RESOLUTION NO. 90 -2999
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY, CALIFORNIA, OPPOSING ANY
LEGISLATION ON REGIONAL GOVERNMENT AND PRO-
POSING THAT CITIES ORGANIZE THE NECESSARY
AGENCIES AT THE LOCAL REGIONAL LEVEL
WHEREAS, Assembly Speaker Willie Brown introduced Assembly
Bill 4242 which would have eliminated 27 Regional Boards and
establish seven (7) Regional Development and Infrastructure
Agencies throughout the State of California; and
WHEREAS, the bill would have required each regional agency
to develop a regional plan encompassing traffic congestion,
inadequate waste disposal and sewage capacity, lack of affordable
housing and deteriorating water and air quality; and
WHEREAS, the bill would have established within each County
a local agency formation commission with specified powers over
the organization and development of local agencies; and
WHEREAS, the bill would have specified the procedures for
appointment and election of the agency board members and their
terms, compensation and powers; and
WHEREAS, the other bills in addition to AB 4242 were pre-
sented and not passed by the Legislature:
AB 969 (Bergeson) - Would have enacted the Southern Califor-
nia Association of Governments last
SB 2391 (McCorquodale) - Would have authorized the creation of
regional fiscal authorities with the
ability to raise revenues
AB 4235 (Farr) - Would have created the State planning
agency
SB 1332 (Presley) - Would have created the Subregional
Planning Act; and
WHEREAS, an in -depth review of all legislation relevant to
Regional Governance has revealed a totally unsatisfactory array
of dictates; and
WHEREAS, the City of Temple City continually supports the
maintenance of local control and the concept of "home rule "; and
WHEREAS, the leadership and citizen support for solving
regional problems are best generated at the local level;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Temple City, California, as follows:

SECTION 1. That the Council of the City of Temple City is
opposed to all the above -named bills, and, any proposed legisla-
tion that would impact local activities by regionalizing them;
SECTION 2. That the City of Temple City proposes that all
regionalization activities be propagated by the cities
themselves.
SECTION 3. The City Clerk shall certify to the passage and
adoption of this resolution, and it shall thereupon be in full
force and effect.

No. 90 -2999 was duly adopted by the City Council of the City of
Temple City at a regular meeting held on the 16th day of October,
1990 by the following vote:
