Roll Call Present: William F. Koch, Jr. Mayor Alan I. Armour Vice -Mayor James T. Skelly, Jr. Commissioner Lawrence E. Cross Comlissioner 2. Minutes On motion duly made and seconded the Minutes of the December 11, 1987 meeting were approved. 3. Financial Report on motion duly made and seconded the Financial Report of the Town Manager, William Gwynn, was approved. 4. Police Report Chief Greer reported on his department's activities during the past month. He is prepared with information on the possible purchase of new weapons for the department when Commissioner Cross returns. 5. Civic Association Letter on Signs The Mayor noted that said letter refers to real estate signs and that he Town Commission Meeting January 8, 1988 Minutes Page 2. 5. Civic Association Letter on Signs (continued) C1 7. r recognizes there is a problem. After discussion with the audience it was decided the Town Attorney will research law and report to the Commissioners to provide quidance for them on this matter. A copy of this letter is attached to the minutes. Request to use F.I.N.D. property for public parking (Flea Market) Mayor Koch informed the Commission that he had been approached by Mr. Malcomb Bird on behalf of Mr. Preston Henn owner of the Delray Drive —In Theater to request permission to use the F.I.N.D. area for public parking in conjunction with the Flea Market. After careful consideration of this request the Commission unanimously voted to disapprove this request since it would not be in the best interest of the Town. Discussion ensued on F.I.N.D. property to the north and Town request to lease same. Attorney Randolph will try to have the lease signed prior to the next meeting. Mayor Koch spoke to the problem of the south F.I.N.D. property noting the e difficulties involved. The Mayor also noted his concsii with the County Planning Authority interpretations on jurisdiction and he urged all to attend the meeting of this Authority. Commission Comments Commissioner Armour raised the issue of the Police Chief running for political office and its effect on the Town. Chief Greer, on advice of the Attorney General of the State of Florida, will take a leave of absence in July. Public Comments Residents raised the issue of unpleasant odors in certain parts of the community. Mayor Koch recommended said residents to contact the Little Club regarding a possible connection to their sewer system. 9. Koch of Gulf Stream Florida During recent weeks indirectly, numerous maintenance of signs way of example, will and avenues. 33483 the Association has received, either directly or complaints concerning the erection, display and throughout the community. This condition, by be observed along AIA as well as most other streets While the present Zoning Ordinance, Section 10 (sub- section C) prohibits "the erection, display and maintenance of a sign on any property or building" it nevertheless contains several permissive exceptions which allow and perhaps encourages present conditions to develop and exist. The exceptions are contained in sub - section C (2 and 3, a and b) and related provisions, set forth at the end of sub - section C. To achieve better and more effective control thus eliminating the conditions which form the basis of public complaint appropriate revision of said Section will be required. The Association urges the Commission to take appropriate action. It should be observed that when and if such action is taken that the revised ordinance will be effectively enforced.
