CALL TO ORDER— Mayor deRyk Jones called the meeting to order at 6:05 p.m. 2. ROLL CALL: Council Members; Brown, Wallace Dee, Anderson, Vice Mayor Green, and Mayor deRyk Jones. Staff Present: Senior Planner LaChance, Senior Planner Nishimori, Associate Engineer Bucar, Associate Planner Endres, Community Development Director McLaughlin, Chief of Police McGill, Captain Mitchell,Town Clerk Price,Town Manager Lashbrook, Town Attorney Morris, Administrative Services Director Szczurek, and Records Technician Kuhlemier. 3. PLEDGE OF ALLEGIANCE —deferred. 4. PUBLIC COMMENT— none. 5. PRESENTATIONS— None. 111 6. CONSENT CALENDAR The Consent Calendar was moved by Vice Mayor Green, and seconded by Council Member Dee, to approve items 6.1, 6.2, 6.3, and 6.4 as follows: 6.1 Approve the Minutes of November 27, 2012. 6.2 Authorize the Public Works Director/Town Engineer to file a Notice of Completion for the Martis Roundabout Bus Shelter Project and authorize the budget amendments as outlined in the staff report. 6.3 Adopt Resolution 2012-42 requesting Environmental Enhancement and Mitigation Program funds for construction of a Truckee River Legacy Trail Phase 3B Trailhead near Glenshire Drive. 6.4 Adopt Resolution 2012-45 certifying the results of the Municipal Election held on November 6, 2012. The Consent Calendar passed with the following vote: Ayes: Council Member Brown, Council Member Anderson, Vice Mayor Green, Council Member Wallace Dee and Mayor deRyk Jones. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. Town of Truckee December 11, 2012 Regular Page 1 7. ELECTION PROGRAM * Mayoral Proclamation to Vice Mayor Green. Council Member Brown thanked Barbara Green for her commitment to Truckee, and her public service. Council Member Dee acknowledged Barbara Green's years of public service and the sacrifices she has made. Congratulated Barbara Green in her retirement. Council Member Anderson provided comic relief, and acknowledged Barbara as a role model when it comes to having heart for Truckee. Stated he valued his time on the Council with Barbara Green. * Comments by Vice Mayor Green. Barbara Green thanked her fellow Council Members and declared, if she has a legacy it would be more public participation. Encouraged more Truckee citizens to become involved with not only the Town of Truckee, but the special districts. Mayor deRyk Jones opened the item to the public. John Eaton, Truckee resident, stated appreciation for Vice Mayor Green's public service. Beth Chrisman, Truckee resident, and Truckee River Watershed Council confirmed appreciation of Barbara Green's support and service. Rolf Godon, Truckee resident, provided admiration for Barbara Green's political career. Thanked Council Member Anderson for his wisdom and commitment on Council. Stated he would love to see a mentorship for freshman Council Members. Lori Fergusson, Truckee resident, provided appreciation and support for the Library and stated Barbara Green will be missed. Barbara Green provided a thank you to everyone. * Mayoral Proclamation to Council Member Anderson. Council Member Brown,enjoyed serving with Richard Anderson and learning from him on Council. Thanked him for his continued service to the Citizens of Truckee. Council Member Dee expressed her admiration working with Richard Anderson and learning from him. Thanked him for challenging everyone to do a better job. Looks forward to seeing Richard Anderson Anderson's career go forward in Nevada County, thanking him for his service. Town of Truckee December 11, 2012 Regular Page 2 ' Vice Mayor Green stated her appreciation for his environmental side and moving forward with the County. Mayor Jones thanked Richard Anderson for his service. * Comments by Council Member Anderson. John Eaton, Truckee resident, appreciated Richard Anderson Andersons's service and eye for detail. Beth Chrisman Truckee River Watershed, thanked Richard Anderson for his support and looks forward to working with Richard Anderson on a County level in the future. Lori Fergusson, Truckee resident, thanked Richard Anderson for saving the library from being out-sourced. Public information he disseminated helped the process. Council Member Anderson thanked his fellow Council. Stated Council was collegial team that learned from each other. The past Council Members provided educational support. The collegiality that was learned on Council came from the original Council Members like Cathleen Eagan and Breeze Cross. They set the goals for Truckee Town Council to do business the way we do it. Everyone should strive to reach that equality that they set forth. Thanked Town Staff for their patience through his questions and prods. He has learned from Town Staff and appreciated how much they have stepped up. Stated, he hates the term,"good enough for government work"; ' Truckee's staff is talented and professional and has appreciated his time with them. Stated his advice to the incoming Council Members; practice humility, value fairness, strive for empathy, seek transparency, and make sure all numbers add up. * Oath of Office. Council Members Barr and Flora took the Oath of Office, presided by Town Clerk Price. Council Convened at 6:35 p.m. * Break for refreshments. Reconvened 6:47 p.m. * Comments by Council Members Alicia Barr and Patrick Flora. Council Member Flora thanked the audience for their support. Stated he had big shoes to fill. Looking forward to the next two years. Hoped Ex-Officio Anderson and Ex-Officio Green are around to assist. Council Member Barr, thanked audience support. Excited to serve Truckee. Wished Ex-Officio Anderson the best in his new capacity and wished Ex-Officio Green happiness in retirement. i Town of Truckee December 11, 2012 Regular Page 3 * Election of Mayor. It was moved by Council Member Brown to nominate Council Member Wallace Dee for Mayor, seconded by Council Member Flora. The Motion passed with the following vote: Ayes: Council Member Brown, Council Member Wallace Dee, Council Member Flora, Council Member Barr, and Mayor deRyk Jones. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. * Election of Vice Mayor. It was moved by Council Member Barr to nominate Council Member Flora for Vice Mayor, seconded by Council Member deRyk Jones. It was moved by Council Member deRyk Jones to nominate Council Member Flora for Vice Mayor, seconded by Council Member Barr. Mayor Wallace Dee requested Town Counsel advise the legality of two motions. Response: Town Attorney Morris stated; Robert Rules only allows for one motion on the floor at a time. States the first motion could be withdrawn or the second motion should be withdrawn allowing the first motion to be voted on. Council Member deRyk Jones withdrew the second motion. Council Member Flora questioned if it was appropriate to be a tie breaker regarding his position. Response: Town Attorney Morris stated the process would allow for Council Member Flora to be the tie breaker. The Motion passed with the following Roll Call vote: Ayes: Mayor Wallace Dee, Council Member Barr, and Council Member Flora. Noes: Council Member Brown, Council Member deRyk Jones. Absent: None. Abstain: None. The motion passed 3-2. * Presentation —To Council Member deRyk Jones from Mayor Wallace Dee. Outgoing Mayor deRyk Jones stated it has been an honor to be Mayor. It has been wonderful serving the citizens of Truckee. Stated her admiration for Town Staff and joy in serving for the next four years. Thanked her husband Russ for his support.
