -inch perforated metal pipe placed adjacent to the
roadway pavement. An envelope would be created around this
perforated pipe with crushed rock and geotextile fabric. Inlets
would also be constructed on both sides of the road. It is
estimated that the capital improvement cost for this alternative
would be approximately $25,000.
The reason this was not recommended, when the original study was
done and is still not recommended, is the fact that the subsoils
in this region do not possess inherently good drainage
capabilities. Because of this, a long -term solution would, in
all probability, not be realized. An immediate improvement to
the local drainage problem would be observed, but as the system
clogged, the benefits would diminish.
The second solution studied is referred to as the Short System.
This would carry the drainage due west across the property
questioned across its neighbor to the west across Polo Drive and
along an easement reportedly existing adjacent to the property
northwest of this location. This solution would involve the
installation of approximately 640 feet of corrugated metal pipe
and appurtenances. Although the pavement restoration would be a
minimum utilizing this solution, a rather expensive landscape
restoration would be required. It is estimated that capital
expenditure for this solution would be approximately $72,000.

In order to utilize this short system solution, the Town of Gulf
Stream must obtain the following:
1. Easement from McGeary (along south property line)
2. Easement from property due west of McGeary (same
alignment)
3. Verify easement on northwest property (west side of
Polo Drive) and communicate with property owner that
the garden with exotic plantings adjacent to the sea
wall will have to be disturbed.
A third solution was examined which closely parallels the
original solution for draining this area. This solution is
referred to as the Long System.
It includes the installation of approximately 1,150 feet of
corrugated metal pipe and nine catch basins. This plan is
somewhat modified in that it goes further, to the east on Golfview
Drive. Included in this solution is the resurfacing of all of
the area that would be disturbed with the installation of this
drainage pipe. It is estimated that this capital cost would be
approximately $96,000.
If the Town of Gulf Stream were to choose this solution, they
would have to obtain an easement along the west side of the
property line (between Golf View Drive and the canal) as shown on
the attached drawing.
We are scheduled to meet with you on January 6, 1987 as
previously discussed.

It has come to my attention that there has not been a quorum
at the last two South County Council of Governments
meetings. The success of this organization depends on the
participation of everyone. While there are some changes at
the municipal level taking place in the membership, it is
incumbent upon the rest of us to maintain the good working
relationship that was started with the formation of the COG
a year ago.
There is a regularly scheduled meeting on January 7th, 4:00
P.M. at the Delray Beach City Hall. If it is the consensus
of the majority of the members to dissolve the COG, please
advise me, and I will alert the Board of County
Commissioners that we need not pay our dues for 1987.
I look forward to your response concerning this matter.

AN ORDINANCE OF THE TOWN COMMISSION OF THE
TOWN OF GULF STREAM, PALM BEACH COUNTY,
FLORIDA, AWARDING A NON - EXCLUSIVE FRANCHISE
TO FAIRBANKS COMMUNICATIONS, INC., D /B /A
LEADERSHIP CABLEVISION, TO OPERATE AND MAINTAIN
A CABLE TELEVISION SYSTEM WITHIN THE TOWN
OF GULF STREAM.
WHEREAS, a franchise was granted by the Town Commission
on May 10, 1974, pursuant to the terms of Ordinance No. 74 -5
to Fairbanks Communications, Inc., d /b /a Leadership Cablevision,
to operate and maintain a cable television system within the
Town of Gulf Stream; and
WHEREAS, said franchise was assigned to Fairbanks
Cable of Florida, Inc. on July 31, 1981 and then transferred
to Fairbanks Communications, a successor company; and
WHEREAS, in accordance with Section 626 of the Cable
Communications Policy Act of 1984, on August 8, 1986, Fairbanks
Communications submitted a written request for the commencement
of franchise renewal proceedings; and
WHEREAS, the Town has adopted a cable television ordi-
nance setting forth terms and conditions relating to the operation
of cable television systems within the Town of Gulf Stream;
and
WHEREAS, it is the desire of the Town Commission of
the Town of Gulf Stream to grant a non - exclusive cable television
franchice to Fairbanks Communications, Inc., d /b /a Leadership
Cablevision, pursuant to the terms of said ordinance;
NOW, THEREFORE, be it ordained by the Town Commission
of the Town of Gulf Stream, Palm Beach County, Florida, as follows:
Section 1. The Town Commission hereby awards to
Communications, Inc., d /b /a Leadership Cablevision, a non - exclusive
franchise for the purpose of operating and maintaining a cable
television system within the Town of Gulf Stream said franchise
to be subject to the terms and provisions of the cable television
ordinance of the Town.
Section 2. The term of this franchise shall be for
a period of fifteen (15) years commencing at the termination
of the current franchise in May, 1989 and extending to May 10,
2004.
Section 3. If any provision of this Ordinance or
the application thereof is held invalid, such invalidity shall
not affect the other provisions or applications of this Ordinance
which can be given effect without the invalid provisions or
applications and to this end the provisions of this Ordinance
are hereby declared severable.
Section 4. This Ordinance shall be codified and made
a part of the official Code of Ordinances of the Town of Gulf
Stream, Florida.
Section 5. This Ordinance shall take effect immediately
upon its passage and approval, as provided by law.

A RESOLUTION OF THE TOWN COMMISSION OF THE
TOWN OF GULF STREAM, FLORIDA, RECOGNIZING
THE GULF STREAM CIVIC ASSOCIATION FOR THEIR
FINE GUIDANCE AND SERVICE TO THE TOWN IN
PROVIDING A PROGRAM TO MAINTAIN THE BEAUTY
AND STATURE FOR WHICH THE TOWN OF GULF STREAM
HAS BECOME KNOWN.
WHEREAS, in 1983 the Gulf Stream Civic Association
realized the need of a Long Range Planning Committee to research
the future needs of the Town and its residents; and
WHEREAS, in furtherance of the recommendations of
the Long Range Planning Committee the Gulf Stream Civic Association
appointed a Beautification Committee to make recommendations
for beautification of the Town; and
WHEREAS, the Gulf Stream Civic Association has contributed
immeasurably in maintaining the beauty and stature for which
the Town of Gulf Stream has become known;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION
OF THE TOWN OF GULF STREAM, FLORIDA, as follows:
Section 1. The Town Commission of the Town of Gulf
Stream hereby expresses, on behalf of the Town Administration
and Town residents, its deep appreciation and gratitude to the
Gulf Stream Civic Association for their generous contributions
to the Town.
Section 2. A copy of this Resolution shall be presented
to the Gulf Stream Civic Association and shall be made a permanent
record of the Town as a tribute to their fine services.
