REGULAR COUNCIL MEETING, AUGUST 16, 2021
CALL TO ORDER
Mayor Carrie Tergin called the August 16, 2021 City Council meeting to order at 6:02 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
Ward, and Wiseman
Absent: None
A quorum was present.
ADOPTION OF THE AGENDA
A motion was made by Councilmember Wiseman and seconded by Councilmember Vogt
to adopt an amended agenda, adding item A. “Elks Lodge Community Event
Presentation” under Presentations from Staff, Consultants & Invited Guests. The motion
passed unanimously.
MISCELLANEOUS AGENDA ITEMS
Kristi Campbell from the Cole County Health Department provided an update.
PUBLIC HEARINGS
a. Approving Rate of Taxation for Property Tax 2021
i. Associated Pending Bill 2021-037.
A Staff presentation was made by Margie Mueller, Director of Finance & I.T.
There being no one to speak on the bill, Mayor Tergin declared the evidentiary
portion of the public hearing concluded.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING
FOR THE LEVY OF CITY TAXES AND ESTABLISHING THE RATE OF
TAXATION FOR THE CITY OF JEFFERSON, MISSOURI FOR THE YEAR
2021.
There being no objection, bill 2021-037 was read third time by title, placed on
final passage, and passed by the following roll-call vote as Ordinance 16161.

APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Steve Lochhead from the Elks Lodge and River Region Credit Union presented a
donation to the City’s United Way fundraising efforts, contributing to Lt. Dave Williams
“Pie in the Face” jar.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council Committee announcements:
• Budget Committee - There will be a Budget Committee meeting on Thursday,
August 19th at 5:30 p.m. in City Council Chambers.
• Finance Committee – There will be no Finance Committee meeting this month as
the Budget Committee meetings continue.
• Public Works & Planning Committee – There was a Public Works & Planning
Committee meeting on Thursday, August 12th.
Staff Announcement
• Planning & Protective Service Director Sonny Sanders announced the City’s
application for up to a $2,000,000 grant from the Missouri Department of Economic
Development for the Community Block Development Grant COVID-19 program. A
public meeting will be held August 26th, 3:00 P.M. – 5:00 P.M. in City Council
Chambers for public input.
Mayor Tergin made the following announcements:
• Flags were flown at half-staff on Saturday, August 14th in honor of United States
Marine Corps Corporal Dalton Wayne Pierson. Citizens lined the streets on August
12th to pay their respects to the family of the fallen soldier.
• Last week was full of successful events celebrating Missouri’s Bicentennial. Past
and upcoming event information can be found at missouri2021.org. Mayor Tergin
recognized Britt Smith, Public Works Operations Director for the great display of
Bicentennial flags that were flown downtown.
• The City, a United Way Pacesetter Team, has started fundraising. Pledge cards
have been distributed to City Council. The City is also hosting a penny war. The
top three Department Directors with the most donations will play the game “Pie in
the Face”.

LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance. Mayor Tergin announced
today as the first day of classes. She also announced the successful, annual Casino
Night at Lincoln University where money was raised for scholarshi ps.

CONSENT AGENDA

Councilmember requested to separate items a. and b. from c. and d. for further
clarification and discussion on items c. and d.
With no objection, Councilmember Wiseman motioned and Councilmember Kemna
seconded the motion to approve items a. and b. on the Consent Agenda. The motion
passed unanimously.
After further discussion of items c. and d., Councilmember Kemna motioned and
Councilmember Wiseman seconded the motion to approve items c. and d. on the
Consent Agenda. The motion passed unanimously.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A $430,238.43 AGREEMENT WITH
INTRADO LIFE & SAFETY SOLUTIONS CORP FOR THE 911 CALL ANSWERING
SYSTEM UPGRADE PROJECT.
Councilmember Schreiber requested to suspend the rules and take up bill 2021-039 for
third reading and passage.
With no objection, Bill 2021-039 was third read by title, placed on final passage, and
passed by the following roll-call vote as Ordinance 16162:

Eric Barron, City Planning Manager, presented the resolution.
Councilmember Lester motioned to adopt RS2021-11. Councilmember Ward seconded
the motion.

RS2021-11 was passed by the following roll-call vote.

Mayor Tergin left the meeting at 7:00 P.M. due to a scheduling conflict. President Pro-
temp Dave Kemna conducted the remainder of the meeting.

Councilmember Hensley motioned to adopt RS2021-12. Councilmember Lester
seconded the motion.

Sonny Sanders presented a City ward redistricting update.
APPROVAL OF AUGUST 2 CLOSED SESSION MINUTES
Councilmember Lester motioned and Councilmember Vogt seconded the motion to
approve the August 2nd closed session minutes. The motion passed by the following roll-
call vote.

CLOSED SESSION
Councilmember Kemna stated, pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, he would entertain a motion to go into Closed Session to discuss the following:
1) Attorney-Client Communications [Sec. 610.021(1)]
2) Real Estate [Sec. 610.021(2)]
A motion was made by Councilmember Spicer to go into Closed Session for the above-
stated reason, seconded by Councilmember Vogt and approved by the following roll-call
vote at 7:17 P.M.:

RECONVENE IN OPEN SESSION
Following the Closed Session, the Council reconvened in Open Session at 7:37 P.M. with
