1. Introductions:
Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was
present. A moment of silence was observed for former member Dennis
Bening’s wife who recently passed away. New member Terry Rackers
introduced himself to the committee.
2. Adoption of the agenda:
Mr. Shorthose moved and Mr. Propes seconded to adopt the agenda, motion
carried.
3. Approval of the minutes:
A motion was made by Mr. Propes and seconded by Mr. Thurnau to approve
the minutes, motion carried.

5. Invited Guest:
Ms. Balderrama shared a presentation about the Amelia Earhart Museum via
Webex.
6. Scheduled Reports:
a) Airport Manager’s Report
Mr. Bowers advised the new administrative building’s elevator should be
complete Wednesday, June 9th. The parking lot is 95% complete, the
lighting is complete. Contractors hope to start the airfield lighting project
Monday, June 14th, which should last 18 calendar days. The apron project
may start in July, and is scheduled for 75 days. Mr. Bowers will keep
everyone updated on schedules, runway closu res, etc. Operations are
stable, currently expecting low 30,000 for the year, similar to last year.
Pre-flood and COVID, operations were around 34,000.
b) FBO Report
Mr. Shorthose advised local jet traffic is increasing, every month corporate
traffic is increasing. JCFS is in the process of building a 100x100 hangar.
Flight school continues to be busy. JCFS and other private businesses are
hosting a retirement reception for former airport manager Ron Craft from
4-6 pm on June 29th at “The Landing Zone.”
c) Staff Liaison Report
Mr. Smith thanked those that are helping to fund Ron’s retirement party.
As part of the infrastructure discussions in Washington, Congressman
Luetkemeyer submitted three projects, one project being the control tower
to possibly receive future funding. As of April 1st, 2021, the tower is 100%
funded and the city is no longer paying Midwest ATC, this will save the city
approximately $50,000/year. The parking lot project is mostly complete,
several small things that need to be fixed in the lot and plans to plant trees
in the fall. FAA concluded a siting study for the new control tower. The
FAA provided the study at no charge.
d) City Council Report
Councilman Fitzwater advised there continues to be a strong support for
the airport on the City Council. Mr. Fitzwater mentioned a project CAMPO
has put together with MoDOT of potential changes to Hwy 5463, which
could positively impact access to the Airport. Mr. Fitzwater thanked
members for their commitment to the committee.
