Also section 303(d) of the CWA Report does not have any data on the current condition of Glenshire Lake Report does not address how long term Lake health would be monitored and does not address cumulative impacts to Lake, i.e. potential changes due to the proposed Canyon Springs project and future new development, etc. Report does not address how Glenshire Lake health may be decreased by: ➢ an increase in silt due to construction, long term landscaping practices, road sanding, road salting, and general development ➢ increased nutrient loads due to runoff from fertilization (organic and inorganic) landscaping. ➢ Increased nutrient loads due to fecal matter runoff from increased domestic animal keeping. Report does not address what mitigation measures will be put in place if Lake health decreases, and how the cost of this mitigation would be covered, insuring existing residents or Glenshire Devonshire Homeowner Association does not absorb these costs . Would the developers be required to obtain a bond for this potential cost, insuring mitigation funds will be available as needed? Sections 4.14wMg) Transportation and traffic Does not include accident history on Glenshire Drive from the West entrance of Glenshire to the intersection with Donner Pass road. It does not include accident data or intersection use at Glenshire Drive and Highlands Drive, and does not address any necessary mitigation measures and how that cost would be covered. It does not include accident data or intersection use at Glenshire Drive and Olympic Boulevard, and does not address any necessary mitigation measures and how that cost would be covered. 4.14 iii Projected Trip Assignments: Uses no data but uses the following : "Based on a series of assumptions described in the Traffic Impact Analysis" (line 3 in this section) This section also makes assumption on the age of the drivers without data on the actual age of the persons who may be living in the proposed development. ( "such as the elderly" line 8 ) Section 4.8 =14(g) Hazards and Hazardous Materials / 4.13 Public Services The report does not address an updated emergency evacuation plan or impacts due to the increased population and only two ingress egress points to the entire Glenshire area Due to the close proximity of the devolvement to a Major transcontinental rail line, Major transcontinental Freeway, and "Very High Fire Hazard Severity Zone ", the potential for an entire community evacuation exists but is not addressed. TELEPHONE (530) 587 -6202 FAX (530) 587 -7045 Section 4.14- 58(ii) Transportation and Traffic No mitigation of the following deficiency is addressed in the report. The report identifies the roadway segment of Glenshire Drive East of Martis Peak Road as, "does not meet design standards, it is considered to have an existing geometric deficiency, "as required by both Nevada County and The Town of Truckee. The report includes that this deficient section of road has an average accident rate about two times the State and County average for similar facilities. Section 4.14 -3iii indicates that a majority of the drivers from the proposed development would be using this section of road. 4.14- 58(ii) states "a 50 percent increase in the total peak hour traffic volume, hazards at this already deficient roadway segment hazards with the addition of the proposed project would be significant ". In the Appendix 1 traffic impact analysis (ES1) item (4) recommends that "up to" $50,000 be contributed to a "safety study ". This should be done before the DEIR is adopted. The proposed signs and reflectors do not address the existing "geometric deficiency'. How will the project move forward as proposed with the above - referenced impact? What are the appropriate mitigation measures that would reduce the significant impact? 5.33(n) Transportation and Traffic Alternative Projects "B" and "C" If alternative s "B" or "C" (utilizing Edinburgh Drive as an access)are considered, a complete traffic study is needed of all intersections, roads, road widths, shoulders, center lines and line of site distances on Edingburgh and any feeder roads connecting Edinburgh and Glenshire Dr. Regency Circle, Courtenay Lane, Somerset Dr, Wellington Way, Canterbury Lane, etc. These roads would have an ADT volume that would classify them as "Collector Roadways" (as defined in 4.14 -52 of the DEIR) as under Town of Truckee standards, need to be designed with 12 foot travel lanes and 2 foot shoulders. A study of impact of, noise and pollutions of all properties on the roads listed above would also be required. Section 4.3 -18 Air Quality: Relies on old data that does not include impacts from increased road traffic, railroad traffic, air traffic or impacts of other recent large developments that have occurred. No Air Quality data has been collected from the unique sub climate of Union Valley. The report relies on data from a reporting station in South Lake Tahoe that does not share the same pollution loads as the development area does. Data gathered from a no longer in use reporting station in Truckee showed in 2008 that there were 15 violations of the Federal Standards. Due to climate change the winters of 2011/ 12 and 2012/13 have had more winter inversion events than normal for which there is no air quality data collected . Section 4.4 — 29 Biological Resources Sub section (c) Bald Eagle: Report states that there is low potential for bald eagle to occur on the project sight and that no bald eagles observed on or near the project sight. In the fall and winter of 2011 / 2012 Bald Eagles were observed multiple times a week in Union Valley mostly feeding on waterfowl in Glenshire Lake. Many amateur photographers recorded sightings.
