HomeMy Public PortalAbout10-14-1997PLANNING COMMISSION MINUTES - OCTOBER 14, 1997 PRESENT: FRANK MIGNONE, JERRY BROST, ANNE HEIDEMAN, LENNY LEUER, CAROLYN SMITH, ELIZABETH WEIR AND SUSIE MACKAY. KATHY COOK ARRIVED AT 7:40 P.M. ALSO PRESENT, PLANNING AND ZONING ADMINISTRATOR LOREN KOHNEN AND PLANNING AND ZONING ASSISTANT SANDIE LARSON. ABSENT: BRUCE WORKMAN Chairperson Anne Heideman called the meeting to order at 7:33 p.m. 1. MINUTES OF SEPTEMBER 9, 1997 Elizabeth Weir asked that on page 1, second paragraph under Jody Chanin application be worded a little better. MOVED BY CAROLYN SMITH AND SECONDED BY ELIZABETH WEIR TO APPROVE THE MINUTES AS CORRECTED. MOTION PASSED. 2. K'N'R' ELECTRONICS - 810 TOWER DRIVE - CONDITIONAL USE PERMIT AMENDMENT FOR ACCESSORY STRUCTURE - PUBLIC HEARING - 7:35 P.M. Loren Kohnen read his memo to the planning commission explaining the application. He then put up overheads of the site plan and the proposed building. The applicant was not present, but Loren said that he thought the planning commission could proceed with the application. Carolyn Smith asked what residential type building meant. L. Kohnen said because of the size and siding type it is called that and our ordinance allows the metal lap siding on commercial buildings of a residential type and of that size. Frank Mignone asked if any set back variances were being asked for. L. Kohnen said no. He also stated that the building would be white to match the existing building. F. Mignone asked if any blacktop would be added. L. Kohnen put up an overhead and pointed out where the blacktop would be extended and said that they still meet the 60/40 hardcover ordinance. 1 C. Smith asked why the parking spaces were not shown on the site plan. Jerry Brost asked where the parking is. L. Kohnen pointed out on the site plan where the parking was and stated that there would be no additional parking spaces needed. Anne Heideman said that she did not see any handicapped parking spaces. L. Kohnen said that we could require that. Lenny Leuer asked Loren about the speed bump and Loren said it was their property. Lenny then brought up the exterior lighting on the applicants existing building and also on other buildings in the area. There was discussion of exterior lighting on older existing buildings. MOVED BY CAROLYN SMITH AND SECONDED BY JERRY BROST TO RECOMMEND APPROVAL OF AN AMENDED CONDITIONAL USE PERMIT FOR K'N'R' ELECTRONICS AT 810 TOWER DRIVE FOR AN ACCESSORY STRUCTURE WITH THE FOLLOWING CONDITIONS: 1. All exterior lighting on the site, including the lighting on the existing building, must be shoe -box style and totally enclosed on all sides except the bottom with the globe not exposed. 2. There shall be no exterior storage on site. 3. The exterior of the buildings shall be constructed of the materials proposed by the Applicant and shown on the plan submitted to the city. 4. All signs on the property shall comply with city ordinances. 5. The site shall contain at least 10 parking spaces with one designated and signed for the handicapped. 6. There shall be no exterior storage of trash containers on the site. 7. The Applicant shall pay to the City a fee in the amount determined by the staff to represent the actual cost to the City of reviewing this conditional use permit amendment application. 8. All other conditions in Resolution 87-124 still apply. MOTION PASSED. Anne Heideman said that when she was at K'N'R' checking the site she noticed that Ditters at 820 Tower Drive seemed not to be in compliance with exterior storage. There was discussion and it was decided that staff would send a letter to Ditters with a copy of their conditional use permit and give them 30 days to clean up their site and if it was not, then the matter would be brought before the city council. Carolyn asked if it was appropriate to ask staff to check other businesses in the area for violations. Staff will check the area. Carolyn also said that she was concerned with the 2 building behind the apartments on Hickory Drive and Hamel Road. There appeared to be barrels, etc. piled up in the yard. Staff will check. 3. PRELIMINARY COMPREHENSIVE PLAN DISCUSSION Loren Kohnen said that there would be further information at the next meeting when hopefully the report will come back from the Metropolitan Council on our current plan. Anne Heideman urged all the planning commission members to thoroughly go over the current comprehensive plan. There was discussion of having a public meeting prior to any public hearings on revisions for the comprehensive plan. This public meeting would be to inform all property owners that the comprehensive plan was going to be revised and for any input. Jerry Brost said that it was important to let the message out to the public for them to give their view points - maybe in writing would be better. It was decided that a notice would go out either in the City newsletter or by separate mailing and ask for written input be sent to the city. There was also discussion of which part of the comprehensive plan the planning commission members would like to work on and about a workshop meeting. A meeting was set up for Saturday, December 6, 1997 at 8 a.m. with inviting the city council at 10:30 a.m. for further input. 4. DATE FOR NOVEMBER PLANNING COMMISSION MEETING The November planning commission meeting will be Monday November 10th due to Veterans Day on Tuesday.
