1. CALL TO ORDER — Mayor Anderson called the meeting to order at 6:00 p.m.
2. ROLL CALL: Council Members; Green, Brown, Wallace Dee, Vice Mayor deRyk Jones,
and Mayor Anderson.
Staff Present: Becky Bucar, Assistant Engineer; Denyelle Nishimori, Associate Planner;
Michael Lavallee, Chief Building Official; Shanna Kuhlemier, Records Technician; Randy
Fenn, Police Captain; Harwood Mitchell, Interim Chief of Police; Alex Terrazas, Assistant
Town Manager; John McLaughlin, Community Development Director; Dan Wilkins, Public
Works Director/Town Engineer; Dennis Crabb, Town Attorney; Tony Lashbrook, Town
Manager; and Judy Price, Town Clerk.
3. PLEDGE OF ALLEGIANCE — led by Mike Kalan.
4. PUBLIC COMMENT — none.
5. CONSENT CALENDAR
It was moved by Council Member Green, seconded by Council Member Wallace Dee,
to approve the Consent Calendar as follows:
5.1 Approve the Minutes of November 17, 2011.
5.2 Intergovernmental Grant Administration Agreement — Supplemental Proposition 50.
5.3 Development Code Update: Open Space /Cluster Requirements, Sign Standards and
Design Guidelines, and Sign - Related Definitions.
6. COUNCIL RECOGNITION AND REORGANIZATION
6.1 Standing Board, Commission and Committee Recognition.
Notes: Standing Boards, Commissions and Committees are formed by Council for the
broader good of the community, the volunteers that serve usually commit to a four year term
of services that requires attendance at regularly scheduled meetings. These volunteers
receive information to review prior to the meeting that they take their personal time to study
in order to educate themselves on these matters.
Town Council wishes to recognize and express their appreciation to the Town's
volunteers more frequently during their tenure of service. Council would further like to
recognize the volunteers that have reached between five to ten years of service, and ten
or more years of service to the Town.
• Building Appeals Board Members: Rick Fitzgerald, Peter Gerdin, Patrick Flora,

Jamie Brimer, Craig Krauss, Phillip Schacht, and Bruce Cornell.
o All members have served on this Board since inception in 2002.
o All members will receive recognition for services between five and ten years of
service.
Peter Fitzgerald, and Craig Krauss where unable to attend.
Patrick Flora thanked the Mayor and Michael Lavallee on behalf of the Building
Appeals Board.
• Historic Preservation Advisory Commission (HPAC) Members: Shelley McGinity,
Brendan Riley, Gerry Rodriguez, Carole Sesko, Vangie Wightman, Chaun Mortier
and Doug Gadow.
o Members Carole Sesko and Shelley McGinity have served over ten years.
o Members Brandan Riley, Gerry Rodriguez and Vangie Wightman have all served
between five and ten years on HPAC.
Doug Gadow was unable to attend.
Brandan Riley thanked Council on behalf of HPAC.
• Planning Commission Members: Patrick Flora, Tom Murphy, Heather Beckman,
Patrick Callaghan, and Steve Ramos.
o Planning Commission is a group of relative new comers serving between four years
(Tom Murphy 'and Patrick Flora); two years (Steve Ramos and Heather Beckman)
and this year's addition Pat Callaghan.
Tom Murphy thanked, Council on behalf of the Planning Commission.
6.2 Council Reorganization
• Selection of Mayor.
Mayor Anderson called for nominations for the Office of Mayor.
Council Member Wallace Dee nominated Vice Mayor deRyk Jones to serve as
Mayor, and Council Member Green seconded the nomination.
The nomination carried with the following roll call vote:
Ayes: Council Member Wallace Dee, Council Member Green, Council
Member Brown, Mayor Anderson, and Vice Mayor deRyk Jones.
Noes: None.
Absent: None.
Abstained: None.

• Selection of Vice Mayor.
Mayor deRyk Jones called for nominations for the office of Vice Mayor.
Council Member Anderson nominated Council Member Green to serve as Vice
Mayor, and Council Member Brown seconded the nomination.
The nomination carried with the following roll call vote:
Ayes: Council Member Wallace Dee, Council Member Green, Council
Member Brown, Mayor Anderson, and Vice Mayor deRyk Jones.
Noes: None.
Absent: None.
Abstained: None.
• Comments from outgoing Mayor Anderson.
• Mayor deRyk Jones presented Council Member Anderson with a gavel plaque
to commemorate his service as Mayor for 2011.
• Council Member comments.
Mayor deRyk Jones opened the item to public comment.
Jaime Brimer commented that the Mayor has done a wonderful job and he
appreciates the opportunity to question and address Council and staff.
