CALL TO ORDER — Mayor deRyk Jones called the meeting to order at 6:00 p.m. 2. ROLL CALL: Council Members; Brown, Wallace Dee, Anderson, Vice Mayor Green, and Mayor deRyk Jones. Staff Present: Administrative Services Director Szczurek, Redevelopment and Housing Coordinator Griffith, Community Development Director McLaughlin, Town Clerk Price, Town Manager Lashbrook, Town Attorney Crabb, Administrative Services Manager McLaughlin, Captain Fenn, Sergeant Leftwich, Acting Chief of Police Mitchell, Senior Engineer Landry, and Records Technician Kuhlemier. 3. PLEDGE OF ALLEGIANCE — led by Adam McGill. 4. PUBLIC COMMENT Pat Davison, Contractors Association of Truckee -Tahoe (CATT): • Expressed appreciation to Associate Planner Endres and Associate Engineer Thompson for their assistance in the Development Code Update language. • Informed Council that Aspen Developers won the public works project of the year award from CATT for the Bridge Street/Donner Pass Road Streetscape project. o An article will be in the CATT newsletter and the Sierra Sun. Jody Sweet, Truckee resident: • Expressed discontent with issues surrounding playing music on the sidewalk in Downtown Truckee. • Requested a copy of the complaint. • Stated he is raising money for the High School Jazz Band. • Requested follow up with staff. Staff has his e-mail and phone number. • Requested a civil discourse process for the complaint. Council Member Anderson requested staff follow up with Mr. Sweet regarding complaints and insurance requirements. 6:06:37 PM 5. PRESENTATIONS 5.1 Town Manager Lashbrook announced the employee incentive awards given December 2012. 5.2 Captain Fenn presented the Annual Special Events Report (presentation on file with the Town Clerk). CONSENT CALENDAR 6:25:01 PM It was moved by Vice Mayor Green, seconded by Council Member Anderson, to approve the Consent Calendar as follows: 6.1 Approve the minutes of December 1, 2011. 6.2 Adopt Resolution 2011 -57 designating a new contractor as the authorized representative to examine sales and use tax records. 6.3 Award the contracts for the provision of Town employee benefits and authorize the Town Manager to execute the contracts: Assurant for dental insurance in the approximate amount of $71,000, and Vision Services Plan for vision insurance in the approximate amount of $20,000. 6.4 Adopt Resolution 2011 -58 to accept the Redevelopment Agency Annual Report for Fiscal Year 2011 -2012 presented by the Redevelopment Agency. 6.5 Authorize the Town Manager to amend a professional services contract with JoAnn Anders in the amount of $50,000 for a continuation of on -call engineering grant related services for the next two years. The Consent Calendar passed with the following vote: 6:26:47 PM Ayes: Council Member Brown, Mayor Anderson, Council Member Green, Council Member Wallace Dee and Vice Mayor deRyk Jones. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. 7. DISCUSSION ITEMS 7.1 PUBLIC HEARING — Annual AB 1600 Traffic and Facility Impact Fee Public Hearing and Fee Adjustments. Recommended Action: Conduct a Public Hearing on Fiscal Year 2010 -2011 AB 1600 fee revenues and expenditures; adopt Resolution 2011 -56 making findings to retain AB 1600 fees collected in excess of five years ago, which remain unspent; and approve the annual AB 1600 program fee adjustments. Senior Engineer Landry presented information from the staff report (presentation on file with the Town Clerk). Council Discussion: • The "Eastern Placer County Improvements" in the staff report refers the 2007 Program Fee established in 2007. The impacts between Eastern Placer County and the Town of Truckee equal each other, so neither agency collects fees from the other. • The interest rate applied to the fund is the overall interest rate on all funds. The AB 1600 interest funds are not keeping pace with the increase in construction costs. Mayor deRyk Jones opened the Public Hearing asking for anyone wishing to speak in support or opposition to the Annual AB 1600 Traffic and Facility Impact Fee and Fee Adjustments. Town of Truckee December 15, 2011 Regular Town Council Meeting Page 2 Pat Davison, CATT, thanked Senior Engineer Landry for previous explanation of the fee program and spoke in support of staff recommendation for the Eastern Undercrossing. Seeing none, Mayor deRyk Jones closed the public hearing. The Staff recommendation was moved by Council Member Brown, seconded by Council Member Green, and carried with the following vote: 6:40:46 PM Ayes: Council Member Brown, Mayor Anderson, Council Member Green, Council Member Wallace Dee and Vice Mayor deRyk Jones. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. 7.2 STAFF REPORT - Council Committee and Liaison Designations for 2012. Recommended Action: Review the current committee and liaison designations and provide direction regarding the Council committee appointments. Town Manager Lashbrook presented information from the staff report. Mayor deRyk Jones opened the item for public comment. Seeing none, Mayor deRyk Jones closed public comment. The Staff recommendation was moved by Council Member Green, seconded by Council Member Wallace Dee, and carried with the following vote: 6:45:09 PM Ayes: Council Member Brown, Mayor Anderson, Council Member Green, Council Member Wallace Dee and Vice Mayor deRyk Jones. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. 8. COUNCIL REPORTS Vice Mayor Green • Attended a Stampede Dam meeting on December 15, 2011. Mayor deRyk Jones • Attended the Mayor- Manager breakfast on December 15, 2011. • Announced the Tri -City meeting on January 26, 2011. Council Member Anderson • Attended the CATT holiday party. • Attended the Local Area Formation Commission (LAFCO) meeting. • Announced that the Truckee Donner Public Utility District and LAFCO have amicably settled the lawsuit. Town of Truckee December 15, 2011 Regular Town Council Meeting Page 3 Council Member Wallace Dee • Attended the Nevada Country Transportation Commission meeting. • Truckee was awarded $1,300,000 for the Mousehole. o There was a contingency for another $1,300,000 if needed. 10.
