This money was hired from the First and Ocean National
Bank' of Newburypert bearing, interest at forty hundredths
of one percents discounted.
Jan. 13, 1938. The board of selectmen held their first
- regular business meeting of the year with all members
present. The usual m6ntr,l7 bills were approved for payment,!
A delegation of members from the Newbury Grange appeared �
before the selectmen in regard to rental of the hall.
An agreement was established for extra meetings for drill ,cork
fcr the fee of one dollar an evening. No other business.
Board adjourned.
Jan. 27.,. 1938. The board of selectmen held a meeting in the
town hall, Newbury, at 7:30 p. m. The full board of selectmen
tirere present. The usual routine of bills were approved and the
treasurerfs warrant made out. Burton H. Rogers, Forest Fire
Warden, tendered his resignation to the board and it was ac-
cepted. It was then voted to submit the name of Henry F. McGrath,
Jr. to the state forester for approval. A discussion was held
_ with the welfare board in regard to finding some work for welfare '
recipients to perform. The two boards agreed that filling holes
and digging drains on Hay Street would be a worthy job for the t
u welfare recipients, and Mr. Dennett was instructed to carry out
the orders. :;

Feb. 10, 1938 The board of selectmen held a meeting in
the town hall, Newb-ary, at 7:45 p. m. All members of the
board were present.
Approved the general routine of bills and
drew up the treasurer ► s warrant.
The selectmen then went over the appropriations
for the coming year to submit to the annual toxin. meeting, Tues-
day, March 15. It was voted to meet with the finance committee
on Sunday at 2 :00 p. m. to discuss the appropriations and
business for the coming year.
The state forester returned the approval of
Henry F. MicGrath, Jr. as forest fire warden and it was ac-
cepted by the board.
The selectmen voted to appoint Harold E.
Jellison constable for one year from this date, Feb. 10,
1938 to Feb. 10, 1939.
No other business . Meeting was adjourned.
Feb. 24, 1938 The board of selectmen held a meeting
at the town hall, ivewbury at 7:30 p.m. All members of the
board were present.
The usual routine bills were approved and
the treasurerts warrant drawn.

The board of selectmen held a meeting at the
Town. Hall, 1jewbury, at 7:30 p.m. All members were
present.
The usual routine bills were approved and the
treasurer' s warrant drawn.
The selectmen appointed the same ballot officers
and clerk as in 1937, except George Dresser, who was ap-
pointed to succeed VIalter Alley in precinct 2.

Meeting called by Acting Chairman, Mr. Parsons
at 8 :25 p.m. Mr. Pearson elected chairman, and Mr. Berry,

Mr. Parsons renominated Margaret B. Lucey for a
second term on the Board of Registrars .
Lawrence M. Rogers was reappointed Superintendent
of Moth Work.
P. Henry Ilsley was reappointed Inspector of Beef.,
Provisions and Slaughtering and Cattle Inspector, Inspector
of Milk.

The Board of Selectmen held a business meeting for
the purpose of approving bills, etc.

The Board of Selectmen held a meeting at the
Newbury Ton Hall.
Hearing was granted the Haverhill Electric
Company as to pole locations on Larkin Street. Vote
unanimous in favor of.
Petition by fish commissioners to close
clam flats at Dole 's Island on thoroughfare flats,
on account of being reseeded.
Hearing granted LeRoy H. Smith on lot at
Plum Island as to sale of lot. Sale Price 1z;,1.U0
Voted not to spend anv more or remainder of
clam appropriation.
Received notice of case of Scarlet Fever

Newbury Town Hall.
The name of Herbert W. Patch was drawn for
a juror.
Compensation was awarded to Charles ° . Hilchey

Arnold Thistlewood was appointed Dog Officer.
Brought up that Parker River be watched for
polution as complaints from different sources have been
received by the board.

