This letter has been prepared in response to the "NOTICE of PREPARATION" dated April 18,
2011 regarding the Canyon Springs subdivision.
The parcels that comprise the Canyon Springs project are not currently within the
Truckee Donner Public Utility District's (District) water service territory as defined by
Nevada County LAFCO. The District is the only public water purveyor that has existing
water system facilities adjacent to the project and the District anticipates that it will
provide water service to the project. However, it will be necessary for Nevada County
LAFCO to approve annexation of the project into the District's service territory.
Assuming that annexation is approved, the District would review and approve the potable
water system design prior to providing service.
2. The District is not aware of any special studies necessary for this project.
The developer will be required to construct all on -site water system infrastructure. In
addition, significant off -site water system improvements will likely be required to serve
the proposed project.
The District has reviewed a number of proposed site plans for this site and determined
that off -site improvements would be required. Detailed analyses have not been
conducted associated with the site plan included with the current Notice of Preparation.
However, the District does not anticipate significant differences from the required
improvements previously identified.
4. A representative of the District will likely not attend the EIR scoping workshop for this
project. However, please inform me of the date and time in case the District determines
its presence is necessary.
5. The contact person is: Neil Kaufman, Water System Engineer, 530 -582 -3950.
6. The District is not aware of any alternative that require further analysis in the EIR. Once
a project site layout is submitted to the District for review, the District will confirm the
required off -site water system improvements.

It is strongly recommended that the owner /developer contact the District to discuss the project
further. If you have any questions, or require further information, please contact me at 530 -582-
3950.
Sincerely d
