Re: Comments for Canyon Springs DEIR
Dear Denyelle,
The following are my comments and concerns regarding the adequacy of the DEIR for the
proposed Canyon Springs housing development:
Traffic: DEIR assumes Railyard project will construct a new DPR/Glenshire intersection road
improvement to be completed when timeline of project construction for the Railyard is unknown.
There is no credible basis for assuming this new intersection. DEIR traffic analysis should be
redone. DEIR did not take into consideration of cumulative impacts on Glenshire Dr/DPR from
Olympic Heights and downtown core. Traffic studies need to consider cumulative impacts for the
region for both safety and road quality. Currently the poor condition of Glenshire Drive is not
safe for the current residents’ traffic.
A complete Traffic Safety Survey should take into account Glenshire/Devonshire, Downtown
Traffic, Olympic Heights, Elkhorn Ridge, Cambridge Estates, Sierra Bluff, Juniper Hills, Truckee
Meadows, I-80 traffic (and closures due to weather/fires).
Land Use and General Plan: Goal CC-1, P1.3 Cluster new development so as to preserve the
maximum amount of desired types of open space, as identified in the Conservation and Open
Space Element (p3-30) This development represents sprawling development and not clustered.
Project development should illustrate ‘Rural Clusters’ as noted in General Plan (Table LU-7, 2-
62). Of the 67+ lots in the Elkhorn development only 7 have homes built on them and 3 with full
time residents. These vacant undeveloped lots in the Elkhorn development are covered in litter
(liquor bottles, condoms, cigarette packages, needles) and dead vegetation. Why do we need more
empty lots that cause blight and allow for unsavory conduct?

regarding the DEIR for Canyon Springs. Please feel free to contact me with questions regarding
my comments and concerns addressing the adequacy of the DEIR.
