HomeMy Public PortalAboutJFOCM 2000-12-21 winter p~rk ~estw*s 870 726 8627 p.2 MINUTES JOINT DISTRICT MEETING WINTER PARK WEST WATER & SANITATION DISTRICT FRASER SANITATION DISTRICT GRAND COUNTY, COLORADO Representative's from each oftbe above Districts met on Thursday, December 21,2000, at tbe Winter Park West Water &, Sanitation District's conference room, 509 Zerex Street, Fraser, Colorado. Tbe representative's present from each District were: WPW W&S: lngle Refvem, Jon Westerlund, Mithael LaPorte, Jim Cordell, Gary Cooper, District Manager, Becky Neitzke, District Secretilry, and Jack DiCola. the District's Legal Counsel Fraser San: Kirk Klancke, Steve Somerall, Joe Fllqua, Drew Matteson, aDd Dennis Soles Also Present were ROD McLaughlin and Rob Anderson of McLaughlin Engineers, Joe Tambourln! ofRTW, Joel Bronson and Bob Wolf of Grand No. 1. The meeting was caUed to order Ilt 6:01 p.m. It wa!. an open agenda. Ja<:k DiCola reviewed with Ron McLaughlin, Winter Park West's and Fraser Sanitation District's situation in tbat they needed to know if he could design a plant expansion in time to make the completion deadline of August 2002, stated in the new Dischar&e Permit. Mike LaPorte also stated to Ron that Winter Park West and Fraser Sanitation Districts wanted to know answers on the timing of the design nnd how he would approach it. Ron McLauihlin presented to the Boards a packet of information includlnl Winter Park West and Fraser Sanitation Distri<:ts flow/load projections, as well as information including Grand No.1. The packets also included an overall budget estimate for a 1.7 MGD plant and a '2.7 MGD plant. Winter Park West and Fraser Sanitation Districts stated that they were interested in desigDinK a 1.7 MGD plant, as they felt Grand No.1 was not going to consolidate at the present time, and that both Districts needed to meet the August 2001 Discharge Permit construction date. Ron McLaughlin explained both options oftbe 1.7 and 2.7 MGD plants, and that even though he felt it would be better to consolidate all three Di!ltricts as previous!)' planned, he wouid be able to design a 1.7 MGD plant for Winter Park West and Fraser Sanitation Districts, that would later be able to expand if Grand No, 1 came in. Ron stated that there were 3 ways that the plant could be designed: 1) have a pretreatment design and contract a secondary design. The downside is that the Districts would have two contractors. 2) have lit modified build (sketch drawinls) so that the Districts would have the cost ahead of time. Ron stated that this might be quicker because the Districts could start building before the design is done. 3) a package design, in which Ron stated he would not do. Ingle Refvem stated that he felt Winter Park West and Fraser Sanitation Districts should design a 1.7 MGD plant, because they eould always add on if Grand No, 1 decided to consolidate in the futLlre. After further discussion, Ron McLaughlin left the meeting at 7:34 p.m. with a note that Gary Cooper would call him in tbe morning to let him know of the Board's decision. wint@r p~rk w@stw*s 970 726 9627 10.3 At 7:45, Joe 'Iambourini of RTW joined the meeting. Jack DiCola Doted to Joe the situation that Winter Park West and Fraser Sanitadon Districts were in, and wanted Joe's opinion on what their options mlly be. Joe stated that because the Bonds that the State issue's go out in May, that the Boards need to have the amended 201 plan in at least by April, 2001. Joe also explained the process of the Public Hearing of the amended 201 plan. Joe stated to the Boards that the State needs to see Il financial plan of both Winter Park West and Fraser Sanitation Districts, in order to see bow they expect to pay back the granted funds. Joe noted that the most important present item tbat needs to be done is tbe Site Application. Steve Somerall stated tbat the last Site Application presented was in 1998 and was also for a 2.7 MGD plant, and therefore was not longer valid. Jnck DiCola stated that the Boards wanted to know If they would save any time by switching en&ineers at this present time. Joe .said that he felt it would only put the Boards further behind than the~' already are jf they decided to switch engineers at this moment. Joe felt that it would be in tht: Boards best interest to stay with McLaugblin Engineers since they have alread)' started design and knows where the Districts are at. After further discussion, Joe Tambourlni (eft the meeting at 9:20 p.m. Jilek DiCola &tated that be was concerned about tbe Site Application process and meeting the August 2002 date. Jim Cordell stated that he felt it would be in the best interest of the Districts to stay with McLaughlin, since he seemed to be cautious oftbe price ortbe expansion and that he had some idea on what contractors to possibly use. Steve SomeraIl felt that the Distri~ts should phase the project in order to SIll)' in compliance of the Discharge Permit date. After further discussion, Steve Somerall of Fraser Sanitation District made a motion to instruct Ron McLaughlin to proceed witb the engineering ofa 1.7 MGD plant as soon as possible, that may be expanded to a ],.7 MGD plant ~'itb 1 MGD modules in the future. Drew Matteson seconded the motion. The vote was unanlmous. Ingle Refevem of Winter Park West Water aDd Sanitation District also made the same motion for tbe Winter Park West District. Mike LaPorte seconded tbe motion. The vote was unanimous. Fraser Sanitation and Winter Park West's Districts agreed that Gary Cooper would call Ron McLaughlin in the morning to let him know the Boards decision. Gary noted that Ron would be in town January 2,2001, and the Boards should sl:hedule a meeting at 7:30 p.m. The Boards agr()cd to this meeting. At 10:26 p.m., Ingle Refvem made a motion to adjourn. Mike LaPorte seconded the motion. The vote was unanimous. ýÿ
