Jennings, Superintendent May 18, 2011 Denyelle Nishimori Truckee Community Development Dept. 10183 Truckee Airport Rd Truckee, CA 96161 RE: Notice of Preparation of EIR for Canyon Springs Subdivision Ms. Nishimori, This letter is in response to the Notice of Preparation for the draft Environmental Impact Report (EIR) for the Canyon Springs subdivision dated April 18, 2011. The Canyon Springs Subdivision (Project) is within the boundaries of Tahoe Truckee Unified School District (District). Specifically, the Project is located within the Glenshire Elementary School, Alder Creek Middle School, and Truckee High School attendance boundaries. It is our understanding that the Project will construct up to 213 residential dwelling units. Based on student yield rates from similar housing constructed in the nearby Glenshire subdivision, this project could potentially generate as many as 46 elementary school, 20 middle school, and 31 high school students. Alder Creek Middle School and Truckee High School may be able accommodate these students. However, Glenshire Elementary School is currently operating at full capacity and may not have the capability to house students generated from new development within its attendance area. Presently, builders must pay a per square footage fee on new residential development (Developer Fees) to mitigate the impact of the new development on school facilities (currently set at $2.63 /sqft). Although developers are required to pay Developer Fees to be used for the construction of new facilities there are still the following concerns: 1) The amount of Developer Fees collected only covers a portion of the true cost of constructing school facilities. 2) Glenshire Elementary School is not only at its student capacity but also its site development capacity as well. The Glenshire Elementary School Campus is unable expand its existing school facilities due to site size restrictions.
