Pfeifler Also present: John Randolph William Gwynn Barbara Gwynn James Greer John Buchan Clarence Sova William Mayor Louis Sessa Mayor Vice -Mayor Commissioner Commissioner Commissioner Town Attorney Town Manager Town Clerk Chief of Police Captain, Police Department Public Works Supervisor Chairman, Planning & Zoning Board Code Enforcement Officer After clarification of a pay scale attachment, the Commission approved the Minutes of the November 14, 1986 meeting on motion duly made and seconded. 3. Financial Reoort Mr. Gwynn will mail the Financial Report to the Commissioners during the next week. The Auditors Report will be delivered to the Commissioners as soon as received. A representative of the Auditor will be present at the January meeting. 4. Police Report Chief Greer reported on the activities of his department during the previous month noting that no burglary was committed in the Town during that period. Project Report Mr. Gwynn spoke on the dedication of the government center planned for later this day as the culmination of two and one -half years work and noting that everything is in place except for some very minor details. Four renovations are under way. Planning and Zoning Report Mr. Mayor said there was nothing to report. 5. Second and Final Reading of • � � eR Mr. Gwynn read the titles of the above Ordinances to the assembly. On motion duly made and seconded both Ordinances were approved by the Town Commission. Drainage - Gulf Stream Road - Gulf Stream Properties Residents of the area presented their concerns and suggestions to the Commission. Earl Harvel, Sr., drainage consultant, will meet with the Engineer of Record, Mr. Butkus, to determine the extent of the problem. The Commission, on receipt of their report, will have a meeting and work it all out. 8. On a question by Commissioner Cross, Mrs. Gwynn stated that Florida Power and Light will notify the Town of any future installation of security lights and the shielding of same. The light in question has been turned off. 9. The Commission selected the Town of Gulf Stream Flag with the emerald green background and congratulated the artist on its excellence. The Commission on motion duly made and seconded approved the Town Seal. Mr. Little, the artist, hopes to have the Seal ready by the next meeting. 13. There being no further business to come before the Commission the meeting was adjourned at 9:40 A.M. UO910A 33020-6796 _ 3 0519 2 1 .7275 ]F3EC 909635 December 31, 1986 Ms. Barbara Gwynn City Clerk TOWN OF GULF STREAM 246 Sea Road Gulf Stream, Florida 33444 Re: McGeary Property, Lot 16 Dear Ms. Gwynn: We have investigated the means of draining the above referenced problem area on Gulf Stream Road. Three means of drainage improvement have been considered. The first method considered was French Drains. A french drain would be a 24 -inch perforated metal pipe placed adjacent to the roadway pavement. An envelope would be created around this perforated pipe with crushed rock and geotextile fabric. Inlets would also be constructed on both sides of the road. It is estimated that the capital improvement cost for this alternative would be approximately $25,000. The reason this was not recommended, when the original study was done and is still not recommended, is the fact that the subsoils in this region do not possess inherently good drainage capabilities. Because of this, a long -term solution would, in all probability, not be realized. An immediate improvement to the local drainage problem would be observed, but as the system clogged, the benefits would diminish. The second solution studied is referred to as the Short System. This would carry the drainage due west across the property questioned across its neighbor to the west across Polo Drive and along an easement reportedly existing adjacent to the property northwest of this location. This solution would involve the installation of approximately 640 feet of corrugated metal pipe and appurtenances. Although the pavement restoration would be a minimum utilizing this solution, a rather expensive landscape restoration would be required. Easement from property due west of McGeary (same alignment) 3. Verify easement on northwest property (west side of Polo Drive) and communicate with property owner that the garden with exotic plantings adjacent to the sea wall will have to be disturbed. A third solution was examined which closely parallels the original solution for draining this area. This solution is referred to as the Long System. It includes the installation of approximately 1,150 feet of corrugated metal pipe and nine catch basins. This plan is somewhat modified in that it goes further, to the east on Golfview Drive. Included in this solution is the resurfacing of all of the area that would be disturbed with the installation of this drainage pipe. It is estimated that this capital cost would be approximately $96,000. If the Town of Gulf Stream were to choose this solution, they would have to obtain an easement along the west side of the property line (between Golf View Drive and the canal) as shown on the attached drawing.
