The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session
September 22, 2015 at 6:07 p.m. Mayor Berner called the meeting to order. Upon roll being
called the following named council members were present: Peggy Upton, Jim Bartels, Al
Havens, Jo Kahler and Mike Ryan. Also present: City Administrator/Clerk Doug Boldt,
Director of Public Works Brett Mehmen, City Engineer Ben Carhoff, Deputy City Clerk
Ashley Platz, other visitors.

Motion to approve the agenda by Ryan.
Second by Havens. All ayes, agenda stands approved.

The City Council of the City of Tiffin, Johnson County, Iowa, met in a regular session
September 22, 2015 at 7:06 p.m. Mayor Berner called the meeting to order. Upon roll being
called the following named council members were present: Peggy Upton, Jim Bartels, Al
Havens, Jo Kahler and Mike Ryan. Also present: City Administrator/Clerk Doug Boldt,
Director of Public Works Brett Mehmen, City Engineer Ben Carhoff, City Attorney Bob
Michael, Deputy City Clerk Ashley Platz, other visitors.
Motion to approve the agenda by Bartels. Second by Kahler. All ayes, agenda stands
approved.
Motion to approve the consent agenda including City Council Minutes by Bartels. Second
by Upton. All ayes, consent agenda stands approved.

Motion to open public hearing on a Development Agreement between the City of Tiffin and
Hart Dentistry by Bartels. Second by Ryan. Roll Call Vote: Bartels, Havens, Kahler, Ryan,

and Council Action as Needed
Motion to approve Extending Temporary Contract of Tim Long by Upton. Second by Ryan.

Reports from City Personnel
1. Mayor's Report- City Parks & Parking Lots — electrical outlets. $14,105 for
receptacles. STEM Project — have middle school design Timber Ridge Trail with HBK
I . City Council Reports — Mike Ryan- Dennis Brown request to have lot pins replaced
from the Ireland Ave Project. Jay Andersen- HFC- advise all pins will be replaced. Al
Havens- concern with stop sign placement on Iris Ave from traffic from Croell.
2. Director of Public Work's Report- Flushing Hydrants on Park Road
3. City Engineer's Report — Jay Anderson — Ireland Ave sidewalks are in. Pouring The
Depot driveway tomorrow. Closing down RR Tracks for 10 days, Monday or Tuesday
is start date as of last Wednesday meeting.
4. City Attorney's Report — Nothing -
5. City Administrator's Report — Doug Boldt- Reminder Iowa League of Cities tomorrow
through Friday. Tim Long- reviewed fund balances. Minimum wage from Johnson
County will be discussed in the future.
