CITY COUNCIL “PRE-MEETING” WORK SESSION, AUGUST 16, 2021
CALL TO ORDER
Mayor Carrie Tergin called the August 16, 2021 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Fitzwater, Kemna, Lester, Schreiber Spencer, Spicer, Vogt, and Ward
Absent: Hensley and Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilmember Fitzwater will lead the prayer.
Public Hearing
- Margie Mueller, Director of Finance & I.T. will present bill 2021 -036.
Councilmembers Hensley and Wiseman arrived at the meeting at 5:47 P.M.
Presentations from Invited Guests
- Steve Lochhead from the Elks Lodge and River Region Credit Union will
make a presentation regarding a community event.
Announcements
- Councilmember Hensley will make Finance Committee and Budget
Committee announcements.
- Sonny Sanders, Director of Planning & Protective Services will make an
announcement regarding a CDBG grant public meeting.
Consent Agenda
- Councilmember Fitzwater will request to take up items A. and B. separate
from C. and D.
Bills Introduced
- City Staff presented their respective introduced bills. Bill 2021-039 has been
check marked for a suspension of the rules.
Bills Pending
- The FY 2022 budget bill, 2021-036 will be placed on the informal calendar
since the budget has not been passed out of the Budget Committee as of yet.

Resolutions
- City Staff presented their respective resolutions.
New Business
- Sonny Sanders will present a City ward redistricting update.
Closed Session
- A closed session is on tonight’s agenda.
