CALL TO ORDER — Chair Wallace Dee called the meeting to order at 7:25 p.m. 2. ROLL CALL NOTED: Board Members; Green, Brown, deRyk Jones, Vice Chair Anderson, and Chair Wallace Dee. Staff Present: Alex Terrazas, Assistant Town Manager; David Griffith, Redevelopment and Housing Coordinator; Diane McLaughlin, Administrative Services Manager; Kim Szczurek, Administrative Services Director; Dan Wilkins, Public Works Director/Town Engineer; Tony Lashbrook, Town Manager; and Judy Price, Town Clerk. 3. PLEDGE OF ALLEGIANCE — deferred. 4. PUBLIC COMMENT — none. 5. CONSENT CALENDAR It was moved by Board Member Green and seconded by Vice Chair Anderson to approve the Consent Calendar as follows: 5.1 Approve the Minutes of October 21, 2010. 7:27:19 PM Ayes: Vice Chair Anderson, Board Member Brown, Chair Wallace Dee, Board Member Green and Board Member deRyk Jones. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. 6. DISCUSSION ITEMS 6.1 STAFF REPORT: Application for Downtown Streetscape Improvement Loan Program Funds Submitted by Rick Holliday on behalf of Follet Follies, LLC for 9932 Donner Pass Road. Recommended Action: Approve an application for Downtown Streetscape Improvement Loan Program Funds submitted by Rick Holliday on behalf of Follet Follies, LLC for 9932 Donner Pass -Road for an amount up to $50,000. Council Member Brown .recused himself due to a business relationship with the applicant. Town of Truckee November 4, 2010, Redevelopment Regular Page 1 David Griffith, Redevelopment and Housing Coordinator, presented from the staff report (presentation on file with the Town Clerk). Board Discussion: • Cost of $105,000 prior to new estimates. • A tree well is identified as the most appropriate design for the site, designed by the design team with Staff input. • The Development Code requires particular levels of landscaping, on a project specific basis. • This is public property therefore the Development Code does not particularly apply. o The Development Code update may need to explore the details of sidewalk design guidelines to reduce the number of plan iterations an applicant needs to provide. • This program is significantly subsidized by the Town. • This is a fully approved project. • The parking requirement will be met with the payment of in -lieu fees. • The fence and metal barrier are to prevent people from missing the significant drop at the end of the sidewalk. Chair Wallace Dee opened the item for public comment. Mark Tanner, principal of Mark Tanner Construction - representative for Holliday Development, stated the project is a collaboration between the Town and Holliday Development. This is the final piece to come before Council on this project. This is the last parcel that the streetscape improvement can happen in this vicinity before the re- alignment of Donner Pass Road. If this is approved site work will begin next week. Chair Wallace Dee closed public comment. The Staff recommendation was moved by Board Member Green, seconded by Vice Chair Anderson, with the following vote: 7:44:02 PM Ayes: Vice Chair Anderson, Chair Wallace Dee, Board Member Green and Board Member deRyk Jones. Noes: None. Absent: Board Member Brown. Abstain: None. The motion passed unanimously. 7.
