Subject: Measure V Expenditures for 2009/2010 Fiscal Year
The purpose of the following is to provide the Measure V Oversight Committee with
information regarding expenditures of Measure V funds for the 2009/2010 fiscal year.
During the 2009/2010 fiscal year, the Town of Truckee expended $441,425.26 of
Measure V funds. These funds were charged to two separate capital improvement
program budgets. Following Table 1 presents the Capital lrnprovernent Program (CIP#),
project description, and funding amount for each project.

The 2009 Slurry Seal Project (CIP 60- expended $417,302.76 in measure V
funds for the purpose of implementing a portion of the Summer 2009 Slurry seal project.
An additional $347,783.19 of funding was allocated to this project from a combination of
Town Measure A, Truckee Special Service Area 1, and Truckee Special Service Area 5
funding sources for a project total of $765,085.95. Of the Measure V funds, $406,658.64
were used to pay the Town's Slurry seal contractor and $10,644.12 were used to fund
design, administration, and construction oversight of that project. Attached Exhibit A
presents a map which shows the streets in Truckee which were slurry sealed during this
project.
The Miscellaneous Measure V Roadway Improvements Project (CIP 601-09-15)
expended $24,122.50 in funds for the purpose of performing Surveying and design on
two separate drainage improvement projects at the West End of Donner Lake. No other
funding sources were used in this project. Attached Exhibits B-1, B-2, and B-3, and C-1,
C-2, and C-3 present a schematic of the respective project areas, along with the
surveying and design clocurnents that were developed as a part of these drainage
projects. The purpose of these projects is to repair substandard drainage facilities which
serve Town roadways, as well as to acquire easements from private property owners for
the purpose of codifying drainage rights in perpetuity across the respective properties.
The project depicted in Exhibits B-1 through B-3 has since been implemented, while the
project in Exhibits C-1 through C-3 is still awaiting implementation pending further
property owner coordination, $16,127.50 of the funds for this project were used to pay
surveying and engineering design consultant fees, and $7,995.00 were used to fund
costs associated with property owner coordination, and design and surveying consultant
oversight for a total expenditure of $24,122,50 on this project.
Based upon the provisions of Measure V, and the scope of the above projects, Town
staff recommends that the Measure V Oversight Committee make a determination that
the expenditure of Measure V funds in the 2009/2010 fiscal year was consistent with the
provisions of Measure V as established by the voters in the November 4, 2008 general
election.
