The Village Clerk informed the Coi,ncil that fireman Fitzgfrald's Long TPrm Disability claim had been turned down by the Insurance Company and that h._ had not yet heard from the Suuial Security Buroau. Attest: Village Clerk July 27, 1968 The Council of Bel Harbour Village met Saturday, July 27, 1968 at 9:30 A.M. in the Village Hall. Present: Messrs. Hart, printup, Taplin and White Absent: Mr. Beatty Also present Were W. H. Webb, Village Manager; Mary T. Wetterer, Village July 27, 1968 55 Clerk; and Thomas Anderson, Village Attorney. Mr. Webb read a letter from the State Road Department stating that the State would not construct turn lanes where there is not an intersection dedicated to the public. Mr. Taplin suggested that perhaps the hotels might be willing to contribute to such a project. mr. Webb read to the Council a letter from Harland Bartholomew and Associates stating that they would do a survey of Collins Avenue to include Traffic, Street Appurtances and Landscaping for $12,500.00. He said he had contacted the State to try and ascertain the status of the landscaping plans, but was not successful in obtaining a set. After discussion mr. Taplin suggested that the Council wait until they can look at the plans being prepared now and augment them if necessary. He said he would like to see if some of the Resort Tax money could not be used for the Collins Avenue beautification project. Mf. Webb asked the Council to again consider Fireman Fitzgerald's status with regard to him being paid until the Social Security Administration determines his disability. It was moved by mr. Hart, seconded by mr. Printup and unanimously voted that rr. Fitzgerald would receive 60% of his salary for one more month and the Village manager should contact the Social Security Administration to see what is being done on this claim. The Village manager presented the Department of Tourism Budget for the period of June 1, 1968 through September 30, 1968. He also explained that he had contracted with the dredging firm for $1,00 per yard and we will pay them what is called a mobilization fee for $20,000.00 for setting up their equipment which is deducted from the overall cost of the fill. On motion of Mr. Hart, seconded by Mr. Taplin, and unanimously voted RESOLUTION NO. 167 adopting the Department of Tourism budget to September 30, 1968 was adopted. mf. Webb said he had asked Mr. Beatty to report on the raise of the Dade County League of municipalities dues from $200.00 to $1,000.00. Due to mr. Beatty'S absence the matter was tabled until next meeting. The Council then considered the audit for the first nine months' operation. After discussion on motion of mr. Hart, seconded by mr. Printup, the audit was accepted. mr. Webb said he had talked to the Community National Bank and Trust Company and they had agreed to simplify the proceedure for designating signatures on our accounts. He asked that the Council approve the addition of Fredric maley's signature on the accounts. He said that mr. Maley would be properly bonded after his arrival. On motion of Mr. Printup, seconded by Mr. Hart and unanimously voted it was agreed that Mr. Maley could sign on the accounts in Mr. Webb's absence. ORDINANCE NO. 138 amending Ordinance No. 63 to permit the keeping of animals, other than dogs and cats, on property in Bal Harbour with special permission of the Council was read to the Council by Mr. Anderson. 0n motion of Mr. Hart, seconded by Mr. Printup, and unanimously voted the Ordinance was adopted. July 27, 1968 56 The Village manager said that during the month the Council had the proposed Budgets for study he had answered any questions they had regarding various items in the Budgets. As there were no further questions, on motion of mr. Printup, seconded by mr. Hart, RESOLUTION No. 168 adopting the Current Fund Budget for 1968-69 was unanimously voted. RESOLUTION ND. 169 adopting the 1968-69 Water Department Budget was unanimously adopted on motion of mr. Hart, seconded by mr. Taplin. RESOLUTION ND. 170 adopting the Sewer Department Budget for the 1968-69 year was unanimously adopted on motion of mr. Taplin, seconded by Mr. Hart. RESOLUTION ND. 171 adopting the Department of Tourism Budget for 1968-69 was unanimously adopted on motion of Mr. Hart, seconded by mr. Printup. The Village manager said that the dredge was moving in to start the beach nourishment, but that according to Dade County Ordinances we would have to get permission for the work. He said that the dredge would start working within the Village limits until we have the permission of Dade County to remove the fill from the bottom located in the unincorporated area. There being no further business on motion of mr. Taplin, seconded by mr. Printup, the meeting was adjourned at 10:40 A. M.
