CALL TO ORDER - Mayor Anderson called the meeting to order at 6:03:59 PM. 2. ROLL CALL: Council Members Brown and Wallace Dee, Vice Mayor deRyk Jones, Mayor Anderson, Planning Commissioners Flora, Beckman and Callaghan, and Vice Chair Ramos Council Member Brown recused due to a business relationship with Teichert. Planning Commission Chair Murphy is recused due to a potential conflict of interest. Council Member Green noted as absent. Staff Present: Town Manager Lashbrook, Community Development Director McLaughlin, Associate Planner Endres, Town Engineer Wilkins, Senior Engineer Vaughan and Administrative Secretary Gifford. 3. PLEDGE OF ALLEGIANCE - Led by Jim Porter. 6:05:04 PM 4. PUBLIC COMMENT - At 6:06:45 PM Mayor Anderson opened public comment. Seeing none, at 6:06:52 pm Mayor Anderson closed public comment. 5. WORKSHOP ITEM. 6:07:11 PM 5.1 Update and Discussion on Planned Community 1 - Coldstream Specific Plan and Draft Environmental Impact Report. Recommended Action: Review and discuss the draft Coldstream Specific Plan and provide direction regarding any concerns on the draft Plan. APPLICANT PRESENTATION: Mike Isle, representative for Stonebridge Properties (aka Teichert) provided a project timeline, vision, history, site history and project components, (on file with the Town Clerk). The planning efforts began in 2001 and a summary plan was submitted in 2003. 1 Town of Truckee September 7, 2011, Planned Community 1 - Coldstream Specific Plan Workshop Page 1 STAFF PRESENTATION: 6:35:08 PM Associate Planner Endres provided information from the staff report (on file with the Town Clerk) explaining the purpose of this meeting, a brief definition of Specific Plan elements, review of the July 2010 Town Council /Planning Commission dual dais meeting, what has changed in the Specific Plan, major project issues, public concerns raised during public meetings, and the next steps to be taken. PUBLIC COMMENT 6:57:24 PM Karen Pilaar, Truckee resident, provided anecdotal information regarding: • History of Deerfield Drive and neighborhood formation. • Neighborhood involvement in the development of the General Plan • Neighborhood involvement in the development of the Town Vision Plan • General Plan Update in 2005 addresses the issue of opening Deerfield Drive • Neighborhood support of the applicant's initial proposal and discouraged by the proposal utilized in the Draft Environmental Impact Report 7:08:07 PM Gary Bishop, a Truckee resident for 17 years requested that the review authority not open this road to through public access. 7:08:35 PM Eric Rohlf a Truckee resident for 20 years outlined information from the written comments submitted regarding the Draft Environmental Impact Report: • Residents of Truckee voted to incorporate in order to be able to govern locally • General Plan has great policies and goals to protect the quality of life for Truckee residents 7:10:27 PM Laurie Persons, a Truckee resident, shared her desire to keep Deerfield Drive as a closed cul -de -sac. 7:13:24 PM Kelly Baraga, a member of the Vorlage Ski Club (located on Deerfield Drive): • Provided information regarding current traffic trends, road design and traffic accident counts for the last 5 year period • Shared safety concerns • Does not want Deerfield Drive open to through traffic 7:17:05 PM Terry Rose, a member of Vorlage Ski Club: • Noted that the Draft Environmental Impact Report and the Traffic Study state that the impact cannot be mitigated. He feels that this is unfair to the Deerfield Drive property owners. • General Plan states that you cannot connect from a local road to a minor road. • General Plan Policy 2.4 states that you cannot impact residents in order to achieve development goals 1 Town of Truckee September 7, 2011, Planned Community 1 — Coldstream Specific Plan Workshop Page 2 7:18:46 PM Jake Hudson representative of the Truckee Trails Foundation: • Encouraged and thankful for the commitment to trails by the project proposal • Disappointed that the Class I Legacy Trail does not extend through project to exit at the southwest side of the site • Proposed alignment may cause potential pedestrian and bicycle safety issues • Encourage alignment to be toward the natural open space as opposed to Donner Pass Road and the freeway 7:20:05 PM Mark Wirth, a Truckee resident, shared concerns about noise pollution and the increased atmospheric pollution. 7:21:48 PM Stephanie Wilhelms, a Truckee resident: • Referenced existing gated streets in Truckee • Tahoe Donner ingress and egress seems to work 7:23:48 PM Allan Marshall: • High density building located on the property nearest Deerfield Drive is problematic • Questioned need for residential and /or commercial space in the present economic climate 7:25:47 PM Mark Barrett, a Truckee resident: ' • Road safety for residents to include the narrowing of the roadway with snow fall 7:28:16 PM Ronnie Colby, a Truckee resident: • Water quality monitoring: who and how • Request that the Council and Planning Commission not approve a connection of Deerfield Drive beyond pedestrian and bicycle access • No development next to the Donner Memorial State Park. • Not allow development near the freeway • Limit removal of fill dirt from development site • Add alternative that decreases the residential density and eliminates retail • Town residents feel powerless; feel Truckee is becoming "Aspen -ized" 7:29:14 PM Commissioner Beckman departed 7:30:54 PM Val Kelly, a Truckee resident would like to see the development site rehabilitated as a park (open space). 