Commissioners present —Galen Bruer (Chair), Randy Hughes (Vice Chair) Brad Kvanbek (Secretary), Gerry Dykhoff, Tom Gregor, Theresa Richey and Ray Essendrup. B. Also present — Carolyn Smith and seven residents including Lion members. II. Additions to agenda. — None III. Approval of last meeting's minutes. — Approved with some minor corrections. IV.Business. A. Updates 1. Morningside — None. 2. Independence Beach — None. 3. Maple — None. 4. Holy name — Nothing. 5. Hunter — None 6. Legion Park - None B. Hamel Legion Park community building — 1. At the steak fry, September 26th, location was discussed and reasons. 2. Lion, Eric Jungels presented the options with color drawings. Location affects access to park and distances to skating rink and park features. Discussed benefits of East-West or North -South orientation. More parking was favored 50- 60, currently bank allows overflow parking. A connection for the two parking lots has benefits, but trail is better received. "Existing building" is going when community building is done. Garage doors north or East? Medina Park Commission Meeting Minutes October 16, 2002 Page 2 of 3 3. Motion made by Tom Gregor and passed with no dissensions - The Park Commission recommends the City Council accept the Lions purposed option "B" and maximize number of parking spaces, minimum of fifty. And move the building to the west and south with an East- West orientation and north facing garage doors. The gravel road should be eliminated and a trail be added. C. Park Contributions — Transactions were reviewed and according to Tom and Gerry's records the transactions are largely accurate. However the transactions are not to date as some transactions are missing. City accountant or auditor will be asked to produce a complete and current donation entries, Carolyn will do the asking. Lions will provide a list of their donations since 1993, $366,000. $16,000 may be disputed but likely $350,000 plus interest, was for the building. $438,791.00 to date, including interest, for Legion Park. 1. Lions inquired whether or not the city could pay part of the costs if, dedicated funds is not enough. The Lions would pay back the loan. The building cost last year was approximately $750,000. This year the construction cost may be less. The loan would likely be for the site costs not the building itself. By June 2003 the Lions anticipate having about $560,000 total for project. Loan will not be bought up unless and until needed. 2. Discussion regarding timing of Lions meeting with the planning commission, it may be best to put off meeting until plan is complete an accurate with changes. The Lions will try to have plan revised in time for meeting. D. Trails study — limited until 9:30 pm, agreed by all commissioners. Instead of numbering our priority list of trails we may use "high" "medium" and "low priority" 1. Northeast trail committee — The council has suggested a survey be done of the residents north of Highway 55 to see if they would use the Sioux drive sidewalk/trail. The park commission and planning commission should work together on the trail plans. A joint meeting should include inviting the residents. Galen will call planning commission chair Liz to setup. 2. Southeast trail committee — Nothing tonight. 3. West trail committee — Orono park commission liked the idea of a trail north of Old Crystal Bay Road and are prepared to proceed. E. Brad will email Carolyn commissioner's email addresses. F. Plaque dedication structure — Gerry got prices for construction costs about $7,000. G. Gerry brought up and idea about planting for evergreen trees. It will have to wait until spring. Gerry had a price of $9.00 per foot. V. Adjourn — 9:50 p.m. Next meeting, November 20, 2002.
