On Motion duly made and seconded the Minutes of the March 13, 1987 meeting
were approved.
3. Financial Report
On Motion duly made and seconded the Commission approved the Financial
Report given by Town Manager William Gwynn.
4. a) Police Report
Chief Greer reported on the activities of his department during the
previous month emphasizing the preventive measures taken by his
staff in the protection of the carmunity.
In reply to Cannissioner Cross' query on police coverage of the beach,
Chief Greer outlined plans for access of police vehicles and patrol
of the beach area.
b) Planning and Zoning Report
Request for an addition to an existing single family residence.

Polo Fields. All requirements having been met, on Motion duly
made and seconded, the request was approved.
Request to reduce the 20,000 sq. ft. minimum lot size to 14,000
sq. ft. Dr. Vernon Astler, Lot #4, County Road, Gulf Stream
Heights. Said request was not approved. After discussion the
Cmi ussion approved on Motion duly made and seconded that the
Planning and Zoning Board inform Dr. Astler of the concerns of
the Town Ca[mission.
c) Code Enforcement Report
Mr. Gwynn introduced Mr. Richard Brandt to the Commissioners. Mr.
Brandt has assumed the duties of Code Enforcement Officer and he
reported on the status of building in the cacmunity stating there
are no known problems.
Mayor Koch noted the issue of the private road near the Iglehart
property as being a dangerous situation inasmuch as an emergency
vehicle could not get in there and that it is a situation to be
watched.
d) Town Attorney's Report
Mr. Randolph referred to a letter fram F.I.N.D. notifying the
Delray Drive -In owners that their lease was going to be revoked
because they have breached the Town of Gulf Stream Zoning Code.
Said revocation will occur on or about April 20, 1987. Litigation
is in progress and the Town of Gulf Stream may have to take action
after April 20th. Mr. Randolph suggested the Town put up a contract
bond and F.I.N.D. might permit the Town to put up a barricade. On
Motion duly made and seconded the Carmission moved to attempt to
enter into a long -term lease for the properties north and south of
Place Au Soleil.
The Caanission approved on motion duly made and seconded an Ordinance
amending Ordinance No. 83 -1, on first reading. This amendment is to
be filled in to read "7 feet ". The title of the Ordinance as read by
Mr. Randolph is: op-&- 'r7-'s

Dear Resident:
This letter is being sent to you to explain the EMERGENCY
MEDICAL SERVICE available to residents of the Town of
Gulf Stream.
The following numbers are very important and should be
placed in an area that is readily accessible should the
need arise.

911 — EMERGENCY
276 -4141 — NON— EMERGENCY
When you dial 911 the following will take place.
1. A dispatcher will ask you a number of questions.
DO NOT GET UPSET OR WORRIED THAT IT IS TAKING
TOO LONG. While you are giving the information
she needs, the various departments are receiving
the call and are dispatched (simultaneously).
2. The EMERGENCY MEDICAL VEHICLE (PARAMEDICS) are
dispatched from the City of Delray Beach Fire
Department.
3. At the same time the EMERGENCY MEDICAL VEHICLE
(PARAMEDICS) are dispatched a DELRAY BEACH FIRE
TRUCK is dispatched. (This will provide extra
manpower and the larger life saving equipment
if necessary)
4. At the same time your GULF STREAM POLICE OFFICER
has been notified and on his way.
5. At the same time, if REQUESTED by the PARAMEDICS,
an ambulance from Bethesda Hospital is on its
way. (This is sent to provide transportation
for patient to hospital, the EMERGENCY MEDICAL
VEHICLE (PARAMEDICS) dispatched from Delray Beach
will not transport patient to hospital).

You will receive TWO (2) separate bills.
1. From the Town of Gulf Stream for $275.00 which
is reimbursed to the City of Delray Beach for
providing this service.
2. From the Ambulance Service directly should this
service be used.
If you are in need of a GULF STREAM POLICE OFFICER other
than an emergency situation, the 24 hour number should be
used 276 -4141.
In case of FIRE, call 911. We are contracted with the Ocean
Ridge Fire Department and the call will be directed to them by
the dispatcher.
Your health and safety are very important to us and we want to
give you the best service available. Please take a moment and
place the enclosed sticker on your telephone or in a conspicuous
area. We have also enclosed a card explaining the various
services available and the appropriate phone numbers. Please
feel free to call at anytime if we can help answer any questions
you may have.

