1. CALL TO ORDER — Chair Anderson called the meeting to order at 7:46:22 PM p.m.
2. ROLL CALL: Board Members; Green, Brown, Wallace Dee, Vice Chair deRyk Jones, and
Chair Anderson.
Staff Present: Town Clerk Price, Assistant Engineer Bucar, Community Development
Director McLaughlin, Public Works Director/Town Engineer Wilkins, Housing and
Redevelopment Coordinator Griffith, Assistant Planner Nishimori, Town Attorney Crabb,
Town Manager Lashbrook, and Records Technician Kuhlemier.
3. PLEDGE OF ALLEGIANCE — deferred.
4. PUBLIC COMMENT — none.
5. CONSENT CALENDAR
Chair Anderson pulled Item 5.2 for further discussion.
The Consent Calendar was moved by Board Member Wallace Dee, seconded by Board
Member Brown, to approve item 5.1.
5.1 Approve the Minutes of September 15, 2011.
The Consent Calendar passed with the following vote:
Ayes: Board Member Brown, Board Member Green, Board Member Wallace Dee,
Vice Chair deRyk Jones, and Chair Anderson,
Noes: None.
Absent: None.
Abstain: None.
The motion passed unanimously.
5.2 Approve an application for Building Rehabilitation Loan funds submitted by Carolyn
Ryan for improvements to 10076 High Street for an amount up to $50,000.
Chair questioned staff on the historical elements of the building.
Board Discussion:
• The program's purpose is to use funds to preserve historical resources.
• Each project will have different elements and scopes associated with them.
' • This building has been modified including siding, windows, and structural changes.
o The applicant has chosen to mill the siding to obtain a more original look to the

building. These types of details will restore and preserve the historical value.
• The changes could bring the category C building to a potential category B.
• Skylights are not historical, however; the Historic Preservation Advisory Committee did
approve the plans.
o Council has a right to review and override it's Committee.
Chair Anderson opened the item for public comment.
Seeing none, Chair Anderson closed public comment.
The Staff recommendation was moved by Board Member Dee, seconded by Vice Chair
deRyk Jones, and carried with the following vote:
Ayes: Board Member Brown, Chair Anderson, Board Member Green, Board
Member Wallace Dee and Vice Chair deRyk Jones.
Noes: None.
Absent: None.
Abstain: None.
The motion passed unanimously.
6. ADJOURNMENT - 7:53:04 PM

Regular Town Council Meeting at Town Hall, 10183 Truckee Airport Road, Truckee, CA.
