RESOLUTION NO. 90 -2998
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY APPROVING CONDITIONAL USE
PERMIT 90 -1048 A REQUEST BY GVD COMMERCIAL
PROPERTIES TO ALLOW THE EXPANSION OF AN
EXISTING COMMERCIAL CENTER BY CONSTRUCTING A
NEW 3,000 SQUARE FOOT BUILDING IN THE COMMER-
CIAL (C -2) ZONE FOR PROPERTY LOCATED AT
6300 -40 ROSEMEAD BOULEVARD.
The City Council of the City of Temple City does hereby
resolve:
Section 1. Based upon a public hearing for a Conditional
Use Permit as described above the City Council finds:
CONDITIONAL USE PERMIT
1. That the site for the proposed use is adequate in size,
shape, topography and circumstances.
2. That the site has sufficient access to streets and highways,
adequate in width and pavement type to carry the quantity
and quality of traffic generated by the proposed use.
3. That the proposed use will not have an adverse effect upon
the use, enjoyment or valuation of adjacent property or upon
the public welfare.
Section 2. This project should not result in any signifi-
cant effects upon the environment and a Negative Declaration has
been prepared in accordance with the State CEQA Guidelines.
Section 3. Accordingly, the Conditional
approved subject to the following conditions:
1. The building design shall be in substantial
submitted development plans.
2. The building shall be occupied by no more than two tenants;
if the building is occupied by more than one tenant, plans
shall be reviewed by the staff.
3. Any restaurant use shall require a conditional use permit.
4. No drive -thru business shall be permitted.
5. A detailed landscape and irrigation plan shall be submitted
for review and approval by the staff. Additionally, the
applicant's landscape architect shall work with City staff
in devising appropriate landscape plan for the corner loca-
tion.

6. The existing free - standing sign located at the southwest
corner of the site shall be removed. The proposed new
free - standing sign shall not exceed 20 feet in height; no
roof sign shall be permitted on the subject site. The
proposed new free standing sign shall identify the name of
Center and shall contain the words "Temple City ".
7. Exiting from the western -most driveway on the north side of
the Longden and the southern -most driveway along Rosemead
Boulevard shall be limited to right- turn -only traffic move-
ments. A sign shall be posted and maintained by the property
owner to that effect.
8. Construction plans shall detail public improvements to be
made; said plans shall include a site plan showing all im-
provements to the center of Rosemead Boulevard and Longden.
9. Curbs, gutters, sidewalks: Maintain all existing curb,
gutter, sidewalk and drive approaches. Protect all right -
of -way landscaping. Retain existing 3' block wall along
property line.
10. Street Lights: Adequate street lights are currently in
place. No additional-requirements.
11. Street Trees: Maintain and protect existing street trees.
12. Surface Drainage: Provide all facilities necessary to accom-
modate contributory runoff and all surface drainage from the
subject property and conduct it into appropriate storm drain
facilities or into the gutter. No drainage shall be allowed
to flow across a sidewalk.
13. Sewers: Provide as required by Code. Coordinate permits
through Building Department and Public Works Department.
Excavation into Rosemead Boulevard right -of -way requires Cal
Trans approval.
14. Underground Utilities: All utilities shall be provided un-
derground from primary service point in public right -of -way
or on rear property line to service panels or facilities on
building. Prior to issuance of building permits, provide to
Public Works Dept. a detailed utility plan for review and
approval showing all utility lines and conduits and their
respective points of connection.
15. Dedications: None required.
16. Permits: Show on plot plan all right -of -way improvements
from centerline of street to property line. Permits shall be
obtained prior to commencement of any work in the public
right -of -way. All work in the public right of way shall meet
L.A. County Public Works Dept. standards.

17. Disposal of Construction Waste: No construction activity
waste material of any kind, including plaster, cement,
paint, mud, or any other type of debris or liquid shall be
allowed to be disposed of in the street or gutter or storm
drain or sewer system. Failure to comply with this condition
will result in charges being filed with the District Attor-
ney. (TCMC 3400 -3411)
18. Solid Waste Management: Prior to issuance of Certificate of
Occupancy, provide a written report to Public Works Dept.
showing description and quantity by weight of all construc-
tion and demolition debris and method and location of dis-
posal. Solid waste includes asphalt, concrete, brick, sand,
earth, wood, plaster, drywall, paper, cardboard, wire, plas-
tic, etc. Total quantities and general categories are all
that is currently required.
19. The existing block wall along the common property line
between the residential and commercial property shall be
replaced with an 8 foot high reinforced solid block wall.
20. 8 foot wrought iron fence with appropriate gates shall be
installed on -site, at locations identified on the attached
site plan, labelled as "Attachment D ".
SECTION 4. The City Clerk of the City of Temple City shall
certify to the passage and adoption of this resolution and the
same shall thereupon take effect and be in force.
