Our purpose is to proactively address situations associated with traffic congestion and transportation systems, thereby making our region a more attractive and advantageous place to reside, recreate, and conduct business. The TNT/TMA has reviewed the Transportation and Traffic Chapter (4.14) of the Canyon Springs DEIR. Based on our reading, we believe it is appropriate for mitigation measures in this chapter to include a requirement for Canyon Springs to be a member of the TNT/TMA. This requirement has been included as a mitigation measure for other major developments in the Truckee North Tahoe region. Membership support allows the TMA to conduct on -going transportation and transit advocacy, marketing and transit program management, coordinate planning in the region, hold monthly public TMA meetings, and undertake related activities throughout the year. As Town staff considers comments submitted on the DEIR and next steps in the development review process, please incorporate this requested mitigation measure. The amount of annual membership can be selected from the TMA Schedule of Membership for New Development. Proposed language for the mitigation measure is attached for your consideration. In submitting this letter, the TMA does not take any position on the proposed development, only the need for adding the requested mitigation measure. Respectfully submitted, Steve Teshara Chair, Board of Directors Proposed Mitigation Language The project applicant shall join and maintain membership in the Truckee North Tahoe Transportation Management Association in perpetuity. If, at any time, the project applicant dissolves ownership in the project, any and all recipient property owners, homeowners, tenants, and /or associations or management entities, such as a homeowners association, shall acquire and maintain the responsibility for TNT/TMA membership. cc: Mr. John McLaughlin, Community Development Director Mr. Dan Wilkins, Public Works Director/Town Engineer Ms. Jan Colyer, Executive Director, TNT/TMA
