Call to Order
Ms. Deetz called the meeting to order at 6:00 p.m.
Adoption of Agenda
Ms. Jones moved and Ms. Patterson seconded to adopt the agenda as written. The motion
passed unanimously.
Approval of Regular Meeting Minutes
Mr. Berendzen moved and Ms. Jones seconded to approve the minutes from the June 8, 2021,
Regular Meeting as written. The motion passed unanimously.
Communications Received
A. Historic Preservation Commissioner Resignation
Ms. Senzee explained that Mary Schantz has resigned from the Historic Preservation
Commission. She is now a member of the Parks and Recreation Commission.
B. AMTRAK Station ADA Improvements
Ms. Senzee explained that the City received correspondence from AMTRAK regarding ADA
improvements to the platform of the train station. The improvements should not affect the
Jefferson Landing State Historic Site/Union Hotel. The City of Jefferson was identified as an
interested party. Ms. Senzee explained that the Historic Preservation Commission can either
provide comments or choose not to. The Historic Preservation Commission decided not to
provide comments because the project will not affect the historic resource(s).
Demolition Review (Under 100 Years Old)- 605 Dix Road
A. 605 Dix Road
Ms. Senzee gave an overview of the staff report and explained the purpose of the request is to
demolish a single-family residence located at 605 Dix Road. The structure was built in 1958 and
is owned by the MoDOT and Patrol Employees' Retirement System. The plan is for the lot to
add additional parking for employees. Ms. Senzee explained the property does not hold
sufficient historical significance. Ms. Senzee explained that staff recommends approval of the
demolition review application of 605 Dix Road.
Mr. Berendzen motioned and Ms. Jones seconded to approve the demolition review application
for 605 Dix Road. The motion passed unanimously.
Dangerous Building Demolitions
A. 1103 Buena Vista Street, 3307 N. Ten Mile Drive, and 2338 St. Louis Road.
Ms. Senzee explained that three properties are being bid out for demolition. The three
properties have gone through the dangerous building process. The Jefferson City Housing
Authority is in the process of demolishing 1103 Buena Vista due to the structure sliding down
the hill and being structurally dangerous. 2338 St. Louis Road was declared dangerous because
of a fire burn.
New Business
A. Section 106 Review -1205 Bald Hill Road
Ms. Senzee explained that the Section 106 Review is for a Community Development Block
Grant applicant. The applicant has applied for emergency repair assistance to replace her
HVAC system. Since the repair will use federal dollars, a Section 106 Review must be
completed. Ms. Senzee explained that the repairs will have little alteration to the structure itself.
Ms. Senzee explained that the Historic Preservation Commission must review and determine
the potential impact on historic resources.
Mr. Berendzen motioned and Ms. Jones seconded to approve that adequate documentation has
been provided and there will be no historic properties affected by the project and is approved by
the commission. The motion passed unanimously.
Other Business
A. Historic Preservation Code Revision Committee Update
Ms. Senzee explained that the first Historic Preservation Code Revision Committee meeting
was held on July 2, 2021. Ms. Deetz stated that the committee will meet on the first Thursday of
the month from 6:00 p.m. and it is open to the public. Ms. Senzee stated that the next topic for
the committee to discuss is the designation of local landmarks and historic districts.
B. Fagade Committee Update
Ms. Senzee stated that at the July 5, 2021, City Council meeting, the council approved the
powers and duties of the Fagade Committee to be transferred to the Historic Preservation
Commission.

stormwater control methods to prevent further erosion. House was built in 1924.
The City of Jefferson Historic Preservation Commission has reviewed the
information submitted on the above referenced project. Based on this review, we
have made the following determination:
❑ After review of initial submission, the project area has low potential for the
occurrence of cultural resources.
❑ Adequate documentation has been provided. There will be "no historic properties
affected" by the current project and is approved by this commission
❑ Property is designated a landmark by the City of Jefferson and/or listed within the
National Register Listing. There will be an "adverse effect" by the current project
and is not approved by this commission.

The City of Jefferson may assist the homeowner at 1214 W High Street by installing a 6 -inch deep by 2 -foot wide
swale in the backyard and along the east lot line to top of slope. Install a 3 -inch high by 6 -inch wide berm or pinned
landscape timbers along the sidewalk. Re -grade seed with rolled erosion control blanket or pinned sod for slope
stabilization.

