1. CALL TO ORDER — Mayor Anderson called the meeting to order at 6:00 p.m.
2. ROLL CALL: Council Members; Green, Brown, Wallace Dee, Vice Mayor deRyk Jones,
and Mayor Anderson.
Staff Present: Chief of Police Sensley, Town Attorney Crabb, Assistant Engineer Bucar,
Records Technician Kuhlemier, Town Manager Lashbrook, Community Development
Director McLaughlin, Assistant Town Manager Terrazas, and Public Works Director/Town
Engineer Wilkins.
3. PLEDGE OF ALLEGIANCE — was led by Lisa Wallace. •
4. PUBLIC COMMENT — none.
I 5. PRESENTATIONS
Presentations taken out of order. t
5.2 Andy Chapman, Director of Tourism, North Lake Tahoe Resort Association presented
information on the AMGEN Tour of California Bike Race (presentation on file with the
Town Clerk).
5.1 Mike Staudenmayer, General Manager, Northstar Community Services District
presented information on the Mart's Valley Regional Trail Project.
6. CONSENT CALENDAR
The Consent Calendar was moved by Council Member Green, seconded by Council
Member Wallace Dee and approved as follows:
6.1 Approved the minutes of December 16, 2010, Closed Session and Regular.
6.2 Authorized staff to purchase tire chains for heavy equipment from NC Auto Parts at a
cost of $26,614.41.
6.3 Denied the claim for damages by Edgar and Galeen Stratton.
Council Member Brown disclosed a financial relationship with the Stratton's. The financial
threshold does not require a recusual from Council Member Brown.
6.4 Authorized the Town Manager to execute a Letter of Intent to cooperate in Grant
Implementation for the Truckee Wetlands Restoration Project.
I 6.5 Waived the second reading and adopted Ordinance 2010 -08, amending the Truckee
Municipal Code, Title 18 — Development Code, adopting the February 3, 2010 Federal
Emergency Management Agency (FEMA) Flood Insurance Study, Flood Insurance

Rate Maps and map index into the Floodplain Management Chapter of the
Development Code by Reference.
The Consent Calendar passed with the following vote:

Ayes: Mayor Anderson, Council Member Brown, Council Member Wallace Dee,
Council Member Green, and Vice Mayor deRyk Jones.
Noes: None.
Absent: None.
Abstain: None.
The motion passed unanimously.
7. COUNCIL REPORTS

• Attended State Senator Ted Gaines inaugural ceremony.