The Board of Selectmen declared an eriergency existing
in the Department of Public Welfare and authorized a transfer to
cover the same.
Voted to ask the Finance Comm ttee for a transfer of
"100.00 to Public 9elfare Expenses, and ',',19.55 to the Plum Island
Bridge, and also 150.OU for Incidentals .
Permit granted to Raymond Adams to move the old Tovm
House from its present location northerly up Middle Street one-
eir,hth of a mile to a new location on the opposite side of the
street and the Tozrm assumes no liability resulting in any prop-
erty or personal injury.
Hearing held at Totim Hall on petition of Haverhill
Electric Company and the New England Telephone and Telegraph

The Board of Seloctraen held a meeting at the Newbury
Town Hall. The meeting opend at 7:45 p. m.
Mr. George Parsons was nominated for Chairman of the
Board of Selectmen; E,T. Clifford Berry, as Clerk.
Paul Henry Ilsley was nominated. Inspector of Slaughter-
in; and appointed by a unanimous vote by the Board.

by I`,Jr. Pearson and carried by Berry. I.ir. Parsons nominated
Bernard L. Guilford for E,_oth Superintendent, but was not seconded.

residents of P,:entYomery Park requesting the Selectmen to
refuse the circus to exhibit at the old balll field on
June 28, 1941 . As the major portion of these grounds lay
within the limits of Newburyport, and as Newburyport has
given their permission, your Selectmen feel they have no
power to interfere with the circus .
It was voted, however, to ask the Chief of Police
to see that the streets and property in the Park are
properly protected and that no cars be permitted to enter
the ball grounds from the Newbury side .
Voted to grant a permit to the Society of the

Notice was received from the Division of Livestock Disease
Control of the approval of the nomination of Daniel Dole as
Inspector of Animals for the Town of Newbury for the year ending
March 31 , 1943. The appointment of Mr. Dole was made by the board
for the year.
Approval of the appointment of Bernard L. Guilford as
local moth superintendent for the town for the year 1942 was
received from the Department of Conservation.
It was voted to close the Reef clam flats in Parker River
until further notice .
It was voted to restrict all clam digging in all the
flats in Newbury to 42 bus . for every 24 hours.

Transportation Company a license to operate motor vehicles
for the purpose of carrying passengers for hire in either direc-
tion along a certain public way in the Town of Newbury be-
ginning at the Newburyport-Newbury Town Line on U. S . Highway
No. 1 to the Newbury-Rowley Town Line, conditional upon the
stopping for the purpose of taking on and discharging
passengers at one scheduled stop located within the Town of
Newbury and at two signal stops also within said Town, of
each and every motor vehicle operated pursuant to the license
herein granted. This license is personal to the Boston and Maine
Transportation Company and is neither assignable nor trans-
ferable . Any waiver at any time by the then Board of Select-
men of Newbury of any of the conditions or provisions of this
license shall apply solely to the specific instance set forth

At a meeting of the Selectmen and Board of
Health , Thursday, June 25, 1942, permission was granted
to the Haverhill Electric Company and to the New England
Telephone and Telegraph Company for the joint location of
a pole on Chute Street.
Complaint having been made, it was voted to prohibit
the dumping of clam shells at the Island. The following
resolution was passed : complaint having been made to the
Board of Health in regard to the clam shells which have
been dumped near the marsh road, causing a very disagreeable
odor and also regarded as a menace to public health, it
was voted to prohibit the dumping of any more shells at
Plum Island.
As the Thomas G. McGlew Welding Company is doing
our electric and acetylene welding and also our cutting
and general blacksmith work, it is very necessary for us
that this company maintain their equipment utilized for
this work, as a drop in their production would be a serious
concern to this town. This resolution was passed by the
Board of Selectmen.

regard to removing poles from West side of the road leading to
the new school, to the Fast side of the road. Tel.& Tel.officials
agreed that the poles were erected without securing a permit
from Selectmen, and that they would have them relocated on the
East side of such way.

snow was gone and the weather warmed.

The Selectmen held a conference with the Chief of Police in
regard to painting the white lines on the highway at the street
intersection and on the dangerous curves. It was voted to paint
a white line on the P. I. Turnpike from the Newburyport line to
Old Pt. road. The Chief and Selectmen were of the opinion that
this would keep traffic in line and prevent accidents.
Voted to have the Secretary notify the Haverhill Electric Company
to install all lights voted at the annual Town Meeting.

the Basin, in order that they might drive their cars to their
cottage. They were informed that to do any such work would require
a vote to be passed at the annual Town Meeting,
