MINUTES
JOINT DISTRICT MEETING
WINTER PARK WEST WATER & SANITATION DISTRICT
FRASER SANITATION DISTRICT
GRAND COUNTY WATER AND SANITATION NO.1
GRAND COUNTY, COLORADO
Representative~s from each of the above Districts met on Tuesday~ January 30~ 2001~ at the Winter
Park West Water & Sanitation District's conference room, 509 Zerex Street, Fraser~ Colorado.
The representative's present from each District were:
WPW W&S: Ingle Refvem~ Jon Westerlund, Micbael LaPorte, Jim Cordell, Beeky Neitzke,
Distrid Secretary, and Dave Witten bach, System Operator.
Fraser San: Kirk K1ancke, Steve Somerall, Joe Fuqua, Drew Matteson, Dennis Soles, and Ron
Andenon.
Grand No.1: Bob Wolfe, Bruce Hutchills, and Randy Atwater.
Also Present were Jack Bestall with Maryvale Developers, Jim CbubriJIo and BrIan Ebrle with the
Colorado Dept. of Publh: Health and Environment.
The meeting wu called to order at 6:07 p.m.
It wu an open agenda.
Bob Wolfe stated to Winter Park West and Fraser Sanitation District's tbat on behalf of Grand
No.1, tbey have decided to build tbeir own plant based on the $7.5 mUlion bid. Bob noted that
even thouV;h tbe bids were higher thaa expected, Grand No. 100w bas set figures to go off of. Bob
also stated that Grand ~o. 1 has isslIed the bonds Deeded and that the financing is in place. Bob
said tbat Grand No. I is goiDI to keep the 20 acres that tbey cllrrently own as open space and that
it may possibly be donated to the Rec District t"or a new Ree Center. Kirk Klancke said that be
wanted to know if it was possible to consolidate the dewatering facUities. Randy Atwater stated
that tbeir plans for dewaterinE: were already in progreBI. Bob Wolfe did qree tbat Grand No.1
would reimburse Fraser Sanitation for their portion of expenses incurred to date regarding tile
consolidation. Steve Sommerall stated tbat Grand No.1 did already pay one biD that was sent to
them. but there were still other expenses to be pllid. Kirk KlaDke and tile Frailer Sanitation Board
felt that Bob's word was sufficient as aD agreement for payment. With DO otber items to discuss,
Mike LaPorte made a motioB to adjourn tbe meeting with Grand No.1 at 6:17 p.m. Ingle Refvem
seconded the motion. The vote was unanimous.
Jim CbubriUo and Brian Ehrle were given schedules that McLaullhlin Enl:ineen previously sent to
Fraser Sanitation aDd Winter Park West regarding the timetable needed to continue with the
~onsolidation. Jim stated that some of tbe things in the ~hcdule may run concurrently to save
time, as opposed to each step bernl done separately. Brian stated that he could be at the February
6,2001 Fraser Sanitation Board Meeting if needed. Botll Districts felt that it was a good idea for
Brian, and Jim if bis schedule allowed, to be at the meeting since Ron McLau:hlin will also be
there to speak with them regardinll the schedule. Jim stated tbat he would also put together a

timetable on what be felt were priorities. Brian did note that one oftbe most important items at
lhe moment to keep up OD is the EnvironmenCaI Assessment. Brian noted that after publication,
there is a 30 day public review for approval. Ingle ioquired about possibly getting someone else to
help with tbe Environmental Assessment siDce Ron already has so much to do in a limited time
frame. Mike stated that Gary will talk to ROD about the schedule. ID closing, both District~s
agreed tbat the Facilities Plan and the Environmental Aslle!lllment are of high priority.
Witb no other items to discuss, the meeting adjourned at 7:02 p.m.
