GWYNN MINUTES Aaalatant Town Manager Town Clerk BARBARA GWYNN Chief of Police July 8, 1988 JAMES GREER The meeting was called to order at 9:00 a.m. by the Bon. William F. Koch, Mayor. 1. Roll Call Present: William F. Koch, Jr. Mayor James E. Cross Commissioner James T. Skelly, JR Commissioner Lawrence E. Stahl Commissioner Also present: William Gwynn Town Manager Barbara Gwynn Town Clerk James Greer Chief of Police John Buchan Police Captain Richard Brandt Code Enforcement Officer Martin Cousino For Mr. Walsh Robert Dittman Place ALL Soleil Absent: Alan I. Armour Vice Mayor 2. Minutes: The Minutes of the June 10, 1988 meeting were approved on motion duly made and seconded with the substitution of the word "proposal" for the word ,,request" in Item 10. 3. Financial Report On motion duly made and seconded the Commission approved the Financial Report. Mayor Koch confirmed a Budget Workshop meeting for July 18, 1988 at 4:30 p.m. Dates will be set down for other Budget meetings and Public Meetings on the Budget. 4. Police Report. Captain Buchan reported on Police Department activities during the month of June, 1988. Discussion ensued on false alarms - causes, solutions and penalties. Mayor Koch questioned apparent department lack of control of certain practices, namely; failure to report to the CDC. The Mayor said such laxity is unsafe for the Town and the officer and strongly urged enforcement be required of all officers. Mr. Gwynn read a letter from Police Chief James Greer in which Chief Greer Town Commission Meeting July 8, 1988 Minutes Page Two C4. Police Report (continued) requested an indefinite Leave of Absence. Mr. Gwynn accepted Chief Greer's request and granted him a Leave of Absence Without Pay, said leave to begin on July 8, 1988. Mr. Gwynn read a letter from Chief of Police James Greer recommending Captain John Buchan be appointed Acting Chief of Police during Chief Greer's absence. Mr. Gwynn accepted the recommendation and appointed Captain Buchan as Acting Chief of Police effective July 8, 1988. The Commission approved Mr. Gwynn's decisions. 5. Planning and Zoning Report a. Preliminary Site Plan Review Request by Mr. and Mrs. Mitchell Denberg to remove an existing residence and replace with a single - family residence. Lot 9, Block D, Revised Plat of Blk D and Blk E, Palm Beach Shores Acres. 1223 N. Ocean Blvd. After examination of maps and discussion with a representative from the Town Attorney's Office regarding access, setbacks and easements the Commission recommended Mr. and Mrs. Denberg produce a Title Search and a Survey showing said easements and setbacks. b. Site Plan Review Request by Mr. Don Walsh to construct a second floor addition for a mother's quarters. Lot 90, 915 Orchid Lane, Place An Soleil. After conferring with Messrs. Cousino and Dittman on the history of this proceeding the Commission requested these gentlemen give their positions in writing for presentation to the Town Attorney. The Commission will base its decision upon the Town Attorney's opinion. c. Sign Review A request to place an information sign on AIA - construction site - Mr. and Mrs. Hedendal, 3445 Oleander Way. On Motion duly made and seconded the Commission approved this request. d. Not on the Agenda The Planning and Zoning Board requested a site water- retention report be provided on the Pulte residence site by the Town Engineer. On Motion duly made and seconded the Commission approved this request. 6. F.I.N.D. Committee Report Mr. Dittman reported on the efforts of this Committee to find an acceptable solution to the development of this area. After extensive discussion of all aspects of this subject it was agreed the Committee will present a report to the Commission for presentation to F.I.N.D. This report will incorporate the names of persons and of organizations supportive of the Town's position as well as noting the Town's committment to utilize tax revenue to renovate and /or provide access to the area. William F. Koch, Jr., Mayor. 1. Roll Call Present: William F. Koch, Alan I. Armour James E. Cross James T. Skelly, Also present: William Gwynn Barbara Gwynn John Buchan Clarence Sova Absent: Iawrence E. Stahl Jr. Mayor vice -Mayor Commissioner Jr. Commissioner Town Manager Town Clerk Acting Chief of Police Public Works Supervisor Commissioner Mayor Koch announed this Budget Hearing as held pursuant to written Notice mailed to the Town Commissioners, by posting of Notice on the Town Hall Bulletin Board and by Public Notice published in newspapers as required under the Law; that copies of the Proposed Budget were delivered to all members of the Commission, that said meeting is a Workshop meeting and that two additional meetings will be held within the legally specified time period. Therefore, the two additional meetings are tentatively set down for September 16th and 23rd, 1988 at 5:01 p.m. Mr. Gwynn will contact everyone concerned tcmrrow to establish a firm date for the first meeting. The Mayor called on Mr. Gwynn to open discussion on the Proposed Budget. Mr. Gwynn remarked that he had been conservative on all items but that the Town will start the 1988 /89 Budget $40,000 short due to transfer of dredging and construction funds used to make up the 1987/88 budget. The Commissioners examined the Budget for areas of reduction or possible Town Commission Budget Workshop July 18, 1988 Minutes Page Two adjustment including salaries, purchases and services, acknowledging the possible F.I.N.D. legal fee contingency. on the proposed purchase of weapons Commissioner Cross asked that judgement be withheld until Acting Chief Buchan can check on what the surrounding communities are doing in this respect. on the subject of uniform cleaning it was requested that Acting Chief Buchan get a breakdown of cleaning charges. Discussion ensued on the selling and /or trade -in of weapons. Commissioner Cross requested the Police Department get a breakdown figure for the record. Mayor Koch indicated services contracted for by the Ton of Gulf Stream may cost more in the coming year. The Mayor said the Commission must be prepared to cut the budget as proposed, citing the areas of salaries and reduction of purchases such as a computer, a beach buggy and weapons as likely to be cut. Commissioner Cross said he was very sorry to see the Commission drop the re- arming of the Police force but, if it is a requisite to meeting budget requirements, it is recognized as necessary. on motion duly made and seconded the Commission voted to use the figure of 4% for salary increases, to repair instead of replace the beach buggy and to eliminate the purchase of a computer and of weapons. These changes would then result in a total budget of $971,400. and require a millage of 4.7009.