I am writing you on behalf of the Florida Inland Navigation
District ( "FIND ") concerning the Temporary License Agreement
( "Agreement ") dated May 17, 1985 between Drive -In Theater of
Florida, Inc. and FIND. At its meeting on March 27, 1987, the
Board of Commissioners of FIND authorized me to notify you of
FIND's intent to terminate the Agreement pursuant to Paragraph
2.1(b) of the Agreement. This termination shall take effect on
April 20, 1987. Pursuant to Paragraph 3.3 of the Agreement, you
are hereby requested to restore the premises to the condition
substantially similar to its condition at the inception of the
Agreement.
As I am sure you are aware, the Town of Gulf Stream has
brought suit (Case No. CL- 87- 583 -AB, Fifteenth Judicial Circuit,
Palm Beach County, Florida) concerning the illegal use of the
property that is the subject of the Agreement. Inasmuch as this
violation of Gulf Stream's zoning code is contrary to the
provisions of Paragraph 3.4 of the Agreement, FIND hereby requests
indemnification pursuant to Paragraph 6.2 for its costs and
expenses in defending itself in this litigation. Costs associated
with such defense, at the present time, total $913.44.

The original inventory (May 23, 1986) listed property available.
The two subsequent memoranda express interest in acquiring some of the
property.
In addition, a representative of the Palm Beach County Sheriff's
Office radio shop has inquired as to the consoles and possibly the
voting /comparator systems (Property Inventory, pg. 1, items 1, 2, 3, and
11). The representative was invited to appear at the next Board of
Director's meeting (March 23), or submit a letter or proposal.
Any negotiations for pagers and portable radios purchased directly
by agencies are not CDC property so must take place between the agencies.
Property not spoken for includes the Dictaphone logger and related
items (numbers 5, 6, 7, and 8 from the inventory list, pg. 1); desks and
chairs (items 9 and 13); the conveyor belt system (item 10); incidental
office equipment (item 15); incidental office supplies, less the erasable
message board (item 16); and items 17, 18, and 19.
Disposal of this property can be accomplished either by general sale
at the estimated value prices listed, auction at any of the cities'
property disposal sales, or other method as determined by the Board.
Any monies received should be placed in the CDC general fund to go
toward operating expenses or be rebated to the cities in equal shares.

I am the President of Place Au Soleil Association, Inc., a
homeowners association in and for Place Au Soleil Subdivision in
the Town of Gulf Stream. A portion of this subdivision of around
eighty homes lies east of and contiguous to the property which is
the subject matter of the referenced Petition for site plan
approval.
The Board of Directors of the Association, at a meeting held on
April 2, 1987, reviewed a copy of the proposed site plan and
thoroughly discussed the impact that approval of same would have
on our community. It was the unanimous opinion of the Directors
present that such site plan should be approved.
In considering the proposed site plan, the Board was mindful of,
and took into consideration, the fact that a considerable number
of residents in our subdivision have sent letters or signed
petitions opposing the proposed site plan. It is the feeling of
the Board, however, that such actions may have been taken without
thoroughly considering the alternative developments which are
permitted uses on the property in question, including multi -story
office buildings. Without question, present uses in the area of
the subject property, if not on the property itself, are a
nuisance and hazard to our community, and the proposed automobile
dealership can only be viewed as a positive first step toward the

At the organizational meeting of the new Board, the Board
discussed the status of both the South and North F.I.N.D.
properties bordering our subdivision. While the Town of Gulf
Stream has commendably taken affirmative action with regard to
the South F.I.N.D. property and, hopefully, is in the process of
trying to lease same, we are unaware of any action being taken
with regard to the North F.I.N.D. property.
The Board appointed Director Arrascue to seek appropriate action
from the Town in this regard. Hopefully, both she and /or I will
be able to attend the next Commission meeting to seek a
commitment from the Town to take immediate steps to lease the
north F.I.N.D. property, in addition to the South F.I.N.D.
property. If, however, neither of us, or any other director is
able to attend, I am requesting Commissioner Armour or Mayor
Ms. Barbara Gwynn

meeting of Place Au Soleil Association, Inc., and the
supplemental appointment of additional Directors, permitted by
the Bylaws, the following persons now hold the indicated

At the organizational meeting of the new Board, the Board
discussed the status of both the South and North F.I.N.D.
properties bordering our subdivision. While the Town of Gulf
Stream has commendably taken affirmative action with regard to
the South F.I.N.D. property and, hopefully, is in the process of
trying to lease same, we are unaware of any action being taken
with regard to the North F.I.N.D. property.
The Board appointed Director Arrascue to seek appropriate action
from the Town in this regard. Hopefully, both she and /or I will
be able to attend the next Commission meeting to seek a
commitment from the Town to take immediate steps to lease the
north F.I.N.D. property, in addition to the South F.I.N.D.
property. If, however, neither of us, or any other director is
able to attend, I am requesting Commissioner Armour or Mayor
Ms. Barbara Gwynn
