Per your suggestion and request,please find attached three(3)sets of Certified Construction Drawings dated June 15,2009 for Ms.Miller's exterior deck additions and door replacements for her residence on Gulick Street,Tybee Island. Also,per our decision,my office has terminated the files on the work that Mr.Jamie Horner,Ms. Miller's previous malicious and corrupt contractor and"reissued"the new set of Construction Drawings to apply for a new Building Permit showing the new work contracted to Mr.Bob Hisey,Licensed General Contractor,for Ms.Miller. As discussed,I have prepared an explanation for your review and files regarding five issues on the current work abandoned by Jamie Horner,and they are as follows: 1. Regarding the Front Elevation Porch steel post to wood post connection at the First Floor level: The previous contractor tied the specified 4"x4"steel tube column to a pressure treated 4"x4"wood post using a Simpson Tie adjustable Post Base Anchor ABA44 rated at 555 Uplift for either DF(Douglas Fir)or SP(Southern Pine)and compressive strength of 6000. There appears to be a'/2"diameter vertical bolt with nut and washer anchoring the Simpson Tie to wood blocking"imbedded in the top of the steel column". There are two(2)'/2"diameter through bolts installed horizontally through the top of the steel column anchoring the wood block within the steel column.This will provide"wind uplift"resistance per 2006 IBC and SSTD. On March 20,2008,I wrote an Addendum Letter to Ms.Brannyn Allen,requesting a post revision change from 4"x4"steel to vinyl clad PT 4"x4"wood posts.Because of the vehicular traffic,it was agreed upon to use steel columns at the Ground Elevation to the First Floor and The City would approved the wood posts from the First Floor"upward".The owner and I agreed. I did not specify the connection but did inspect on June 2nd and certify compliance. . 2. Regarding the Front Elevation Porch"elimination"of a center continuous post from the First Floor "rim band"to the top of the Second Floor railing(Directly over the Garage door below): The design intent was to carry a portion of both the Second Floor and First Floor deck loads to the front"adjacent"columns rather than carry a Second Floor deck load to the First Floor deck"rim band". Upon inspection on June 2nd,I have concluded that the design will carry the intended loads.The current First Floor"rim band"is not continuous(two pieces of 2x wood)and would pose a structural question if designed with the center continuous post. The Georgia Environmental Protection Division administers the rules. Section 5-4-9 Prohibition provides, in part, as follows: (4.)
