DISCUSSION: Measure V was enacted by Truckee voters in 2008 which resulted in the continuation of
a 1 /2 cent sales tax dedicated to "paving, repairing ands improving our Town's roads to enhance roadway
safety for drivers, bicyclists and pedestrians including related upgrades to drainage to protect water
quality." This measure requires the establishment of a citizen's oversight committee ' "that shall have the
responsibility of auditing the road projects funded by this Measure to ensure that the use of the funds is in
accordance with the approved ballot measure. This review shall occur in conjunction with the annual
audit of the Town's finances."
Fiscal Year 2009/10 is the first year that Measure V funds have been utilized and it is estimated that
roughly $1600,000 has been expended, primarily on slurry seals. To satisfy the Measure V requirements
this committee needs to be in place whein audited financials are available (late fall).
Staff recornmends that this committee be appointed by the Town Council and have 5 members that are
qualified voters within the Town of Truckee. Staff would also recommend that owners or employees of
construction firms and consulting firms that have or could potentially enter into road maintenance or road
construction contracts or road design/permitting contracts with the Town be precluded from membership
on the oversight committee. Due to the nature of the Committee it will be subject to the Brown Act and all
meetings will be public. The findings of the Committee will be advisory to the Town Council and reviewed
in conjunction with the Town's annual audit. Based upon Council adoption of the resolution the Town
Clerk will advertise for interested participants and applications will be brought back to the Council for
formal appointments to the Committee, likely at the first meeting in November. ,
Staff will provide the necessary financial information, project analysis and administrative support to the
Committee.

WHEREAS; Measure V requires the establishment of a citizen's oversight
committee that shall have the responsibility of auditing the road projects funded by this Measure
to ensure that the use of the funds is in accordance with the approved ballot measure. This
review shall occur in conjunction with the annual audit of the Town's finances, and
WHEREAS; Measure V funds have been expended for the first time in the Fiscal Year
of 200902010 which necessitates the formation of the Oversight Committee, and
WHEREAS; the Truckee Town Council desires to create the Measure V Oversight
Committee by resolution so that its membership and purpose are clearly defined.
NOW THEREFORE, BE IT RESOLVED as follows
1. The name of the Committee shall be the Measure V Oversight Committee.
2. The purpose of the Committee shall be to meet annually to audit the road projects
funded by Measure V to ensure that the use of the funds, is in accordance with the
approved ballot measure. This review shall occur in conjunction with the annual audit of
the Town's finances.
3. The Committee shall be made up of 6 members appointed by the Town, Council
who are qualified voters within the Town of Truckee. Owners or employees of
construction, engineering, design, environmental consulting or similar firms that have
entered into contracts or could potentially enter into road maintenance or road
construction or consuffingi contracts related to road projects with the Town shall be
precluded from membership on the Committee.
4. The Committee shall be subject to the Brown Act and all meetings will be public.
5. The findings of the Committee will be advisory to the Town Council and reviewed
in conjunction with the Town's annual audit.
6. The Town Clerk will advertise for interested participants and applications will be
brought back to the Town Council for formal appointment. The term of appointment shalil
be for 4 years except that the first Committee shall draw lots to determine two members
that will serve a 2 year term. The Town Council may decide to re-appoint an existing
member to an additional term.
7. For the purpose of their review, the Measure V Oversight Committee shall utilize
audited financial information on actual expenditures and refer first to the Measure V
ballot language and then for additional guidance to Town Council Resolution 2008-45
placing Measure V on the ballot and the Official Argument in Favor of Measure V which
are attached hereto as an exhibit.
8. Appropriate Town staff, as directed by the Town ilianager, shall provide the
necessary support to the Measure V Oversight Committee to facilitate their efficien)
completion of their responsibiiliti,es.
The foregoing Resolution was introduced by seconded by

Arguments Must be signed and dated by the author(s) Wth a Statement of Accuracy
per the Elections Code §9600, Arguments shall not exceed 30O words.
NOTICE IS FURTHER GIVEN that when the Truckee Town Clerk has selected the
direct arguments for and against said measure, the Truckee Town Clerk shall send
copies of the argument in favor of said measure to the author(s) of the argument
against and copies of the argument against to the author(s) of the argument in favor.
Rebuttal arguments shall not exceed 250 words and must be filed with the Truckee
Town Clerk no later than 5: 00 pm. on Tuesday August 19, 2008 with a Statement
of Accuracy per Elections Code §9600.

