Truckee, Ca. 96161 May 19, 2011 Canyon Springs Subdivision App. No. 10- 016 /TM APN: 49- 020 - 17,18,19,20,21,22 East of Glenshire The following letter addresses concerns of proposed projects potential impacts on the environment, and request my questions be considered with inclusion as part of the EIR. 1.Aesthetics/Visual Resources: Requesting a view shed computer generated image with and without timber, housing, roads,bridges, gate at Edinburgh Dr. Request detailed marking of which trees to be removed, number to be cut, species removed,effect on wildlife bird habitat as result of tree removal, and to remain standing dead snags. Will this result in substantial terrain modifications? Should require proposed project be located and designed to visually enhance and not degrade character of surrounding area. 2. Air Quality: During construction phase (s) will project release toxic gases or generate dust? Will windy days abandon construction? 3. Biological Resources: Identify endangered Plumas Ivesia (ivesia sericoleuca), bitterbrush (major food source for deer),rock cress, buckwheat, and mosses. Deer tag migration study statistics evaluated prior to final project approval and not waiting until 2012 ,otherwise study will not be considered with the EIR. 4. Watershed Setbacks: Original proposal (2006 Notice of Preparation) was for a 100' setback from main drainage corridor and a 50' setback from secondary and smaller drainage channels. Recent proposal (2011 Notice of Preparation) setbacks are smaller, reconsider 2006 proposal. Water runoff should include an evaluation for a 100 year flood event, and include snowmelt, rain, and cloudburst flooding. This proposed project that involves dredging or filling, should require approval from State Water Quality Control Board. 5. Population /Housing: Consider build out of EXISTING subdivisions that determined impact now on roads environment ,wildlife,neighborhoods. Will this project consider the economics? Revenue for town municipalities vs decrease already oversaturated housing market 6. Wetlands: Will nesting boxes be placed in meadow areas that this project encroaches on? Will there be a monitoring system put in place for seasonal creek run -off contaminates to assure that flows do not impact existing greenbelt creeks that empty into Glenshire Pond? Will proposed project bridges change directional flows of creeks? Will project propose alternate lot development to decrese number of bridges proposed (4)? 7. Public Trails & Open Space: Will project require adequate space access for public parking at designated trail proposal? Will project provide bathrooms? If public chooses to park on Edinburgh Dr. for public trail access,would this impact emergency vehicle access in case of fire? Will signs be posted for trail restrictions (i.e. foot,bike,horse only) Who monitors trash pick -up? Will biodegradable doggie waste bags be provided to encourage fecal removal? Will a leash law code be enforced to protect wildlife? 8. Traffic Study: Project will increase traffic during construction at Glenshire Dr, Edinburgh Dr. and small arteries of streets leading to proposed project. Will study consider all aspects of build out of existing subdivisions impacts and current on the market land sales on Glenshire Drive, such as a 160 acre 4 parcel land? Will alternate access sites still be evaluated for this project? I was at my home when the Martis Fire happened on project site. Has the density of adjoining sub- divisions changed since the fire and how will project density effect emergency and wildlife evacuation plans? Will construction vehicles be allowed through Edinburgh Dr. gate access or routed through Martis Peak Rd only? 9. Edinburgh Dr proposed gate: Who maintains gate? Will it be locked and only opened by authorized emergency personnel? Will Edinburgh Dr. be widened? What happens to the large pine tree on Edinburgh Dr. between my lot line and
