The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session
September 9, 2015 at 6:32 p.m. Mayor Berner called the meeting to order. Upon roll being
called the following named council members were present: Jim Bartels, Al Havens, Jo
Kahler, Peggy Upton, Mike Ryan. Also present: City Administrator/Clerk Boldt, Director
of Public Works Mehmen, City Engineer Carhoff, Deputy City Clerk Platz, other visitors
and the press.
• Motion Ryan, second by Upton to approve the agenda. All ayes, motion carried.
Doug Boldt- advised that there was a revised pay estimate #7 and the reasoning behind the
revision.
Concessions Stand Year End Report: Council discussed what to do with the income
($11,000) coming in from the Concessions stand.
Street Financial Report- has been sent off for review to Tammy Bell with the State.
Ryan concerns with the 3rd Street paving and blocking residents from getting to their
apartments and homes.
Motion Upton, second Ryan_ to adjourn the meeting at 7:03PM. All ayes, meeting
adjourned.
Council Meeting
The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session
September 9, 2015 at 7:03 p.m. Mayor Berner called the meeting to order. Upon roll being
called the following named council members were present: Jim Bartels, Al Havens, Jo
Kahler, Peggy Upton, Mike Ryan Also present: City Administrator/Clerk Boldt, Director of
Public Works Mehmen, City Engineer Ben Carhoff, City Attorney Raiber, Deputy City

Motion Ryan, second by Kahler to approve the agenda. All ayes, agenda stands approved.
Johnson County Sheriff: Spoke about the traffic support on Roberts Ferry & HWY 6 and
Bella Sala event
Motion Ryan, second by Havens to approve the consent agenda which included August 26,
2015 City Council Minutes. All ayes, consent agenda approved.
Motion Ryan, second by Bartels to approve Ordinance No. 2015-378 — Ordinance
Amending the Tiffin Zoning Ordinance to add a High -Density Single -Family Residential
Zoning District. Roll Call Vote, motion passed

Absent: none
Motion Kahler, second by Bartels to approve Resolution 2015-100 — Resolution accepting
the City Street Financial Report to the Iowa Department of Transportation for the City of
Tiffin, Iowa for Fiscal Year 2015 Acknowledging Receipt and Expenditure of $202,453.91
of Road Use Tax Funds During the Year Ending June 30, 2015.

Motion Ryan, second by Kahler to approve Resolution Setting a Date of Sept 22nd Meeting
at which it is Proposed to Approve a Development Agreement with Dr. Hart, including
Annual Appropriation Tax Increment Payments.

Consideration of Payables List — Motion to Approve- Motion Havens, second Bartels to

Bartels, second Upton to approve Rathje Construction's Pay Estimate #7, all ayes, motion
carried
Discussion and Consideration to Approve Job Description for Building Official and
Council Action as Needed- Motion Bartels, second Kahler to approve Job Description for
Building Official. All ayes, motion carried
Discussion and Consideration to Approve Job Description for Utility Billing Clerk and
Council Action as Needed- Motion Ryan, second Bartels to approve Utility Billing Clerk •
job description, all ayes, motion carried.

• Reports from City Personnel
Mayor's Report- requests to have a sign in all Park parking lots prohibiting Overnight
Parking.
City Council Reports
-Upton asked if Doug had spoken with Tom Schetz regarding Cul-de-sac. Doug
confirmed his conversation with Tom and Tom's support with the proposed solution to
the traffic issues from The Depot through the Cul-de-sac on College.
-Bartels discuss the CCA School Board election and spoke of potential new school. He
also expressed the frustration with current/future residents in Deerview being bused to
Oxford School.
Director of Public Work's Report — Spoke about the signs, and banners for parking lots,
spoke about Doug Boldt's hard work and teamwork with CCA Superintendent to resolve
the traffic issues with all the construction during the start of school.
City Engineer's Report- Jay Anderson -HFC- opening up 3`d by mid next week, still waiting
on Mediacom to remove their lines. Mediacom is the only vender who has been holding up
Ireland Avenue since June. Ben Carhoff- HFC- ADA Transition Plans- Ben gave a
background of the potential ADA issues. He advised the City needs to set up an ADA
coordinator, public notice, grievance procedure, and inventory.
• Dick Huff- had questions about maintenance plan for sidewalks needing repair.

City Attorney's Report — NONE
City Administrator's Report- Next meeting Tuesday Sept 22nd not 23`d and make 6:OOpm
work session for the Comp plan review and CIP. Sept 17'h ICAD mayor and CA will be
attending meeting.
Dick Huff- traffic on Roberts Ferry & HWY 6 - He said that everyone is doing a good
job and things are going as good as can be.
Motion Ryan, Havens 2nd to adjourn. All ayes, motion carried meeting adjourned at
7:39pm.
