Minutes Commissioner Mayor Commissioner Commissioner Captain, Police Department Attorney Chief of Police Town Clerk Town Manager Chain, Planning & Zoning Board Town Attorney Supervisor, Public Works Vice -Mayor Commissioner Cross asked that the Minutes of the June 12, 1987 meeting be changed to read "suggestions" instead of "recomnrendations" in reference to Page 3, Sec. 4, Sub - section 2, Paragraph 5, Lines 4 and 5 to show there was no formal recommendation by the Town Commission regarding clearance of land owned by the Gulf Stream Golf Club. On Motion duly made and seconded the Commission approved the Minutes of the June 12, 1987 meeting with the change as previously noted. 3. Financial Report Mr. Gwynn submitted his year -to -date actual operating budget and projections. After discussion, the Ccnrdssion approved the Financial Report on Motion duly made and seconded. Chief Greer reported that the Central Dispatch Ccmmmications system is now fully operational and that the changeover went smoothly. b. The Chief reported on his department's activities during the previous month noting, in particular, the patrol of the F.I.N.D. area and the parking problems at the Drive -In and the Flea Market. c. Noting the frequency of false alarms, Commissioner Cross said he would ask the Civic Association to put a notice in their next flyer asking residents to notify the police when a homeowner's burglar alarm is falsely activated. d. Discussion ensued on the need for new police cars. Mr. Gwynn suggested the proceeds from the boat sale be used to purchase a van or station wagon. Cn Motion duly made and seconded the Commission approved the purchase of a suitable vehicle with monies from the boat fund. It was agreed that Captain Buchan's salary should be raised $3000. per year starting immediately. This was agreed upon last fall when he was promoted to Captain and no longer eligible for overtime compensation and for the additional duties he has assumed since October 1, 1986. e. Mayor Koch reported that the Central Dispatch Canmir cations (CDC) contract between the Town of Gulf Stream and the City of Delray Beach has been reviewed and modified by Mr. Randolph. The contract, as amended, was approved by the Commission on Motion duly made and seconded. Said contract will be forwarded to the City of Delray Beach for approval. f. Chief Greer presented a plaque to former Commissioner Robert J. Dixson from the members of the Town of Gulf Stream Police Department in recognition of Mr. Dixson's service to the commmity and, in particular, to the Police Department. Mr. Dixson thanked the Chief and his department for the honor and the plaque given to him. 5. Planning and Zoning Site Plan Review. Mr. Behan 3212 Gulf Stream Road Remodeling and landscaping of existing residence. Mr. Mayer spoke of this application noting that the plans meet all Planning and Zoning requirements and that no variance is required. on Motion duly made and seconded, the Commission approved this request. Site Plan Review. Mr. Barry Eavenson 915 Emerald Row Addition and swimming pool to existing residence. Mr. Mayer reported that this request meets all setback requirements. He also pointed out that the plans show a gazebo but that that structure is not included in this request nor has it been approved by the Planning and Zoning Board. Place au Soleil Homeowner's Association Request to construct a Gate House at the entrance to Place au Soleil. Town Ccmmission Meeting Jmily 17, 1987 Minutes Page Three 5. Planning & Zoning (continued) Robert A. Dittman, appearing for Place au Soleil Homeowner's Association, presented their request for a Gate house. After discussion it was approved on motion duly made and seconded that this situation be referred to Mr. Cross for study and to report back to the Commission and that Mr. Cross have legal input into his inquiry of this matter. G. Commission Comments Mr. Koch reported on meetings held with F.I.N.D. and with the South County government group regarding the ten acres. The Mayor brought to the attention of the South County government group the knowledge that F.I.N.D. is considering leasing public property on a long -term lease for private commercial use. This group voted unanimously to oppose this action. The Mayor attended a meeting on this subject in Jupiter the following day. The opinion of the Attorney General was presented. It was non - commmital but the evidence shows_ that F.I.N.D. does not have authority to enter into a long -term lease with a private profit - making entity. As understood, excess property mist first go to the State, secondly to the County and then to the Municipality. At this meeting a motion was made to table this matter pending further action by the governmental agencies involved, DER, etc. The Mayor summed up his remarks on the problems involved noting that our plans show the area as enviornmental but there is an effort to circumvent the Town. There are many groups protesting ccmmmercial use of this land and that the Town will try to get all the help it can. 7. Flags Mrs. Gwynn requested direction on the purchase of Town flags. It was decided to order the flags from Hong Kong for financial reasons. S. Armour Vice -Mayor The Chairman announced that this is an advertised meeting of a workshop on the budget and that copies were sent to all parties concerned. Mr. Gwynn presented the budget. The actual expenses and income from October 1, 1986 to June 30, 1987. All present went down the list as presented. It was noted that the Town no longer receives a share of Federal Revenue and that this is the first year of operation in the new Town Hall necessitating expenditures for office equip- ment, etc. Discussion on budgeting for the Police Department included replacing two vehicles, automobile maintenance, uniforms, amnunition, the CDC contract, a possible computer purchase and schooling of officers and other items. Discussion on salaries ensued. on motion duly made and seconded the Commission approved a 5% salary raise for Town employees. Buchan (Police- Dept:) REF: Salary increase As requested by the Town Commission last October, I am now present- ing this requesition for a salary increase which was to accompany my promotion to the rank of captain. As you are aware, this promotion ele- vated me into a management position thus exposing me to many new responsib- ilities. Most importantly is that I now must keep myself prepared to act as the Chief in his absense, i.e. vacations, seminars, meetings or any other activity which may temporarily take him away from the job. I am on "twenty four hour call" which many times bounds me to a very restric- tive area surrounding Gulf Stream. I am offered no overtime opportunities which are enjoyed by others. In order to insure fairness I remain the last officer to participate in off duty details and because of my respon- sibilities here, a second job is almost impossible. The October decision by the commission to elevate me to a management position will remain in judgement to be in the best interest of the town and residents. I fee]. that a $3,000.00 annual increase would be fair in its consideration. This addage would still keep my salary far below the local average of others with my rank and seniority (Captain /over 5 years service.) In any case the Town of Gulf Stream will continue to have my full support and loyalty.
