Present: William F. Koch, Jr., Mayor Alan I. Armour, Vice Mayor James E. Cross, Commissioner James T. Skelly, Conmisssioner Lawrence E. Stahl, Comii ssioner Also Present: William Gwynn, Town Manager (Mrs.) Barbara Gwynn, Town Clerk James W. Greer, Chief of Police John Buchan, Police Captain Clarence Sova, Supervisor of Public Works Mayor Koch announced that this is a special meeting, required under the State of Florida Statutes. Mr. Gwynn provided Proof of Publication as required under the law. The Mayor stated that the only subject to be discussed is the Proposed Budget; that everyone had received a copy of said proposed budget and that said budget reflects a reduction in millage. Mr. Gwynn proposed the assembly follow the printed budget as he commented on each item, concluding with the announcement of an overall millage reduction of 2.618. Mr. Armour pointed out that 56% of the budget is for salaries and that the 58 raise recommended in this proposed budget works out to be approximately 6;% when the perquisites are included, this applies to the Police Department in particular. Mr. Gwynn observed that the salary raise is not straight across - the -board as there are exceptions in the application of the 5% salary raise. Mayor Koch called for questions or comnents from the floor. On Motion duly made and seconded the Proposed Budget was tentatively approved by the Commissioners. Town Conudssion Meeting on the Budget Minutes Page Two Mayor Koch announced that a Public Meeting on the Budget will be held on Tuesday, September 15, 1987 at 5:01 p.m. Mr. Gwynn will place an advertisement in the September 13, 1987 (Sunday) newspaper announcing the millage and a budget summary. This will be published in the News of Delray Beach. Presently there is a contract for the sale of Lot 23 between me and Charles and Sherry Carden, dated 19th June 1987. The Cardens have complied with all the formalities of presenting their plans to 1) Place au Soleil Homeowners' Association; 2) Gulf Stream Town Planning & Zoning Board; and on 11th Sept at 9:00 AM they will present them at the Town Commissioners Meeting. Last week I viewed the site plan as well as the architect's plans for their proposed retirement home. I trust you will view their request for approval with an open mind, in view of the following points: 1) I am aware that there are not now, never were any (save some ocean front properties), nor will there be any lots which measure the 20,000 square feet as mentioned in the Ordinance, Sec. VII, "RS" No 83 -1. Most of the lots in Place au Soleil are about 10,000 square feet. One would hope we are grandfathered in. 2) Cardens have spent a considerable amount of time not to mention the cost of changing their original plans to try and meet all requirements since June. They now show a 2551 square foot residence. 3) In the past twenty -five years, the Gulf Stream restrictions have gone from 1500 square feet to 2,500 square feet in the '60's I believe, to the latest 3,000. Having been in most of the neighbor- hood homes I am well aware that most of the homes are under the 2,500. The ones being built at the Page 2 Bordeman to GS Commissioners 6Sep87 larger figure of 3,000 or over are not only overpowering but leave little ,yard or green area and the proportions are all wrong on such lots. 4) Carden's plans are very pleasing to me from all sides and I believe that their home is in keeping with the rest on Canary Walk. I thought them prudent to move their home to the westerly side allowing for more yard on the East side and to take advantage of Florida's prevailing breezes. 5) Since I have lived here long with so much privacy I was especially pleased that they did not want a two story home so close to my recreational area and pool. My need to sell and their desire to build a home that blends with the neighborhood should be of utmost concern. I would hope that you would honor their request. P.O. BOX 2374 GULFSTREAM, FLORIDA SPECIAL ADVISORY BULLETIN TO PLACE AU SOLEIL HOMEOWNE. Over the last several years the idea of an entrance Gate House to our subdivision has received considerable support at our Association gatherings and various other neighborhood gatherings attended by your Directors. In view of this, and being spurred on by offers of private financial support, the Directors have determined that it would be in the best interests of our residents for the Association to (non - financially) sponsor such a Gate House for the following reasons: (1) a Gate House would supplement the fine local police coverage we have received and act as a silent sentinel /passive deterrent to undesirable elements along Federal Highway (the prostitutes, addicts, etc.), in the woods to the north of us (the hobo encampment) and in cars (flea market patrons looking for parking and /or a back entrance to the flea market); (2) it would enhance our identity as a part of the Town of Gulf Stream and our image as an "exclusive" community; (3) it would preserve and, potentially, increase property values in our subdivision; (4) the proposed landscaping around the facility and on the green belt to the north of the facility would complete entranceway beautification; and (5) signage ( "no outlet" etc.) could be more pleasingly relocated near or on the facility. Accordingly, the Directors have endorsed a plan to privately construct such a facility in the center of our entranceway, the same to become a Town building on completion. The plans for this (a copy of which appears on the reverse side hereof) have been approved by the Town Planning Board and have been discussed at the last several Town Commission meetings, the Commission being expected to take final action on the proposal at their Septem- ber 11 meeting. No Association funds have been expended relative to this proposal to date nor would any be used in the construction or subsequent maintenance of the facility; the facility would be built through private donations and thereafter be maintained by the Town. The Gate House will not be "manned" but will be available for use by the Town Police. Any future part -time "manning" of the facility thought necessary or desirable, if not.able to be provided by the Town, could be provided privately, but should occur only after consideration by and discussion among our membership at large, with annual pledges being made by residents in favor of such a proposal to defray all costs involved. While "manning" of the facility on a part -time basis would undoubtedly be of positive benefit, it must be understood that, like the Gate House at Royal Palm Yacht & Country Club in Boca Raton, the streets adjacent to the facility being public roads, no "guard" or, for that matter, (even a) policeman, stationed in the Gate House would have ability, power or right to impede or stop anyone from entering our subdivision. Those of you who are not away will soon be contacted by one of your Directors or other Association members who will be happy to answer any questions you have about this proposal.
