CALL TO ORDER — Town Manager Lashbrook called the meeting to order at 3:15 p.m. 2. ROLL CALL: Committee Members: Lisa Wallace, Robert Mescher, Allison Pedley, and Jeff Brown. Absent: Carl Jeffries. Staff Present: Town Manager Lashbrook, Public Works Director /Town Engineer Wilkins, Administrative Services Director Szczurek, Town Clerk Price, Senior Engineer Landry, and Records Technician Kuhlemier. 3. PLEDGE OF ALLEGIANCE — deferred. 4. PUBLIC COMMENT— none. 5. PRESENTATIONS 5.1 Welcome and Introductions. 5.2 Measure V Background and History. Town Manager Lashbrook: • Presented background information on Measure A and Measure V. • Discussed the role of the Committee. o The Committee's role is to audit projects making sure there is consistency with expenditures and the adopted measure language. Committee Discussion: • There is a lag in collecting Measure V funds and dispersing funds, due to construction seasons. • Measure V and Measure A are accounted for separately. • Participating in budget hearings will provide a stage for input from the Committee for the budget year prior to the audit. 5.3 Open meeting laws and ethics. Town Clerk Price discussed ethics, public records, and Brown Act requirements. 6. DISCUSSION ITEMS 6.1 Draw straws to determine which members serve a two year term. Town of Truckee Measure V Oversight Committee February 17, 2011 Page 1 Recommended Action: Draw straws to determine which members will serve a two year term as approved by Town Council. The Committee drew straws: • Allison Pedley drew a four year term. • Lisa Wallace drew a two year term • Robert Mescher drew a four year term. • Jeff Brown drew a two year term. • Carl Jeffries (absent) received the last straw with a four year term. 6.2 Select Chair and Vice Chair. Recommended Action: Select a member that will serve as Chair and Vice Chair to run the meetings for the first year. It was moved by Committee Member Wallace, seconded by Committee Member Mescher, to appoint Allison Pedley to serve as Chair and Jeff Brown to serve as Vice Chair for the first year. The motion carried with the following vote: Ayes: Vice Chair Brown, Chair Pedley, Committee Member Wallace, and Committee Member Mescher. Noes: None. Absent: Committee Member Jeffries. Abstain: None. The motion passed 4 -0. 6.3 Review the expenditures of Measure V funds for Fiscal Year 200912010. Recommended Action: Review of Measure V fund expenditures, made by the Town in 2009 -2010; request additional information as necessary; and make a determination that use of Measure V funds in the Fiscal Year 2009/2010 are consistent with the provisions of Measure V. Public Works Director /Town Engineer Wilkins presented information contained in the staff report. • Staff to provide budget worksheets including Measure A and Measure V at the next meeting. • The Town created easements, recorded easements, corrected erosion issues, and protected water quality with the Donner Lake projects. Eric Sutton, Measure A and Measure V Committee, owner of Robert E Sutton: • Spoke in opposition to expenditures regarding Donner Lake drainage projects. o Expressed these expenditures were against ballot language and are not in the best interest of voters. • Stated the Town used Measure V funds after private property owners threatened litigation. • If the Committee approved this type of funding for Measure V it sets precedence for other drainage repairs. • Contractors Association of Tahoe Truckee also spoke in opposition to the projects on private property. Public Works Director /Town Engineer Wilkins provided background on both projects and Town of Truckee Measure V Oversight Committee February 17, 2011 Page 2 stated there was no litigation on the projects Committee Discussion: • Measure V language states drainage and water quality are approved uses of the funds. • There are easements on both projects held by the Town of Truckee. • Comments from Mr. Sutton and CATT to Council were in opposition to using Measure V funds for the project. o Council approved a budget amendment for the projects. Eric Sutton responded to the Committee's question; private homeowners will ask for more money, the Town will lose money for road maintenance and the current conditions of the roadways are not good. Committee Direction: • The committee determined the use of Measure V fund expenditures in the Fiscal Year 2009/2010 is consistent with the provisions of Measure V. • Committee requested budget sheets for Measure V and Measure A. • Schedule a Measure V Oversight Committee meeting March 3, 2011 at 2:00 p.m. for adoption of the minutes of February 17, 2011, for staff use at a future Council meeting. The Staff recommendation and Committee direction was moved by Vice Chair Brown, seconded by Chair Pedley, and carried with the following vote: Ayes: Vice Chair Brown, Chair Pedley, Committee Member Wallace, and Committee Member Mescher. Noes: None. Absent: Committee Member Jeffries. Abstain: None. The motion passed 4 -0. 6. ADJOURNMENT — 4:17 P.M.