RESOLUTION 200845
WHEREAS, the Town Council of the Town of Truckee called a Municipal Election to be hold
on November 4, 2008, and in the future, for the purpose of the electing Members of the Town
Council for a term of office of four years and placing the measure on the ballot as requested by the
Town Clerk; and
WHEREAS, it is desirable that the General Municipal Elections be consolidated with the
Statewide General Elections to be held on the same date; and that within the Town the precincts,
polling places; and election officers of the two elections be the sarne; and that the County Elections
Department of the County of Nevada canvass the returns of the General Municipal Elections and
that the elections be held in all respects as if there were only one election; and
WHEREAS, pursuant to authority of Article SCI of the California Constitution and Government
Code Section 34458, the Town Council of the Town of Truckee desires submit to voters a measure
related to continuing current levels of Town road maintenance and improvement work,
SECTION 1 That pursuant to the requirements of Section 10403 of the Elections Code,
the Board of Supervisors of the County of Nevada is hereby requested to consent and agree to the
consolidation of General Muinicipal Elections with the Statewide General Elections on Tuesday,
November 4, 20018, and iln the future, for the purpose of the election of Members of the Town
Council.
SECTION 2. That a measure is to appear on the ballot as follows:

SECTION 3. That the proposal submitted to the voters is further described in Exhibit A,
attached hereto and incorporated herein;.
SECTION 4 That the County Election Department is authorized to canvass the returns of
the General Municipal Elections. The elections shall be held in all respects as if there were only one
election, and only one form of bailot shall be used.
SECTION 5. That the Board Of Supervisors is requested to issue instructions to the County
Election Department to take any and all steps necessary for the holding of the consolidated
elections.
SECTION 6 That the Town of Truckee recognizes that additional costs will be incurred by
the County by reason of this consolidation and agrees to reimburse the County for any costs.
SECTION 7 That the Town, Clerk is hereby directed to file a certified copy of this
resolution with the Board Of Supervisors and the County Election Department of the County of
Nevada.
SECTION 8. That the Town Clerk shall certify to the passage and adoption of this
resolution and enter it into the book of original! resollutiions.
SECTION 9 The Town Attorney is hereby directed to prepare an impartial analysis of the
measure as authorized by election code Section 9280;

Recommendation to extend the term of the 1 /2 cent sales tax
The TruckeeTown Council has approved a Citizens Committee recommendation to place
a '/3 cent sales tax measure before the voters for the repair, maintenance, reconstruction
and improvement of Town roads and for no other purposes.

g The funds generated from this revenue source shall be
used exclusively for the maintenance, repair, reconstruction, and improvement of
roads and for no Other purpose. The funds shall be used for maintaining roads, which
includes slurry seat, pavement overlays, grind and overlays,, drainage maintenance and
improvement designed to protect the integrity of the roadway, total road reconstruction,
and such other similar treatments as determined by the Town Council, As funding
permits, the funds may also be used to improve existing roadways including widening of
shoulders for safety and the inclusion of bicycle and pedestrian facilities within the
roadway right of way, and associated safety and drainage improvements.
In general, traffic impact fees charged to new development (and not the proceeds from
this measure) shall be the funding source for road improvements necessary to provide
adequate vehicular traffic capacity to serve new growth and development.
Allocation of Fund Town will actively solicit the involvement of the public in its
amoral process to allocate the funds generated from this revenue source to specific road
maintenance and improvement projects,
Independent Oversight Committee The Town Council shall establish a Citizen's
Oversight Committee that shall have the responsibility of auditing the road projects
funded by this Measure to ensure that the use of the funds is in accordance with the
approved ballot measure. The timing of this review shall generally coincide with the
annual audit of the Town's finances.
Term This ballot measure shall become eft�ctive immediately upon approval by the
voters and shall have a term of 20 years. This measure shall replace the current V, cent
sales tax (Measure A) previously approved by the voters.
No Tax Increase This ballot measure will not increase the sales tax rate beyond the rate
currently paid, This measure extends the current rate for 20 years,

These funds have been used to improve the worst of the potholes, cracks. ruts and road safety
problems the Town inherited when iit incorporated in 1993.
By law, this funding will expire in 20 If it does expire, the Town ofTrUckee will lose
approximately $2.1 million in annual road funding and TrUckcc roads will deteriorate.
Measure V is on the ballot to extend the existing '/2 cent sales tax to maintain roads that have been
improved and complete needed road repairs that still need to be addressed,
Specifically, Measure V funds will be used to:
Fix potholes, pave, repair and maintain local roads
Improve roadway safety (or dri'veirs, bicyclists and pedestrian.
Make it safer for students walking or biking to and school
Upgrade roadway drainage to protect local water quality
A large part of the moncy From Measure V comes from tourists and second homeowners. This
ensures they continkie to pay their fair share for roads they use in Truckee.