7:32:18 PM Walter Winter, a member of the Vorlage Ski Club: • Lack of snow storage • Supports public comments made by previous speakers • Big rig trucks on Deerfield Drive 1 Town of Truckee September 7, 2011, Planned Community 1 — Coldstream Specific Plan Workshop Page 3 7:33:19 PM Kaitlin Backlund representative of the Mountain Area Preservation Foundation: • Commended efforts to restore Cold Creek • Encouraged by pond restoration, the inclusion of public trails, both paved and soft, public access to the ponds and the mixed uses • Donner Memorial State Park personnel have not been assertive enough • Reduction of residential uses near Donner Memorial State Park and limitation to single story buildings along Cold Creek and next to the Donner Memorial State Park • Elimination or minimization of commercial component o Rustic mountain lodging or a native center • Preserve all wetlands • Consider age restricted housing for seniors • 50 foot setbacks from all waterways • Minimization of lawns • Trailhead at Coldstream Canyon • No vehicle connector over Cold Creek; pedestrian /bicycle access only 7:39:47 PM Anton Stinauer, a member of Vorlage Ski Club: • Opening Deerfield Drive and looping the traffic through the project, as described in Plans 3 and 4 is more acceptable than the traffic proposal under Plan 1. • Concerned of the possibility of a mini freeway on Deerfield Drive 7:41:23 PM Greg Hatfield, a Vorlage Ski Club member: • Property on Deerfield Drive will not be attractive if Deerfield Drive is an arterial roadway • Negative economic impact • Emergency access only 7:43:36 PM Roger Henry, a Vorlage Ski Club member: • Residences are built on a minimum setback from Deerfield Drive 8:38:10 PM BREAK8:47:34 PM RETURN FROM BREAK DELIBERATION /DIRECTION TO STAFF: • Land Use Compatibility with Donner Memorial State Park > Staff to work with the applicant to achieve an outcome with Donner Memorial State Park that requires few and /or less intrusive barrirers /fence, minimize wildlife migratory impacts and potential impacts between this future neighborhood and the Donner Memorial State Park. Flooding and Water Quality > Stream restoration is appropriate > Public access to waterways is important > Staff to research the potential utility of a transfer tax to implement long term maintenance of environmental projects. 1 Town of Truckee September 7, 2011, Planned Community 1 — Coldstream Specific Plan Workshop Page 4 Noise Impacts: ' > It is understood that this is a noisy location. Exterior noise levels are addressed in the Environmental Impact Report. Interior noise requirements are dealt with during the building design process. ➢ Density reduction of forest area is preferred Rubberized Asphalt > Staff to perform further research on the technical and practical aspects Public Benefits: ➢ Concur with staff, applicant and the Trails Foundation that the southwest access of the Class 1 Legacy Trail is preferable because it keeps the alignment of that trail consistent with the original intent. > Would like to see more dedication to the Donner Creek restoration process now outlined as potential restoration projects. > Participation in a roundabout and the 1 -80 off ramp o Wilkins stated that under the Project option there would be a requirement before development on this property for a roundabout to be constructed at the eastbound ramps to the Coldstream interchange. The roundabout is identified in the Traffic Impact Study. ➢ Staff to review the development of a Coldstream trail head. Examine the feasibility of a southern trail head. > A facility for the general public benefit such as an environmental interpretive center. Deerfield Drive Connection 9:39:38 PM > Quality of life vs. good of the community: Prefer Alternative 4. > Need economic impact analysis to determine feasibility regarding reduction of commercial component > Emergency access at a minimal > Review the permanence of a gated closure > Review alternative gate location that would involve looping through the project from Deerfield Drive to Donner Lake > Prefer no barriers > Review traffic flow on Donner Pass Road to Donner Lake > Traffic impacts to the Deerfield community will be significant > Design Legacy Trail through project to accommodate emergency vehicles rather than opening Deerfield Drive as a through road Town of Truckee September 7, 2011, Planned Community 1 — Coldstream Specific Plan Workshop Page 5 Less density on east side of project > Move density to the west side of project 6.
