1. CALL TO ORDER — Mayor deRyk Jones called the meeting to order at 6:00 p.m.
2. ROLL CALL: Council Members; Brown, Wallace Dee, Anderson, Vice Mayor Green, and
Mayor deRyk Jones.
Staff Present: John McLaughlin, Community Development Director; Dan Wilkins, Public
Works Director/Town Engineer; Jenna Endres, Associate Planner; Nichole Dorr, Recycling
Coordinator; Todd Landry, Senior Engineer; Dennis Crabb, Town Attorney; and Alex
Terrazas and Judy Price, Town Clerk.
3. PLEDGE OF ALLEGIANCE — led by the Sierra Expeditionary Learning School, Student
Council Club.
4. PUBLIC COMMENT — none.
5. PRESENTATIONS
5.1 Truckee Day Proclamation.
Gerald Herrick, Truckee Day President received the proclamation.
5.2 Truckee Day Hall of Fame Induction.
Chelsea Walterscheid was inducted into the Truckee Day Hall of Fame.
5.3 Annual Trails Update.
Jenna Endres, Associate Planner, presented the Annual Trails Update (presentation on
file with the Town Clerk). Ms. Endres introduced Allison Pedley Executive Director,
Truckee Trails Foundation.
Allison Pedley provided a 10 Anniversary presentation (presentation on file with the
Town Clerk).
5.4 Truckee Trails Foundation 10` Anniversary Proclamation.
Allison Pedley received the proclamation on behalf of the Truckee Trails Foundation.

5.5 Employee Incentive Awards.
• Rocky Riggs, Johnnie Bias, and Rob Laughlin for swift and appropriate action on the
Cold Stream Road Culvert undermining damage.
• Kerry Taber and Ryan Moreau, for working to get a resident into safe housing.
• Beck Bucar, for assistance to Railyard property owner Holliday Development on
submission of a grant application for infrastructure.
6. CONSENT CALENDAR
Jaime Brimer, Truckee resident pulled Item 6.3 for further discussion.
It was moved by Vice Mayor Green, and seconded by Council Member Anderson to
approve Items 6.1, 6.2, 6.4, and 6.5 as follows:
6.1 Approved the Minutes of May 3, 2012, regular and closed session.
6.2 Adopt Resolution 2012 -19, increasing Town Manager Tony Lashbrook's pay by 1 %.
6.4 Adopt Resolution 2012 -18, modifying the Town of Truckee Conflict of Interest Code.
6.5 Create Capital Improvement Project (CIP) 60 -12 -05 and allocate $94,000 of funding in
the Fiscal Year 2012/2012 for purpose of funding repairs to the Donner Creek Culvert
at Cold Stream Road.
The Consent Calender carried with the following vote:

Ayes: Council Member Brown, Council Member Anderson, Vice Mayor Green,
Council Member Wallace Dee and Mayor deRyk Jones.
Noes: None.
Absent: None.
Abstain: None.
The motion passed unanimously.
6.3 Town Hall Exterior Painting Project Contract Award.
Recommended Action: Authorize the Town Manager to execute an agreement with Kelly
Brothers Paining of Truckee California for painting the exterior of Town Hall.
Jaime Brimer, Truckee resident, questioned the methods employed by the Town to insure
project quality.
Response: Alex Terrazas, Assistant Town Manager, stated there was a bid specification
that outlined quality expectations.
The Staff recommendation was moved by Council Member Brown, seconded by
Council Member Wallace Dee, and carried with the following vote:

Council Member Wallace Dee and Mayor deRyk Jones.
Noes: None.
Absent: None.
Abstain: None.

7. DISCUSSION ITEMS

7.1 PUBLIC HEARING — Parcel Charges for Town Special Services Areas (TSSAs) and
Permanent Road Division's (PRDs).
Recommended Action: Conduct a public hearing on Truckee Special Services Areas
(TSSAs) and Permanent Road Divisions (PRDs), and adopt Resolution 2012 -20 setting
assessments for the 2012/2013 fiscal year.
Dan Wilkins, Public Works Director/Town Engineer, presented from the staff report
(presentation on file with the Town Clerk).
Mayor deRyk Jones opened the Public Hearing asking for anyone wishing to speak in
support or opposition to proposed uses of TSSA funding and adopting Resolution
2012 -20 setting assessments for the 2012/2013 fiscal year.
Seeing none, Mayor deRyk Jones closed the public hearing.
The Staff recommendation was moved by Council Member Brown, seconded by
Vice Mayor Green, and carried with the following vote:
6:45:30 PM
Ayes: Council Member Brown, Council Member Anderson, Vice Mayor Green,
Council Member Wallace Dee and Mayor deRyk Jones.
Noes: None.
Absent: None.
Abstain: None.
The motion passed unanimously.
8. COUNCIL REPORTS
Council Member Brown
• Attended Nevada County Solid and Hazardous Waste Commission.
Council Member Wallace Dee
• Attended Nevada County Transportation Commission (NCTC) meeting.
Council Member Anderson
• Attended the Local Area Formation Commission (LAFCO) meeting via video
conference.
• Noted, downtown Truckee has seen new business open, and increase business
activity and encouraged people to check it out.
Vice Mayor Green
• Attended a Truckee Donner Chamber of Commerce Board meeting.
Mayor deRyk Jones
• Attended the Successor Agency Oversight Board meeting.
o Recommended a community tour hosted by the Council and the Planning
Commissioners. Tour in the morning before it gets too busy.
• Mayor Jones will organize available dates for a tour.