Eligible Applicants:
Certified Local Governm nts, all county governm ntal entities, in nicipalities, and qualified non-profit organizations w th
historic preservation in ssion are eligible to apply for the Historic Preservation Fund grants. How ver, only applications
from Certified Local Governm nts w ll be considered for the in ndated ten percent pass through funds. Once the ten
percent pass through funding has been adequately aw rded, the SHPO w ll consider all rem ining grant applications
equally.
Project Eligibility:
Only projects that relate directly to the identification, evaluation, or protection of historic, architectural, or archaeological
resources are eligible for this cycle of Historic Preservation Fund grants. Eligible activities in st pertain to the
accom lishm nt of the State Historic Preservation Officer's responsibilities as outlined in the National Historic
Preservation Act of 1966, as am nded. Eligible activities in st be carried out in accordance with state and federal law
regulations, the Secretary of the Interior's "Standards for Archaeology and Historic Preservation," the Historic
Preservation Fund grants in nual and State Historic Preservation Office policy requirem nts.
Generally, grant awards will not exceed $50,000.00 for the federal share. (Grants are awarded at a 60/40 percent
ratio with 60 percent of the project cost paid by the grant and 40 percent paid by the applicant).
Historic Preservation Fund funding is lim ted and com etitive. Applicants in y subm t applications for projects related to
the follow ng activities:
Survey: Activity directly pertinent to the identification and evaluation of historic, architectural, and
archaeological resources. Surveys should be designed to lead to nom nations to the National Register for all
eligible properties identified. Grant-assisted survey in st produce data that is com atible w th and can be readily
integrated into state com rehensive planning activities.
National Register: Activity directly pertinent to the evaluation of identified historic, architectural, or
archaeological resources for their eligibility for listing in the National Register as single sites or districts, and to
the preparation of docum ntation required to secure such registration.
Planning: Activity directly pertinent to the developm nt, im lem ntation, and operation of state com rehensive
planning activities; the preparation of preservation plans and design review guidelines for specific locales.
O her Program Activities: Any activity that is eligible for grant assistance, but that does not fall w thin one of
the above program areas, or an activity that involves in ltiple program areas. General outreach, technical
assistance, and public education/aw reness activities in ght be eligible under this category if they are directly
related to the goals and responsibilities of the State Historic Preservation Office.
Certified Local Governm nt Projects: Eligible Certified Local Governm nt (CLG) grant applications in st be
directly related to identification, evaluation, designation, adm nistration, planning, and education/aw reness
activities that w ll increase the effectiveness of local historic preservation program adm nistered by Certified
Local Governm nts.
Predevelopm nt: The historical, architectural and/or archaeological research necessary to properly docum nt
proposed construction w rk on a National Register of Historic Places listed and publically ow ed and occupied
historic structure prior to the comm ncem nt of developm nt.
This application form is for Predevelopm nt (Pre-construction) grant projects only. Survey and National
Register projects and Planning and O treach/O her projects require different application form and
instructions.

The Peter H. Brink Leadership Fund: G idelines
& Eligibility
The Peter H. Brink Leadership Fund helps to build the capacity of existing preservation organizations and
encourages collaboration am ng these organizations by providing grants for m ntoring and other peer-
to-peer and direct organizational developm nt and learning opportunities. The purpose of these grants
is to support the leadership and effectiveness of staff and board m m ers of preservation organizations
to fulfill their m ssion and to create a stronger, m re effective preservation m vem nt. By linking
organizations with specific skills/program to those seeking to develop sim lar abilities, the Peter H.
Brink Leadership Fund prom tes individualized m ntoring and the sharing of expertise. Valuable lessons
can be learned from som one who has successfully navigated the sam situation that an organization
currently faces.
G ants from the Peter H. Brink Leadership Fund support travel costs and m ntor honoraria with a
m xim m reim ursem nt of $2,500.
We know that current circum tances m y m ke travel im ossible, but w still want you to
have peer m ntoring opportunities. W are open to innovative ideas for this program and
encourage you to reach out to the G ants office if you think you have a plan that could m ke
this feasible and safe for you and your m ntor.
Eligible Applicants
O ly O ganizational Level Forum m m ers or M in Street Am rica m m ers of the N tional Trust are
eligible to apply for funding from the Peter H. Brink Leadership Fund grant program To learn m re
about Forum and join today, visit our website.
Public agencies, 501(c)(3), and other nonprofit organizations are eligible.
O ganizations m y only receive one grant from this fund per year.
Eligible Uses
• G ants from the Peter H. Brink Leadership Fund m y be used to reim urse travel costs (airfare, train
tickets, taxis and/or m leage reim ursem nt) and to pay an honorarium to the m ntor (m xim m of
$250/day). The group seeking the m ntoring services m st pay the travel expenses for itself or for
the m ntor, and will be reim ursed by the N tional Trust after the necessary documentation is
provided to substantiate the expense(s).
• G ants from the Peter H. Brink Fund m y N be used to attend or host activities or events such as
workshops, presentations, lectures, conferences or training sem nars. The fund does not support
speaker or venue fees.
• M ntors may be used to develop or im rove fundraising, real estate, advocacy or other
preservation -oriented program to help with board developm nt, or to address organizational/
m nagem nt issues.
What is the process to apply?
Applications are accepted on a rolling basis throughout the year. G ants will be awarded on a first-
com , first-served basis rather than in com etitive rounds. G ant decisions will be m de thoughtfully, but
as expeditiously as possible. O ce the grant funds have been expended for the current fiscal year,
recom nded applicants who did not receive funding will have priority for a Peter H. Brink Leadership
Fund grant in the next fiscal year.
