HomeMy Public PortalAboutMeasure V Expenditures for 2010/2011 TOWN OF MR TcE Date: April j ;L, 2012 To: Measure V Oversight Committee From: Daniel P. Wilkins, P.E. Public Works Director/Town Engineer 7DQL\/ Subject: Measure V Expenditures for 2010/2011 Fiscal Year Measure V was enacted by Truckee voters in 2008. Attached to this report as Exhibit A is the ballot language and supporting resolution for Measure V as well as Resolution 2010 -38 which established the Measure V Oversight Committee. Since this Measure is dedicated to "paving, repairing and improving our Town's roads to enhance safety for drivers, bicyclists and pedestrians including regular upgrades to drainage to protect water quality ", a citizen's oversight committee was created "that shall have the responsibility of auditing the road projects funded by this Measure to ensure that the use of the funds is in accordance with the approved ballot measure. This review shall occur in conjunction with the annual audit of the Town's finances." The purpose of the following is to provide the Measure V Oversight Committee with information regarding expenditures of Measure V funds for the 2010/2011 fiscal year. During the 2010 /2011 fiscal year, the Town of Truckee expended $125,819 of Measure V funds. These funds were charged to three (3) separate capital improvement program budgets. The following Table 1 presents the Capital Improvement Program project number, project description, and funding amount for each project. Table 1 FY 2010/2011 Measure V Fund Expenditures CIP# Project Contract Engineering Total Services Labor Fundin 60 -10 -01 2010 ro'eSllurry $97 $0.00 $97,651.50 Seal 60 -10 -13 Glenshire Slurry $7 $936.00 $8,187.50 Seal Project Miscellaneous 60 -09 -15 Measure V $17790.00 $2,190.00 $19,980.00 Roadway Improvements Grand Total $122,693.00 $3,126.00 $125,819.00 °a The 2010 Slurry Seal Project (CIP 60- 10 -01) expended $97,651.50 in measure V funds for the purpose of implementing a portion of the Summer 2010 Slurry seal project. An additional $432,915.51of funding was allocated to this project from a combination of Town Measure A, Truckee Special Service Area 1, Truckee Special Service Area 5, and State grant funds (Prop 1b and SLPP) funding sources for a project total of $530,567.01. The attached Exhibit B presents a map which shows the streets in Truckee which were slurry sealed during this project. Glenshire Slurry Seal Project (CIP 60- 10 -13) expended $8,187.50 in measure V funds for the purpose of implementing a portion of the Glenshire Slurry seal project. An additional $5,458.34 of funding was allocated to this project from the Truckee Special Service Area 5 funding source for a project total of $13,645.84. Of the Measure V funds, $7,251.50 were used to pay the Town's slurry seal contractor and $936 were used to fund design, administration, and construction oversight of that project. The attached Exhibit C presents a map which shows the streets in Truckee which were slurry sealed during this project. Staff would note that the Glenshire Slurry Seal Project was partially completed in the 2010/2011 fiscal year, with the balance being completed in the 2011/2012 fiscal year. Measure V expenditures occurring in the 2011/2012 fiscal year will be reported in next year's annual committee report. The Miscellaneous Measure V Roadway Improvements Project (CIP 60- 09 -15) expended $19,980 in measure V funds for the purpose of constructing a drainage improvement project off of South Shore Drive at the West End of Donner Lake. No other funding sources were used in this project. The attached Exhibit D presents a grading plan of the drainage improvements for the project. The project repaired a substandard drainage facility that was serving South Shore Drive and also acquired a drainage easement from private property owners for the purpose of codifying drainage rights in perpetuity across the respective properties. $17,790 of the funds for this project were used to pay the construction contractor, while $2,190 were used to fund costs associated with administration and construction oversight. Recommendation Based upon the provisions of Measure V, and the scope of the above projects, Town staff recommends that the Measure V Oversight Committee make a determination that the expenditure of Measure V funds in the 2010/2011 fiscal year was consistent with the provisions of Measure V as established by the voters in the November 4, 2008 general election. Attachments: Exhibit A — Measure V Ballot Language Exhibit B — 2010 Townwide Slurry Seal Location Map Exhibit C — Glenshire Slurry Seal Location Map Exhibit D — South Shore Drive Drainage Improvement Project Plan EXHIBIT A MEETING ATE: September 2, 2010 TO Honorable Mayor and Councilmembers FROM: Tony Lashbrook, Town Manager SUBJECT: Resolution 201 0-38 establishing the Measure V Oversight committee RECOMMENDATION: Adopt Resolution 2010 -38. DISCUSSION: Measure V was enacted by Truckee voters in 2008 which resulted in the continuation of a Yz cent sales lax dedicated to "paving, repairing and improving our Town's roads to enhance roadway safety for drivers, bicyclists and pedestrians including related upgrades to drainage to protect water quality." This measure requires the establishment of a citizen's oversight committee "that shall have the responsibility of auditing the road projects funded by this Measure to ensure that the use of the funds is in accordance with the approved ballot measure. This review shall occur in conjunction with the annual audit of the Town's finances." Fiscal Year 2009/10 is the first year that Measure V funds have been utilized and it is estimated that roughly $600,000 has been expended, primarily on slurry seals. To satisfy the Measure V requirements this committee needs to be in place when audited financials are available (late fall). Staff recommends that this committee be appointed by the Town Council and have 5 members that are qualified voters within the Town of Truckee. Staff would also recommend that owners or employees of construction firms and consulting firms that have or could potentially enter into road maintenance or road construction contracts or road design /permitting contracts with the Town be precluded from membership on the oversight committee. Due to the nature of the Committee it will be subject to the Brown Act and all meetings will be public. The findings of the Committee will be advisory to the Town Council and reviewed in conjunction with the Town's annual audit. Based upon Council adoption of the resolution, the Town Clerk will advertise for interested participants and applications will be brought back to the Council for formal appointments to the Committee, likely at.the first meeting in November. Staff will provide the necessary financial information, project analysis and administrative support to the Committee. FISCAL IMPACT: Minimal- staff support to the Committee. It simply extends the current sates lax rate to continue funding for paving, repairing and maintaining 1 mckee roads that is set to expire. In 1998 over 72% of Truckee voters approved a '/ cent sales tax to improve and maintain the most heavily used "backbone" roads in Truckee. I'Itcse funds have been used to improve the worst of the potholes, cracks. Nis and road safety problems the Town inherited when it incorporated in 1993. - By law, this funding will expire in 2010. If it does expire, the Town of Truckee will lose approximately $2.1 million in annual road funding and Truckee roads will deteriorate. Measure V is on the ballot to extend the existing Y cent sales tax to maintain roads that have been improved and complete needed mad repairs [hat still need to be addressed. Specifically, Measure V funds will be used to: • Fix potholes, pave, repair and maintain local roads • Improve roadway safety for drivers, bicyclists and pedestrians • Make it safer for students walking or biking to and front school • Upgrade roadway drainage to protect local water quality A large part of the money from Measure V conies from tourists and second homeowners. This ensures they continue m pay their fair share for roads they use in Truckee. Every penny from this measure must be used for maintenance and improvement ofour 'town's roads. No funds can be taken away or used for other projects. There is a clear system of accountability to ensure funds are spent property. An Independent Citizens' Oversight Committee and annual audits are mandatory. Having safe and well- maintained roads helps protect our property values. which is more important now than ever. Maintain and improve roads without increasing taxes. Please vote Yes on V.
